HomeMy WebLinkAbout1983-10-10TOWN OF DANBY TOWN BOARD MEETING MINUTES October 10, 1983 The regular meeting of the Danby, Town Board was called to or- der at 8:10 PM at the Danby Town Hall, 1830 Danby Road, Town of Danby, Tompkins County, New York, October 10, 1983. Board Members present: Councilperson Dorothy Roberts Councilperson Mary Oltz Councilperson Mary Oltz Councilman Ted Merritt • Supervisor Mildred Miller Others present: Florence Starr, Ed Roberts (Bald Hill Rd.), • Roy Casterline, Roger Hile, Charlene Testut, Frank Haskins, Donald Graham. Councilperson Dorothy Roberts made the motion to accept the September 12th minutes as presented and seconded by Council- person Mary Oltz and carried. Councilperson Dorothy Roberts made the motion to accept the September 26th-Special Board Meeting Minutes as presented and seconded by Councilperson Mary Oltz and carried. Communications: 1. Letter from Tompkins County Board of Representatives re- garding a proposal for the 8 -year review and modification of Agricultural District No-5, including consolidation with agricultural disty�icts No. 2 and No. 6, affecting land in the towns of Danby, Newfield, Enfield, Ithaca, Ulysses. 2. Letter from Sam MacNeil, Assemblyman, presenting a brief summary of the eight proposals to appear on the November 8th ballot. 3. Letter from State Department of Transportation regard- ing the CHIPS program and the Rebuild New York Bond Act which will be presented to voters on Election Day. CHIPS program remains intact and funded by state appropriations. The $34 million per year CHIPS program will be fully fun- ded for five years. 4. Letter from Charlene Testut, Community Council President, requesting town board permission to use the Town Hall for their annual Halloween Party to be held October 29th 7 to 9 PM. 5. Letter from Al and Linda Larsen voicing approval for the t fine work highway superintendent Roger Hile has been doing on the town roads. 40 Privilege of the Floor: Town Clerk received a telephone call from Mrs. Lena Thayer asking if board would assist in paying for aid and construc- ti6n for cable service in their area which is located at cor- ner of German Cross Road and Coddington Road. After general discussion the board members agreed they could not help out. Florence Starr had no report. Ed Roberts requested if board would okay his refinishing the tops of the two old tables in the town hall. Board was in agreement that he do so. Mr. Donald Graham reported he has returned from his sabbati. cal leave. He mentioned the punning board has not received copies of the final agreements on the planned unit develop- ments that have been brought before the board. The town clerk reported she in turn has not received any minutes from the planning board meetings held for the past year. Mr. Graham will check this out. Councilman Ted Merritt made the motion to allow Community Coun- cil to use the town hall for the Halloween Party. The building will be used from 4 to 10 PM, which includes time for decora- ting and clean up. Donna Collins is in charge of the program. Supervisor Miller reported she has received phone calls from planning board members and they are in favor of appointing Don Graham as their chairman to attend the County Planning Board meetings. Councilperson Dorothy Roberts made the motion to appoint Don Graham as Chairman of the Planning Board, seconded by Councilperson Mary Oltz and carried by a vote of five ayes and no noes. Committee Reports: Councilperson Sylvia Hiney reported EOC has received a $58,000 grant from the Federal Government to be used for cleaning fur- naces and weatherization. Roger Hile reported the beavers had been trapped on Curtis Road to correct the water problem in that area. Supervisor Miller said she received the revised budget and pro- grams from Comu pity Council for 19840 Senior Citizens: Councilperson Dorothy Roberts reported the Senior Citizens are presently on a four day trip to Ohio. Cemeteries: Edward Roberts reported the cemeteries will be mowed one more time for this year. Water District: Roy Casterline reported he attended school in Pennsylvania. He also mentioned the woodlot has been cleaned up from the logging operation done earlier. Supervisor Miller said she will now sign off the wood lot contract with United Timber in Owego. Highway: Roger Hile asked a letter had been received money would not be receive with other towns, Mr. Hile Supervisor Miller said she has heard nothing since. Everything the board members saw was well done. Some of the roads in need of repair for 1984 are Miller Road, Muzzy Road, and Gunderman Road. Councilperson Dorothy Roberts questioned -when mowing of sides on Miller Road would be done. Roger Hile reminded the board members the mower is broke down and the new tractor will not be in until late fall. Supervisor Miller reported she has heard no news on the matter of Danby Pond being drained for repair. Councilman Ted Merritt said a pipe had been installed so the fire department may have use of the pond. Supervisor Miller said the town attorney should send a letter to the Finger Lakes State Park Commiss- ion regarding a breach of contract at the present time., as the pond cannot be used for any purposes. Councilperson Dorothy Roberts made the motion that the town attorney send a letter to the State Parks Commission regarding the contract, seconded by Councilperson Mary Oltz and carried by a vote of five ayes and no noes. Supervisor Miller said a budget workshop will be held Octo- ber 17th from 6 to 9 PH. The bill for his services totaled $2,075.96. She said a resolution is needed to move that amount from contingency account #1990.4 to Engineering account #1440.4. • RESOLUTION #27 TRANSFER $21075o96 FROM GENERAL FUND CONTINGENT ACCOUNT A1900.4 TO ENGINEE- RING ACCOUNT A1440.4 TO PAY ENGINEER • ROBERT FLUMERFELT. Motion made by Councilperson Dorothy Roberts and seconded by Councilperson Mary Oltz. Roll call vote: Hiney - aye Merritt - aye Oltz - aye Roberts - aye Miller - ave Supervisor Miller said there is an Ithaca Journal bill for advertising for bids on modifications to Bruce's property in the amount of $99.79. The Town Clerk felt this amount should be paid from the contingency account #A1990.4. Super- visor Miller agrees this should be done as the bids were put in the newspaper by Mr. Flumerfelt. Supervisor Miller said a resolution is needed to do this. RESOLUTION #28 TRANSFER $99.79 FROM GENERAL FUND CONTINGENT ACCOUNT TO ENGINEERING ACCOUNT A1440.4 TO PAY ITHACA JOURNAL A_DVERTISEMENT FOR BIDS. Motion made by Councilperson Sylvia Hiney, seconded by Council- man Ted Merritt. Roll call vote: Hiney - ave Merritt - aye Oltz - aye Roberts - aye Miller - ave Supervisor Miller said she received 910,775 in CHIPS money. She suggested this money be put in General Repairs and Main- • tenance. Highway Superintendent Hile said he needs to com- plete Brovm Road and Bruce Hill Road with resurfacing and would like to use this money for this purpose. Supervisor Miller agreed to use the money for this, but all the money • will have to be use. Supervisor Miller mentioned a letter should be sent to the Village Real Estate to decline our purchase offer on Bruce's property at 1926 Danby Road. The town clerk will send the letter. There was general discussion on possible property for sale in Danby that the town could purchase for highway building. Warrants General Fund Warrant #10 in the amount of $3,308.06 was approv- ed to be paid. Motion made by Councilperson Mary Oltz and sec- onded by Councilperson Dorothy Roberts and carried by a vote of five ayes and no noes. Highway Chips Warrant #10 in the amount of $3,720.75 was approv- ed to be paid. Motion made by Councilperson Sylvia Hiney and sec- onded by Councilman Ted Merritt and carried by a vote of five ayes and no noes. West Danby Water District Warrant #10 in the amount of $138.20 was approved to be paid. Motion made by Councilman Ted Merritt and seconded by Councilperson Dorothy Roberts and carried by a vote of five ayes and no noes. Councilman Ted Merritt made the motion�to accept the Supervisors Reports as presented and seconded by Councilperson Dorothy Roberts and carried by a vote of five ayes and no noes.
