ITHACA, NY -14850 607-272-1 71 3 REGULAR MEETING MINUTES THURSDAY, MAY 17, 1984 CITY HALL 3rd FLOOR CONFERENCE ROOM PRESENT: Doug Dylla, Bea Brownell , Gerard Mesmer, Harold Jones, Doug-Carrey Beaver, Paulete Conroy, Jeanne Fudala, Staff Liaison John Clynes, and guests-Lewis Durland and Thomas D. Hoard. The meeting was called to order at 7:40 p. m. by Doug Dylla. APPROVAL OF MINUTES: The minutes were approved as rendered. CORRESPONDENCE: None ANNOUNCEMENTS: Doug Dylla introduced Lewis Durland, mechanical engineer with Common Sense, who resides at 442 North Aurora Street. Lew is interested in being appointed to Energy Commission. Doug Mentioned that was fortu- nate since both Jim Holway and Doug-Carrey Beaver are leaving town and hence the Commission. PRESENTATION: Chairman Dylla introducted Building Commissioner Thomas D. Hoard as the feature of the evening. His presentation was the New York State Energy Code and how it impacted on the community. Mr: Hoard remarked in response to a question that it applies to new construction or major renovation. There are no codes that force property owners to comply with energy considerations retroactively. He addressed the mechanism for changing the housing code through the committee structure of the ci ty. A discussion followed on the possibility of having rental properties rated for energy efficiency and having this information available to tenants. The possibility of getting and using information from "bene- volent" landlords who have insulated, etc. was broached. Mr. Hoard recommended the best approach as being the education of pro- spective tenants so they are concious of energy costs. Pts. Brownell brought up the one-or-two apartment lanalorgroup and Mr. Hoard replied that the size of this group is significant and that they would probably appreciate help on how best to improve efficiency. Mr. Jones mentioned using the community center for educational sessions. Chairman Dylla asked if something more than a Certificate of Compliance could be issued, like a "gold star" for meeting certain energy criteria. Mr. Hoard commented that monitoring of results, i .e. energy consumption, should be considered before such an award. Chairman Dylla recommended that Energy Commission invite the Cornell "An Equal Opportunity Employer with an Affirmative Action Program" Page 2 (continued) Presentation: Director of Off-Campus Housing to next Energy Commission meeting. COMMITTEE REPORTS: Hydropower Commission: Ms. Brownell volunteered to represent Energy Commission and Mr. Jones would help (substitute). Target Applications: John Clynes reported for Robert Snell : SOUTHSIDE: Following are needed: 1 . control on oven exhaust 2. pipe insulation 3. cooling fans to destratify in both gym and second floor 4. Tyz-All on one window NO. 9's: Needed: 1 . new insulated roof (encourage skylight removal ) 2. weather seal in pole area in arraratus room 3. pipe wrap in apparatus area 4. Engineering Department should investigate vestibule doors 5. new overhead doors (not as energy fund) 6. insulate tanks and pipe in upper mechanical room HALL OF JUSTICE; Quote finally received from Johnson Controls ($13,000.00 +) part of which is repair and part conservation so funding should be divided. Miser of the Month: Mr. Jones questioned if in the future we should consider other than city facilities as recipients. Award was made to Streets and Facilities Garage. Mr. Jones asked Mr. Clynes to explain the capital improvement made at this facility to the new members. Increases in consumption at Tin Can and Southside were discussed. Mr. Clynes commented that maybe due to rental of a wing at the Tin Can and increase in activities of Southside. Chairman Dylla recommended that Target Applications take a look at the Tin Can next. OLD BUSINESS: The poor distribution of heat at Greater Ithaca Activities Center was discussed, with several in attendance aware of the complaint. NEW BUSINESS: Mr. Clynes reported that the local State Energy auditor has visited all the fire stations and several other city facilities. Ms. Brownell distributed a summary of her efforts on her residence which includes a rental apartment. Chairman Dylla thought it would be good as an inclusion in a package for a September promotion via Ithaca Journal special issue or elsewhere. Discussion followed on Energy Commission sponsorship of a seminar, utilizing NYSEG for promoting it, dates, what to include, etc. ADJOURNMENT: Meeting adjourned at 8:50 p.m. NEXT MEETING: Thursday, June 21 , 1984
