I,. and Robinson, Supervisor Walpole, Town Justice VanBenschoten, Councilman Sovocool, Councilman .i.n, Jrl, Councilman Also present: Leland Cornelius, Highway "Superintendent Worked on budget -- mainly Highway Reviewed budget requests from Day Care Center and Highway Employees. Discussed proposed use of Federal Levenue Sharing monies. Meeting adjourned at 11:30 P.1 -1. Colleen D. Sovocool, Councilman Gordon C. VanBenschoten, Councilman Verl Rankin, Jr., Councilman Benjamin J. Bucko, 'Town Attorney Also present; Diary Evelyp Dempsey, Leland Cornelius, Roger Gleason, Nancy McGuerty Moved by Mr. Walpole to accept minutes of previous meetings (9/10, 9/17 & 9/24) as mailed. Seconded by Mr. Sovocool. Ayes - Sovocool, Walpole, Rankin, Robinson. Claims #235 to #251 of the Highway Department and #225 to #2,14 of the General Fund were presented. for audit. Mr. Walpole moved that bills be paid except Tompkins County SPCA in the amount of $1579.55 and the clerk instructed to draw warrant for then. Seconded by Mr. Rankin. Ayes - Sovocool, Walpole, Rankin, Robinson. Supervisor Robinson indicated we had not yet received our contract from N YSE&G for IsIcLean Lighting District. Ian^. Walpole moved to recess for executive session with Mr. Gleason at 7:45 P.M. All Ayes. Meeting reconvened at 8:15 P.P9. Supervisor Robinson reported on Energy Program held. in Syracuse on September 27 & 28. Seminar was on Local. Government Energy Conservation Grant Programs. Very informative meeting. The rule is to keep thermostats at 65 degrees- - if higher subject to $10,000 fine. We should analize our oT.m building and they determine percent - -we might get half funds in a grant. Some discussion was held on getting grants. Supervisor Robinson indicated voucher received from Tompkins County SPCA has been refused payment since we have no contract from County. • • El Attorney Bucko reported. that Judge Ellison has signed, preliminaa:y injunction against John Anderson. He has 30 days to.clean up then a date for permanent injunction will 'be set. Supervisor Robinson read. draft of a resolution for Route 13 Improvement Plan, County Planning Board ' "B -1" alternative has received good consensus in the County. Board members felt '$ -1" concept as a two - lane, limited access facility although not in the Town of Groton would bring more people into Groton. RESOLUTION NO. 36 -ROUTE 13 IMPROV1;MF11T PLAIT Moved by Mr. Rankin, seconded 'by Mr. Walpole Ayes now Sovocool, Walpole, VanBenschoten, Rankin, Robinson RESOLVED, that the Town of Croton does support the Route 13 "B-1" concept as a two- lane, limited access facility. Supervisor Robinson read letter from Gary Lee regarding Federal Grant Applications for our district. Board discussed who locally might apply,,,- Medical Center, Ambulance, Village Water. Board. set budget work session for next Monday night, October 8, 1979, at 7.30 P.Isl. There being no further business, Mr. Walpole moved to adjourn meeting, seconded by Isir. Sovocool, Councilman Cordon C. BanBenschoten, Councilman Verl Rankin, Jr., Councilman Robert F. Walpole, Town Justice Absent: Benjamin J. Bucko, Town Attorney Also present: Laura Haughn, Leland. Cornelius Purpose of meeting was to work on budget. Supervisor Robinson was asked to figure payroll based on 500 per hour increase for highway employees. IsIr. Rankin questioned the clerk about charging Deputy Clerk's fees against Dog Fund which no appropriation was made for in budget - -just revenues. Deputy Clerk's fees should come from Deputy Clerk Fund only.. Mr. Rankin also stated that the Clerk had overdrawn Deputy Fund, took too much time off and used the Deputy too often. Clerk stated that as of this d.ateDeputy Fund is not overdrawn, Deputy was paid by Clerk personally for one week of vacation and Election Day in 1978, and in her own judgement she did not use the Deputy but only when it was necessary. Further discussion was carried on by Board, Clerk and Deputy. Town Clerk requested additional funds 1'or Deputy for the remainder of the yeax. Mr. Walpole moved to table request for additional. Deputy Clerk Funds for remainder of year and also Deputy increase request of $3000 for 1980. Seconded by P41r. Rankin. Mr. Cornelius brought to the Boards attention that they had taken $15,000 out of Highway last year to cover a general expense and it was never put back into highway. This is why he is low in one item. Board agreed it should be put back. Town Board Meetings were set for Wednesday, October 17th at Noon with Highway Employees and Monday, October 22nd. at 7:30 P.M. to set budget hearing date.
