Robinson, Supervisor Robert F. Walpole, Town Justice Ellard L. Sovocool, Councilman Gordon C. VanBenschoten, Councilman Vert Rankin, Jr., Councilman Benjamin J. Bucko, Town Attorney Also present: Laura Haughn, Leland Cornelius, Peg Palmer Supervisor Robinson opened meeting at 8:00 P.M. Recessed meeting at 8:01 P.M. for Public Hearing on Increase in Dog Tees. Reconvened meeting at 8:05 P.Mv Discussed : increase in fees for dog licenses and where money would go. Current fees are $4.35 for each male or spayed female (Toym Share $2.00) and $9.35 for each unspayed female (Towrn Share $4.00). Proposed fees are $5.00 for neutered male or spayed female (Toam Share $2.50) and $10.00 for unneutered male or unspayed female (Town Share $2.50). Statutory fees are $2.50 and $7.50. Mandatory statutory fees are apportioned as follows: 53% retained by Town, 30% to County and 17'1% to State. Local Fees are retained by the Town to be used for dog control. If we contract with County, it is proposed that'•the 'Town keep 500 per dog license with all other fees going to County to be used for dog control. There was some discussion held on all additional fees going to County via contract. RESOLUTION NO. 34 - INCREASE DOG LICENSE FEES FOR 1980 Moved by Mr. Walpole, seconded by Mr. VanBenschoten Ayes - Sovocool, Walpole, VanBenschoten, Rankin, Robinson RESOLVED, to increase Dog License Fees from 4 .35 and $9.35 to $5.00 and $10.00 and to adopt the following ordinance: LEGAL, NOTICE IS HEREBY GIVEN, pursuant to Section 130 of the Town Law of the State of New York that the Town Board. of the Town of Groton, New York, has on the 24th day of September, 1979, adopted the following ordinance: ORDINANCE RELATING TO OWNING OR HARBORING AN UNLICENSED DOG 1. License: Any person a resident of the Town of Groton who owns or harbors a dog six months of age or older shall immediately make application for a dog license. No license shall be required for any dog which is under the age of six months and which is not at large. 2. Fee: The license fee shall be as follows payable to the Town Clerk of the Town of Groton (a) For each neutered male or spayed female $ 5.00 (b) For each unneutered male or unspayed female $10.00 3. Violations: 1. It shall be a violation for any owner who fails to license any dog and pay the license fee as provided in Section 1 and Section 2 of this ordinance. 2. The violation shall be punishable upon conviction by a fine not to exceed Ten Dollars ($10.00). The ordinance adopted. October 2, 1978, is hereby amended. RESOLUTION NO. 35 - RETAIN ALL TOWN DOG FEES Moved by Mr. Walpole, 'seconded by Mr. Sovocool. Ayes - Sovocool, Walpole, VanBenschoten, Rankin, Robinson RESOLVED, that the Town retain all Town Dog Pees.until we know exactly what County Contract is. Mr. Walpole moved that Teresa Robinson attend Energy Hearing on September 27 & 28 at Syracuse. Seconded by Mr. VanBenschoten. Ayes - Unanimous Mr. Walpole made motion 'to hold executive session to discuss personnel at 8:20 P.M. Ayes - Unanimous 81 't I .C72* Board Meeting reconvened. at 9 :25 P.M. Cornelius, Highway Superintendent Worked on budget -- mainly Highway Reviewed budget requests from Day Care Center and Highway'Employees. Discussed proposed use of Federal Revenue Sharing monies. Dempsey, Leland Cornelius, Roger Gleason, Nancy McGuerty Moved by Isar. Walpole to accept minutes of previous meetings (9/10.' 9/17 & 9/24) as mailed. Seconded by Mr. Sovocool. Ayes - Sovocool, Walpole, Rankin, Robinson. Claims #235 to #251 of the Highway Depaxtment and. #225 to #254 of the General Fund were presented for audit. Mr. Walpole moved that bills be paid except Tompkins County SPCA in the amount of $1579.55 and the clerk instructed to draw warrant for them. Seconded by Mr.. Rankin. Ayes - Sovocool, Walpole, Rankin, Robinson. Supervisor Robinson indicated we had. not yet received our contract from NYSE&G for h1c'I:,ean Lighting District. Mr. Walpole moved to recess for executive session with Mr. Gleason at 7:45 P.M. All Ayes. Meeting reconvened at 8 :15 P.M. Supervisor Robinson reported on Energy Program held in Syracuse on September 27 & 28. Seminar was on Local. Government Energy Conservation Grant Programs. Very informative meeting. The rule is to keep thermostats at 65 degrees- - if higher subject to'$10,000 fine. We should analize our own building and they determine percent - -we might get half :funds in a grant. Some discussion was held on getting grants. Supervisor Robinson indicated voucher received from Tompkins County SPCA has been refused payment since we have no contract from County. • 11
