PUBLIC HEARING FOR BID FOR
1973 TANDEM ROAD TRACTOR
August 8, 1983
A public hearing was held by the town of Danby at the Danby
Town-Hall, 1830 Danby Road, Ithaca, New York, on August 8,
1983, as duly advertised in the Ithaca Journal August 1, 1983
The purpose of this hearing is to open bids received for a
1973 used Tandem Road Tractor.

The clerk read the proof of advertising for bid. Supervisor
Miller then instructed the clerk to open the bids received.
Following is the bid received:
Cayuga Leading, Inc.
For one Used 1973 Tandem Road Tractor $11,500.00
General discussion followed as to age of vehicle. Super-
visor Miller stated the vehicle should be test driven for a
couple of days before 6 final decision is made. Mr. Hile will
get in touch with Mr. Walker on the decision.

TOWN BOARD MEETING MINUTES
August 8, 1983
The regular meeting of the Danby Town Board was called to order
at 8:00 P.M. at the Danby Town Hall, 1830 Danby Road, Town of
Danby, Tompkins County, Ithaca, New York, August 81 1983.

Councilperson Dorothy Roberts made the motion to accept the
July 11, 1983 Minutes as presented. Seconded by Council -
person Sylvia Hiney and carried by a vote of five ayes and
no noes.
Communications:
1. Thank you card from Betty Sheffield for highway depart-
ments help to her at time of her fire loss.
2. Letter read from Federal Revenue Sharing Advisory Ser-
vice explaining the benefits of receiving the Revenue
Sharing Bulletin - a monthly newsletter informing you
of all issues relating to the renewal of the revenue
sharing program. Subscription price is one year, $48.00.
Privilege of the Floor:
County Representative Florence Starr reported total Sales
Tax received by Tompkins County for first period in 1983 was
$3,413,380 and second period, $3,542,416 as compared to 1982,
$3,034,684, first period and $3,067,546 second period. The
town and village share was $909,205 (53.30) first period,
$994,696 (56.2 %) second period for 1983. For 1982, $784,555
(51.7 %) first period and $782,852 (51.0%) second period.
The total county increase over 1982, first and second period
was $237,455 or 15 %.
Michael Hovanec spoke regarding expansion of his Mobile Home
park at 1395 Danby Road. He would like to add fourteen mo-
bile home lots, making a total of 24 units. His reason for
this increase is to improve overall condition and increase
the revenue. He presented plans for addition, which showed
all expansion would take place in back of present trailer
park. Supervisor Miller recommended he present plans to the
planning board.

Committee Reports
Environmental Management Council: Herb Engman reported Louis
Nezvesky has been asked to submit a permit to department of
environmental conservation to remove topsoil from his prop-
erty at 2001 Danby Road. Herb Engman reported a permit is

needed if over 1,000 tons of topsoil is to be removed from a
specified property.
Community Council - no report
Senior Citizens: as reported on meetings agenda, Gertrude Laird
has extended an invitation to town board members and spouses to
attend September's meeting of Senior Citizens at the Danby Fed-
erated Church, Thursday, September 1 at 6 :00 PM. It will be a
dish to pass supper.
Cemeteries: Edward Roberts reported Karl Oltz has been mowing
the town's Cemeteries.
Water District: no report
Highway Department: Roger Hile was absent from meeting. Super- O
visor reported the highway men have been working on the Brown
Road Bridge. Supervisor Miller reported she has obtained new
health insurance program for all six employees for $11.00 more
than present program that has coverage for only four employees.
Each employee will also receive $10,000 of life insurance. Cov-
erage will take effect September 1.
Zoning: Frank Haskins reported four permits were issued for July.
He presented monthly report.
Supervisor Miller felt the subscription for the Federal Revenue
Sharing Bulletin was too high so town will not subscribe to it.
Old Business:
In regards to the town's interest in purchasing Bruce's Business
Supervisor Miller reported she has received a proposal from
Robert R. Flumerfelt, civil engineer for engineering services
to determine if feasible to obtain Bruce's property at 1926 Danby
Road for highway department. Mr. Flumerfelt will conduct inves-
tigation of structure of present building to determine feasibil-
ity of raising roof and other related modifications necessary to
bring structural elements of building in conformance with New
York State building code. He will also perform structural de-
sign and prepare drawings and specifications and bidding doc-
uments necessary to advertise for bids for the work. Mr. Flum-
erfelt will assist town in securing bids for work, analyzing
bids received and make recommendations on awarding of contract.
The fee for this service is 82,000. General discussion followed.
Councilperson Mary Oltz said town is going to have to spend money
to get advice as to what is best for town to do. Councilperson
Sylvia Hiney felt $2,000 was too much to spend for this study.
There is no well on this property so Supervisor Miller received
an estimate from Roger Howell for drilling of well. Cost would O
be $2,800 for a 130 foot well and water system, including a sub-
mersible pump.
Supervisor Miller reported a resolution is needed to authorize o
her to accept Mr. Flumerfelt's proposal.

Supervisor Miller would like permission of board for bookkeeper
Gretchen Oltz and herself to attend bookkeeping school to be held
for two weeks in Elmira Heights in September. Registration fee is
$30.00 plus mileage and meals. Councilperson Dorothy Roberts made
the motion to grant permission for both to attend the bookkeeping
school and seconded by Councilperson Mary Oltz and carried by five
ayes and no noes.
Warrants:
General Fund Warrant #8 in the amount of $847.16 was approved to
be paid. Motion made by Councilperson Dorothy Roberts and secon-
ded by Councilperson Mary Oltz and carried by a vote of five ayes
and no noes.
Highway Fund Warrant ,, #8 in the amount of $3131.27 was approved to
be paid. Motion made by Supervisor Miller seconded by Council.

Highway (Chips Porgram) Warrant #8 in the amount of $1291.92 was
approved to be paid. Motion made by Councilperson Mary Oltz,

West Danby Water District #8 in the amount of $245.42 was approved
to be paid. Motion made by Councilperson Dorothy Roberts and
seconded by Councilperson Sylvia Hiney and carried by a vote of
five ayes and no noes.
Councilperson Dorothy Roberts made the motion to accept the Super-
visor's reports as presented, seconded by Councilperson Sylvia
Hiney and carried by a vote of five ayes and no noes.
Supervisor Miller reported if all highway monies are put into one
account (bank) more interest accumulates in comparison to putting
excess monies into Certificate of Deposit.
Supervisor Miller reported Summer Recreation was held July 18 -22.
Hours were 9 to 3 each day. She also reported the next Municipal
Officers Dinner is tentatively scheduled for September 29. The
dues for association of towns will be increasing to $290 annually.
Supervisor Miller stated she will be meeting 1 or 2 highway men
and a union leader to hear what they have to say regarding CSEA
contract.
Councilman Ted Merritt made the motion to adjourn the meeting at
9:10 P.M. seconded by Councilperson Mary Oltz and carried.
