Randall Lacey, Jeanne Fudala, Nancy Potter, Lindy Elkins, and Council Liaison Elva Holman The meeting was called to order at 7:30 p.m. by Doug Dylla. CORRECTION/APPROVAL OF MINUTES: Page #2 - Street Lighting - Seneca Street Garage Lighting, paragraph 1, 3rd line, after "150" insert "watt" ; also, in last line, vote should be, "4 in favor of LPS and 1 in favor of fluorescent." Paragraph 3, 4th line, delete "has to be clarified because savings". Page #3 - Hydropower - end of 3rd line, "Honeywell" should be "Halliwell Associ- ates". New Business - 5th line, add after "City" , "particularly rental units." ; line 10, end sentence after "membership." and delete, "the primary role should move into private sector." Page #4 - New Business, 4th line, delete "move" ; 5th line, after "slowly" add, "but keep pressure on City work." At end of paragraph, add "Jeanne Fudala would like to continue working on City energy savings focusing on multi-family dwelling units." The minutes were approved as corrected. CORRESPONDENCE: None ANNOUCEMENTS: Jeanne Fudala announced Energy Housing Committee has planned May/June Seminar on conservation; there will be no Solar Day, but that there will be a Fall Energy Week. A sheeet was distributed announcing Cornell Housing Forum, June 13-17. COMMITTEE REPORTS: Target Applications D. R. Lacey reported that he toured Cass Park with John Doyle, Doug Dylla and Bill Szabo--their observations were: 1. That there is need for heat recovery from the ammonia refrigeration system. Savings could be accomplished with modifications to the system. 2. Blocking off upper portion of south side of rink would deal with sun melting ice and south wind blowing through rink. Mr. Lacey noted that the refrigeration system is almost ten years old and should be modified; proposals should be sought. Bill Szabo will be requested to investigate heat exchanger and wall and sun screen. Mr. Lacey stated that he thought a letter should be sent to Board of Public Works reminding the Board of work to be done previously suggested by Energy Commission. Carolyn Peterson asked about the status of asbestos problem at the Tin Can. Elva Holman answered that, "Nobody knows at this time." Incentives Nancy Potter reported on last month meeting and that the following topics-.were .dis- cussed: problems with guidelines, purpose of program, employee motivation/increasing awareness of energy use, recognition of those who decrease energy use in buildings, and publicity. It was thought that Bill Szabo would recommend 2 or 3 buildings Incentives (continued) have made considerable progress and that they could be recognized with the focus on one monthly energy saver. The first award, "Miser of the Month" was for the Green Street Parking Ramp, a $4,032 energy-cost reduction for 1982 went to Brooks- Barber-McGinness, the award to be posted in said building. The committee hopes that Bill Szabo is willing to help conduct workshops for groups of employees. The Boiler tester was discussed. Street Lighting, Seneca Street Parking Ramp Doug Dylla reported that the figures of Jack Brooks and Chuck Barber show the LPS to cost $1,000 more per year that the fluorescent lighting. The statement is dis- puted by Mr. Bury. The Energy Commission's recommendation for painting has been disregarded by BPW. Chuck Barber and Ernie Bury are to meet to reconcile the dif- ferences of the lighting costs and hopefully there can be a lighting change within a month. Gerard Messmer requested that he be notified when meeting was to take place. Hydropower Jeanne Fudal reported that the committee had not met since the last Energy Commis- sion meeting and that Common Council had approved contract studies. PASNY Carolyn Peterson reported on attending County Planning Board Meeting. It has been agreed to establish a paper agency; subcommittee is to come back with a resolution to be on November ballot. Task Force No report. OLD BUSINESS: Doug Dylla discussed the terms of office of Energy Commission members. Members present were polled as to who would like to continue and Mr. Dylla determined that the Commission would be looking for at least four new people. Energy Workbooks I and II were distributed. Refreshments were served and the Energy Commission discussed future directions, weatherization ordinance, multiple dwelling units, rental units, insulation pay- backs, interest rates and NYSEG loan programs for insulation, building code for rental units, and transportation - pooling/busing-TOM Tran. Doug Dylla announced next meeting to be held Thursday, April 21, 1983 and the agenda would include a report on gasoline metering system and that there would be a slide presentation on Superinsulation to which meeting Common Council would be invited. -- 2 -- CITY of ITHACA ENERGY COMMISSION 108 E. ITHACA, NY 14850 607-272-171a April 14, 1983 Mr. John Doyle, Recreation Supervisor Cass Park -- 701 Taughannock Boulevard Ithaca, New York 14850 Mr. Doyle: Members of the Ithaca City Energy Commission recently toured the Cass Park ice rink in search of energy saving opportunities. As a result of that inspection we request your department, or the City Engineer's office, evaluate three poten- tial modifications. 1. An excellent opportunity exists to recover heat from the refrigeration sys- tem. A heat exchanger could be inserted in the ammonia circuit between the com- pressor discharge and the evaporative dondensers. Domestic hot water, also piped to the heat exchangers, could be preheated. Such a system has been installed in Lynah Rink at Cornell and is proving to be extremely effective. I suggest a com- petent refrigeration design firm be contacted and proposals solicited. The Cornell installation was designed by Mollenberg-Betz, Rochester, New York, (716) 381-1240. 2. The additional refrigeration load caused by sun on the ice surface could be avoided by construction of a wall to enclose the southern end of the rink. Tempor- ary shades, such as canvas, could be considered, however, the appropriate solution may be to extend the block wall of the office to the top of the arch. Estimates for construction should be prepared. 3. Operation of street lights within the park should be analyzed. We understand they are owned by NYSEG and must operate all year. The possibility of reducing the use of these lamps should be investigated. These observations are the result of a fairly brief inspection - there are prob- ably other energy conserving modifications we have not mentioned. No cost/benefit analysis has been conducted on these changes. We anticipate such an analysis will be conducted by the City Engineering staff who will report back to this commission.
