REGULAR MEETING MINUTES
THURSDAY, OCTOBER 18, 1984, 7:30 P.M.
CITY HALL THIRD FLOOR CONFERENCE ROOM
PRESENT: Doug Dylla, Robert Snell , Joseph Laquatra, Gerard Messmer, Harold
Jones, Lewis Durland, and Staff Liaison John Clynes
THE MEETING WAS CALLED TO ORDER BY DOUG DYLLA.
APPROVAL OF MINUTES: The minutes were approved as presented.
ANNOUNCEMENTS:
Doug Dylla stated Lew Durland's presentation at NYSEG Energy Show went over well
and that everyone stayed until the door prizes were drawn.
Bob Snell reported Pete Novelli had earmarked a 3-HP motor for replacement and
Bob's calculation indicated a payback of just over a year. It was recommended
that, if verified, this be done with quick-fix funds. It was further recommended
that a motor inventory by done citywide. Both motions pass unanimously.
Peter Novelli 's proposal on insulation at Water and Sewer was discussed. It was
agreed that another "walk through" of these buildings would be a good idea.
John Clynes reported that the foam for No. 9's skylights had arrived and that the
Tyz-All system had been purchased for all fire stations. These purchases were
made from the quick-fix fund.
The matter of the separate hot water heater at Central was discussed. P. Novelli
is to be asked for an Engineering Department review of this.
STREET LIGHTING:
Conversion to HPS in other areas similar to Green and Seneca Streets was discussed.
Several factors, including depreciation, are involved in determining costs. G. Mes-
smer stated that a neighborhood with a common fixture of the same age would be the
easiest to price out but that Ithaca doesn't have one. J. Clynes asked if the
NYSEG computer could sort out an optimum area. It was suggested that the city write
NYSEG requesting a study be made.
GREEN STREET RAMP:
J. Clynes reported Jack Brooks was taking meter readings to document the efficiency
of the trial fixture. G. Messmer cautioned about placement of this fixture immedi-
ately to the left after leaving the helix. Suggestions were made to either elimi-
nate or shield it.
RANDOM SAMPLING:
Joe Laquatra reported that after talking to Planning there didn't appear to be any
data to use to estimate the efficiency of rental housing. He presented a possible

sampling procedure. It was suggested that the listing in back of the City Direc-
tory could help in this effort. He recommended that the sample be 10% of the
total rental units (623) .
Bob Snell reported on storm windows as costing perhaps $6.00. or more per square
foot, with a savings of $1 .00 or less per square foot. At these rates, storm
windows might not be the best investment but is the only visible condition avail-
able. Doug Dylla stated a good quality aluminum triple-track ran around $ 50.00
installed.
Storm doors and/or double door vestibules were discussed as an alternate or as
a second item for energy code in rental housing.
Some sentiment was expressed against trying to "ram" something down the land-
lords' throats and maybe we would be more effective coordinating a carload order.
Another approach would be to include an exemption for an equivalent conservation
investment , such as attic insulation.
A review of NYSEG audits was suggested to determine if they had a cross section
of rental units.
Before anything is adopted, a public hearing with landlords was suggested,
