ITHACA, NY 14850 607-272-1713 REGULAR MEETING MINUTES THURSDAY, JULY 19, 1984 CITY HALL 3rd FLOOR CONFERENCE ROOM PRESENT: Doug Dylla, Joseph Laquatra, Paulete Conroy, Lew Durland, Harold Jones , Staff Liaison John Clynes, and guest Peter Novelli , City Engineer. The meeting was called to order at 7:43 p. m. by Doug Dylla. APPROVAL OF MINUTES: The minutes were approved as rendered. Doug Dylla introduced guest Peter Novelli . Peter related that although he is a civil engineer he has worked on some energy related projects. On a more personal basis, he has just finished retrofitting a second house; including super insula- tion and solar treatment. As far as the City goes, Peter stated he believed the quick-fix items should be done first. In order to do so he commented that perhaps additional help might be justified. A discussion followed on capital projects that were in the works. A more detailed discussion took place on relamping the Green Street Parking Ramp. It may be pos- sible to increase lighting yet reduce wattage by replacing with high pressure sodium. The smaller fixtures in the helix and stairway also need replacement. Street lighting - Peter Novelli remarked that in some communities, after a specified period of time, the community can opt to have lamps changed by the utility at no cost to the community. The possibility of testing an old motor to see if a replacement with an energy effi- cient was warranted was discussed. Peter Novelli observed that this would be a good program. Peter Novelli reported that the 1985 budget submission included storm windows for some of the treatment plant and closing in some others. The New York State audits were reviewed briefly. The common theme throughout such as cauling and weatherstripping should be done now. The Energy Commission quick- fix could pay for the items but labor is needed. Peter Novelli stated he would work with Bill Szabo and his crew and the carpenter crew in the Utilities Division to get some of the recommendations accomplished. He will report back at the Septem- ber meeting. Lew Durland reported he had contacted Madison, Wisconsin asking for their experience since adopting an energy building code. Discussion took place on residential weatherization including what NYSEG offered in brochure form. A lack of means to install seems to exist in different areas. Ithaca Neighborhood Housing Services does provide this service within their target area "An Equal Opportunity Employer with an Affirmative Action Program" Page 2 Energy Commission Regular Meeting Minutes July 19, 1984 which is about 20% of the city proper. They recently contracted with NYSEG to do energy audits. Paulete Conroy reported on a NYSEG pilot program called, "Seniors Lending a Hand" wherein they will hire senior citizens to do weatherization chores for eligible participants. Paulete also reported that the Atrium in Center Ithaca would not be available in the fall for an Energy Show, according to George Gesslien of Citi- zens. She has scheduled the NYSEG lobby and auditorium for Thursday, October 4th, probably in the evening. It will be staffed by NYSEG but Energy Commission is in- vited to participate with a speaker. Miser of the Month - Harold Jones reported that these awards will be reviewed on quarterly rather than a monthly basis. ADJOURNMENT: The meeting was adjourned at 9 :12 p. m.
