HomeMy WebLinkAbout1983-06-15J June 15, 1983 u The Planning Board meeting was called to order at 8:09. Members pre - sent were Walt, Carol, Jim, Joel, and Ric. Other observers included Mr, French, Mr. Wiggins, Mr. Paul Hardesty and Mary Lou Hardesty, Frank Haskins and F am Clermont. Walter Wiggins asked for approval to build two units. The Health De- partnent has given approval. Mildredugave her approval. Walter showed copies of the blueprints of two units that he wants to build immediately as well as plans for two. new clusters to be built some time. in the, future. The blueprints show access roads, building units, parking and landscaping. The Planning Board gave tentative permission to start building with the following stipulations: 1. There should be no conflicts -with existing codes. 2. The Toxn $oard mhst'give final approval at .a public hearing. The Planning. Board also made the following recommendations for the fu- ture expansion of the building' sites, considering the multi -uses of the units, and the number of families living in close proximity to each other: i. The units are to be spaced at a reasonable distance,.from` each other with 'a minimum of fifteen Feet. 29 The access road be connected with easy access for fire trucks to drive in and out. This access road should be at least 20 feet wide or' dequate for fire- fi hting apparatus to function. 3. This access road should be accessable year - round. Jim made the motion to approve the present building. 'The motion was seconded by Carol; it was passed unanimously. Paul Hardesty wants to expand the Trailer Court`.to•100 'units. He would like to put in a car wash, a laundromat, and a market. He presented a sketch of these plans, drawn on legal paper. The Planning Board had a number of questions: 1. There is no record of a P.U.D. Frank said that all records had been destroyed. .2. No one had checked with the County Planning Board, Dick Thaler, the Health Department(2 72- 2314), f'.ary Oltz or the Tioga State Bank.;. Jim will do -so, Ric had serious objections.to the Town Board's granting F'aul a permit to build a barn.' Paul had come before the Town Board to ask for permission. They referred him to the Planning Board. Then the Town Board went on their own and granted him a building permit. Ric felt that it was improper /illegal to grant a building permit until the status of Paul's land was cleared up. 4 .2~ The .Board had. a number of questions about the legality of Floyd Hover's sale of land to Paul. Under existing codes, this should have come back to the Planning Board for approval. There was also the question of no present P.U.D. available for any of the land or structures. Due to this confusing matter and the question involving the legality of the trailer that Paul presently lives in, Ric felt that it was not proper for the Town.Board to issue a building permit until these ,problems could be straightened o.ut(refer to 604 and 708.1 and 2).' Pam will. write up a list of things that Paul will need to do in order to get this straightened out A copy will be given to the Planning Board. There is. a. need for a new set of P.U.D. for existing units in the park. Also needed is a separate set of P.U.D. for the proposed expansion. The Planning Board recommended to the Town Board that any discussion of a P..U.D. for Paul be postponed until a future date. Meeting adjourned at 10:44. r
