APPOINTMENT OF ACTING CHAIR Commissioner Abrams made a motion to appoint Commissioner Thompson as Acting Chair of the meeting. Seconded by Commissioner Thompson. Motion carried 2-0. APPROVAL OF MINUTES Commissioner Abrams made a motion to approve the minutes of the June 6, 2018 meeting. Seconded by Commissioner Thompson. Motion carried 2-0. NEW BUSINESS New Position Duties Statement: DPW – Senior Wastewater Treatment Plant Operator (2 positions) The Commission reviewed and discussed a New Position Duties Statement from the Department of Public Works for two new positions at the Ithaca Area Wastewater Treatment Facility. Commissioner Abrams made a motion to classify both positions as Senior Wastewater Treatment Plant Operators. Seconded by Commissioner Thompson. Motion carried 2-0. Amendment of Special Requirements – Senior Wastewater Treatment Plant Operator At their meeting on February 28, 2018, the Civil Service Commission added a NYS Class D driver license requirement to the Senior Wastewater Treatment Plant Operator job description. Upon further reflection as to how these positions will be used, the Chief Wastewater Treatment Plant Operator would prefer to have flexibility in this requirement, with the ability to enforce a driver license requirement for assignments that require the operation of a City vehicle, without requiring a driver license for assignments that don’t require the operation of a City vehicle. After discussion, Commissioner Abrams made a motion to amend the driver license requirement for Senior Wastewater Treatment Plant Operator to read as follows: “Possession of a valid driver license appropriate to the vehicles or equipment operated. Said license must be maintained for the duration of employment.” Seconded by Commissioner Thompson. Motion carried 2-0. Civil Service Commission August 8, 2018 Page 2 Change in Title: Junior Transportation Engineer to Assistant Transportation Engineer The Commission reviewed and discussed a request from Director of Engineering Services Tim Logue to change the title of Junior Transportation Engineer to Assistant Transportation Engineer, to better reflect the level of the position in the Engineering Office. The position’s duties and responsibilities are comparable to that of an Assistant Civil Engineer, not a Junior Engineer. The title change does not impact the overall scope or nature of the position. Commissioner Thompson made a motion to change the title of Junior Transportation Engineer to Assistant Transportation Engineer. Seconded by Commissioner Abrams. Motion carried 2-0. New Position Duties Statement: Ithaca City School District – Senior Typist The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District. Commissioner Abrams made a motion to classify the position as Senior Typist. Seconded by Commissioner Thompson. Motion carried 2-0. New Position Duties Statement: Ithaca City School District – School Bus Dispatcher The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District. Commissioner Thompson made a motion to classify the position as School Bus Dispatcher. Seconded by Commissioner Abrams. Motion carried 2-0. Update of Special Requirement: Building Inspector, Code Inspector, Director of Code Enforcement, Electrical Inspector, Housing Code Supervisor, Housing Inspector, Plumbing Inspector, Senior Code Inspector, Senior Plan Examiner New York State recently amended the Official Compilation of Codes, Rules and Regulations of New York State (NYCRR) regarding certification requirements for code enforcement officials. Commissioner Abrams made a motion to update the certification citation in the special requirements for Building Inspector, Code Inspector, Director of Code Enforcement, Electrical Inspector, Housing Code Supervisor, Housing Inspector, Plumbing Inspector, Senior Code Inspector, and Senior Plan Examiner to read as follows: “Candidates must obtain certification as a Code Enforcement Official from the New York State Department of State, as required by Title 19, Part 1208 of the Official Compilation of Codes, Rules and Regulations of the State of New York (NYCRR), within eighteen months of permanent appointment, and must maintain said certification for the duration of employment.” Seconded by Commissioner Thompson. Motion carried 2-0. EXECUTIVE SESSION Commissioner Thompson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Abrams. Motion carried 2-0. During executive session, the Commission took the following actions: Civil Service Commission August 8, 2018 Page 3 CONTINUING BUSINESS Establishment of Eligible Lists Commissioner Thompson made a motion to establish the eligible lists specified below for the time period indicated. Seconded by Commissioner Abrams. Motion carried 2-0. Administrative Assistant #79-229 (1 year) Firefighter #61-148 (1 year) Historic Preservation Planner #66-591 (1 year) Recreation Program Coordinator #77-755 (1 year) Extension of Eligible List Commissioner Abrams made a motion to extend Stock Room Clerk Eligible List #69-489 for two months (until November 6, 2018), to provide candidates for a current vacancy. Seconded by Commissioner Thompson. Motion carried 2-0. Addition of Candidates to Continuous Recruitment Eligible Lists Commissioner Thompson made a motion to add candidates to the continuous recruitment eligible lists. Seconded by Commissioner Abrams. Motion carried 2-0. Approval of Personnel Transactions Commissioner Abrams made a motion to approve the Personnel Transactions. Seconded by Commissioner Thompson. Motion carried 2-0. The next Civil Service Commission meeting will be held Wednesday, September 12, 2018 at 11:30 am. With no further business, the meeting was adjourned at 12:45 pm.
