THURSDAY, SEPTEMBER 20, 1984

PRESENT: Doug Dylla, Lewis Durland, Gerard Messmer, Joseph Laquatra, Robert Snell ,
and John Clynes, Staff Liaison
THE MEETING WAS CALLED TO ORDER AT 7:36 P.M. BY DOUG DYLLA.
APPROVAL OF MINUTES:
REPORTS:
Doug Dylla distributed posters from Paulete Conroy announcing the show at NYSEG
at which Lew Durland would represent Energy Commission (October 4, 1984).
Joseph Laquatra commented on the County Energy Housing Committee. A NYSEG rep-
resentative had stated the Department of Social Services was one of their largest
customers and represented a real conservation problem in that bills were way out
of line. When they pay direct, there is no incentive to the recipient. NYSEG
would be willing to help in a study of this problem. Previous attemps to get
rental statistics from the Planning Department of the city were unsuccessful;
Doug Dylla volunteered to get them. Joseph Laquatra suggested a sampling of
rental units be done with offer of a free audit followed by calculation of po-
tential savings.
Joseph Laquatra reported on a conference he recently attended, the "American Coun-
cil for an Energy Efficient Economy."
Robert Snell arrived and started talking about energy efficient motors with the
hope that the city would experiment.
Street lighting was discussed. It appears several conservation studies have been
done but no further action has taken place in over a year.
Efforts will be_made to get articles published in the local papers during Energy
Awareness Week, October 21 .
John Clynes reported that the relamping of Green Street Ramp would be done in-
house as soon as Jack Brooks documented the project. Also, that the roof on
No. 9's had been awarded with an R value of 24 and that Department of Public
Works had agreed to furnish labor to install foam on the skylights. The hot
water boiler at Central Fire Station is in the 1985 operating budget request
but will be referred to Energy Commission by the mayor. This was one of the
projects that has never returned from the Engineering Department.
Lew Durland reported he is contacting other cities regarding their Energy Code.
It was stated that perhaps some minor investment such as storm windows might be
appropriated for a code requirement in rental units. Routing of such a recom-

mendation through Common Council was also discussed, with Charter and Ordinance
being suggested as a starting point. Bob Snell will work up a cost savings per
square foot on storm windows.
Obtaining an appropriate cross section sample of rental units was discussed. Joe
Laquatra will recommend a plan at the next meeting and Lew Durland will draft a
proposed code. Doug Dylla will contact James Dennis, Energy Commission's Counc-
cil Liaison.
Jack Dougherty is to be invited as a guest to our next meeting.
