ITHACA, NY 14850 607-272-1713 REGULAR MEETING MINUTES Thursday, November 17, 1983 City Hall 3rd Floor Conference Room PRESENT: Doug Dylla, Harold Jones, Paulette Conroy, Robert Snell , Jeanne Fudala, taaff Liaison John Clynes, and guest Lt. Guy Van Benschoten. (Carolyn Peterson, alderman-elect and former Energy Commission member, dropped in to say, "Hello. ") The meeting was called to order at 7;30 p.m. by Doug Dylla, APPROVAL OF MINUTES: Minutes of two previous meetings were approved as rendered. CORRESPONDENCE: None. ANNOUNCEMENTS; Doug Dylla commented on Energy Commission's tour of Streets and Facilities and the impressive fuel monitoring system. Paulette Conroy distributed information on the Energy Conservation Bank, a state program using federal funds for help to residential owners or rentees and dis- cussed the guidelines involved. There is no charge for the original audit. Wage earners are subject to county median income limitations for up to 50% discount in amount of loan. Low income senior citizens can be eligible for 100% direct grant. Doug Dylla reported on budget review with the mayor and the inclusion of funds for outside audits. Energy Commission had also requested separate funds for quick-fix items but the mayor stated he would put them in individual accounts and highlight same in his budget comments. John Clynes reported they had not been highlighted in this manner as far as he could tell . PRESENTATION: Lt. Guy Van Benschoten appeared before the. Energy Commission follow- ing the suggestion of Budget and Administration Committee during budget review, The department has requested 1984 General Fund dollars for overhead door replacement. They propose to replacethe two Green Street doors with four smaller doors that are foam filled for energy savings. The payback originally was computed at some fifteen years. The existing doors were installed in 1966 and are causing maintenance prob- lems. The four doors would cost $15,000.00 with 25000-cycle springs installed on columns constructed by others. To replace the doors as is Ci.e. not energy efficient) would cost over $17,000.00. Bob Snell recommended that air infiltration and ease of maintenance be considered in the final selection of an energy efficient door. The chair commented that while this appeared to be a wortftwhile project, it did not fall within Energy Commission guidelines. Van Benschoten elaborated on other energy conservation possibilities includ- ing the ceiling at Central Fire Station, replaceing fixed sash with operable win- dows (to reduce AC load) , separate water heaters at Central , and covering the sky- lights at No. 91s. John Clynes recommended that the Tyz-All System with 8-mil plastic be tried at No. 9's. COMMITTEE REPORTS: ncentives: arold Jones moved that the Miser-of-the-Month Award go to the Seneca Street Parking Ramp, motion seconded by Paulette Conroy. Motion carried. Doug Dylla commented on the meeting of the SWAT Team with Don Kinsella. Bob Snell is going to take a look at Hall of Justice, preferably with man from Johnson Con- trols. Bob Snell asked if the City selected motors with energy consumption in mind. John Clynes responded that maybe Energy Commission would like to have a look at our pro- posed wastewater plant plans. A future tour of the water plant was discussed. Harold Jones moved that Tyz-All be used on the No. 9's skylights, Motion seconded by Jeanne Fudala; carried unanimously, Doug Dylla asked John Clynes to invite Mayor-elect John Gutenberger to an early 1984 meeting.
