STEERING COMMITTEE FOR ZONING UPDATES
MEETING MINUTES

Call to Order: 7:02 p.m.
Present: Chair Liz Thomas, and Committee members Michael Boggs, Rod Hawkes, Darby
Kiley and Sue Ritter; David West of Randall + West.

Agenda Review; Minutes Review (10/19/2017)
Mr. Boggs MADE the MOTION to accept the amended October 19, 2017 meeting minutes, and
Ms. Ritter SECONDED the MOTION. The motion was unanimously carried.
Ms. Thomas MADE the MOTION to reorder the agenda, moving the discussion of the public
information meeting to the beginning of the meeting. Mr. Hawkes SECONDED the MOTION.
The motion was unanimously carried.
Privilege of the Floor: No one address the Committee at this time.
Discussion on public information meeting on November 30
The Committee spent 45 minutes reviewing the logistics of the public information meeting. As
Ms. Thomas outlined, the information meeting would begin with a 45-minute introduction of
zoning updates by Randall + West, followed by three topic-specific breakout sessions.
Community members may choose to attend two of the three sessions, which cover the topics of
Ag/Rural zoning and new subdivision guidelines, Jacksonville zoning and hamlet design
guidelines, and the Office/technology Mixed Use (OTMU) zone and parking, lighting and sign
standards.
Office/Technology Mixed Use discussion
Reviewing a Town zoning chart that outlines various uses, the Committee addressed numerous
uses to either allow – as permitted uses, through site plan review or through special permit – or
disallow them in the OTMU. Some of the consensus changes to the OTMU section were as such:
• prohibit Animal Confinement, CAFO; Industry, Extractive; and School Dormitories;
• remove the need for site plan review for Artists’ Studio;
• allow Business Home Occupation; Roadside Stand; Shop, Boat Repairs/Service through the
special permit process;

• Ms. Thomas suggested all uses under “Care Facility” should be prohibited in the OTMU, since
they would make more sense in Trumansburg and Jacksonville nodes.
Ms. Kiley will now put this information into OTMU zoning language.
A discussion ensued regarding lot sizes in the OTMU, followed by a review, alteration and
consensus agreement over the OTMU map. Mr. West provided an overview of design guidelines
for the OTMU, including examples of desirable and less desirable siting and design elements for
businesses. Next, the Committee discussed the water district and an area of Ag-zoned parcels on
the east side of Route 96, north of Perry City Road.
The Committee will discuss subdivisions and design standards at its next meeting on Thursday,
November 16.
Mr. Hawkes MADE the MOTION to adjourn the meeting, and Ms. Ritter SECONDED the
MOTION. The motion was unanimously carried.
