MINUTES OF TWON BOARD MEETING HELD SUTEIBF.,R 5, 1978, AT 7:30 P.M.

Mr. Walpole moved to accept minutes of August 7 and 1.1 meetings as
mailed., Seconded by Mr.. Rankin. Ayes - Sovocool, Rankin, Walpole,
VanBenschoten, Robinson.
Claims #198 to #215 of 'the Highway Department and #213 to #225 of the
General Fund, were presented for audit. Mr. Rankin Moved that the bills
be paid and the Clerk instructed to draw warrant for them. Seconded by
Mr. VanBenschoten. Ayes - Sovocool, Ranking Walpole, VanBenschoten,
Robinson
Town Clerk's monthly report was reviewed.
Robert Brown, Zoning Officer, read his monthly report of activities and
several cases were discussed. Namely, John Anderson i
m s operating Junkyard
with no license. He sent check in June with no application. Application
form was mailed and several letters from Zoning Officer. Still has not
complied. Board felt action should 'be taken. Mr. Sovocool moved that
Zoning Officer be instructed to file criminal charges against John Anderson
for violation of the Junkyard Ordinance and the Town Attorney is instructed
to file Civil Action to prohibit John Anderson from having a junkyard.

Charles Volbrecht is also manufacturing cars; i.e., assemblying bodies
on chassis which is not legal according to new zoning. He was aware
that he could not operate this type of business. He applied for permit
after repair shop meetings and hearings were in progress.

Discussed. using pressure treated lumber for foundations. Zoning states
structure must be placed. on a. solid foundation of cement, concrete blocks,
etc. May have to make amendment to Zoning Ordinance to include any
other permanent foundation that is acceptable to FHA. Could be done
now with variance hearing for mobile homes and homes on acceptable
foundation.
AT 8:00 P.M. the Highway Employees (Parker, Cargill, Holl, Marks & Wheeler)
were present to present their request for 1979 which is: three (3) weeks
vacation after ten (10) years service; one (1) sick day per month; and 400
pex hour increase in wages. According to spokesmand Judson Holl, this would.
bring the Motor Equipment Operators in line with other towns.
Mr. Walpole moved to recess board meeting for executive session (Board
Members only).
Board meeting reconvened.
Supervisor Robinson stated the board was taking Highway employees request
and going to work over and have a meeting at a later date after they look
at the budget.
Mr. Walpole moved to appoint Colleen Pierson, Town Clerk, as issuing agent
of Handicapped Parking Permits for the Town-of Groton.

RESOLVED, to adopt guidalines as promulgated by the State of New York,
Moved by Mr. Rankin, seconded by Mr. Walpole, that the Town accept SyTaicuse
Supply Companies bid. for a 1978 Used 93G Oat Loader for the sun of $52,500.00
less trade in allowance on Cat 1Z Motor Gx'adex and Hough Wheel Loader in the
amount of $9,511.00 for a total net bid of $42,989.00, Tn payment, 174944
shall be paid on signing of contract and $21,494.50 shall be paid in 190 days.

Discussed reneging 1979 Youth Recreation and Youth Services Projects that
must be submitted by October 15, 1978. Tabled until October meeting after
board looks at budget.

Mr. Walpole moved for approval of Leland Cornelius, Highway Superintendent,
to attend annual Conference of the R.Y.S. Association of Town Superintend.erfts

Supervisor Robinson suggested letter be writ to repair whop owners regarding
new amendment and ho-vi they must comply, with letter coming from Inning Officer.
Mr. Rankin felt that notice was not necessary- -their tough luck if they don't
read it in the papear-- theyTll fi=nd out when we draw their into count.
Dlscussed niiclear waste deposits in our area. Cour7ty Planning Board and
Board of Representatives would like a. xesolution indicating our feelings.

discussed. Board decided to set a Special Meeting on September 11 at 7*DO P.M.

Mr. Tam Bowerman, Director of the Groton Child Development Center rera.s present
to request $1500.00 donation for the center for 1979. This is an increase of

Supervisor Robinson indicated executive discussion was that letter and Tuley
are to be sent to repair Ehops. Consensus was that the Zoning Officer should
send letter to the repair` shops indicating that he is enclosing a copy of the

Building at Tompkins County Airport should be completed. by October 15 and
other renovations should be done in October.
Attorney Bucko mentioned, suit against Tom Payne, Director of Assessment,
Town of Groton, that was deleivered. to Town Clerk from Buckeye Pipe Company.
It is against the County since they are the assessors.

GUIDELINES FOR HANDICAPPED PARKING PERMITS
Definitions:
1. handicapped_ Person. For the pu:rq)ose of Section 1203 -a of the
Vehicle and Traffic Law (Chapter 838 of
the Laws of 1977), "handicapped person"
shall meaji any person who has any one
or more of the following impairments,
disabilities or conditions which are
permanent in nature:
(a) has limited or no use of one or both
lower limbs;
(b) has a neuro- muscular dysfunction which
severely limits mobility;
(c) has a pulmonary or cardio- vascular
condition which limits mobility or
severely limits the individual's
activities in the open aix;
(d) a person whose physical or mental
impairment or condition is other than
those specified above, but is of such
nature as to impose unusual hardships
in utilization of public 'transportation
facilities and such condition is certified
'by a physician duly licensed. to practice
medicine in this State as constituting
an equal degree of disabilit (specify-
ing the particular condition so as to
prevent such person from getting around
without great difficulty;
(e) a child with any one or more of the
impairments or conditions listed above.
Conditions of Application:
1. Suspension, revocation and refusal to issue or renew any Permit if the
Issuing Agent determines that any applicant or parent or guardian of any
applicant:
(i) has made a material false statement in the Application;
(ii) has used or permitted the use of the Permit contrary to conditions
set forth in the Permit; or
(iii) failed to comply with or observe any of the conditions of the
Application and/or the Permit.
2. The applicant or parent or guardian of such applicant shall notify the
Issuing Agent of any change of address or disability within ten (10) days
after such change, and. the Issuing Agent shall cancel such Permit upon
failure to give such notice.
3. Upon denial of an Application for a 'Permit or upon a suspension or
revocation of a Permit, the Issuing Agent shall grant a hearing to an
applicant therefor within ten (10) days after written request is received
for such hearing. The applicant may be heard, in person or by coneel. The
hearing on said objections or charges shall be at such time and place as
the Issuing Agent may designate. Notice requesting such hearing must be
filed with the Issuing Agent no later than thirty (30) days following
notification of disapproval, termination or suspension.

should be briefed on new law and importance of acQuracy. Also Z. ]D. badge
should be worn by him.
Supervisox Robinson indicated she had spoken with Frank Uquori regarding
L'4VRR. He suggested we write let }ex possibly jointly with village to
Mr. Robert Uald.e Flan of the LVRR indicating our interest and asking for
descriptions of property, deed restrictions, etc. Supervisor Robinson will
check with village and send. letter.
Dates - Discussed new law and fees:of $4.00 for neutered males and spayed
females and $9.00 for unneutered males and .urispayed females that the town
could impose this yeas. Fees have to be used for Dog Control O,fficex whose
duties would be handling c:hmge of ownership, not licensing dog, harboxing
at PGAk etc. After much discussion on what the law actua lly zL at 'this

AgY: iculture and Markets to find out before we can ;proceed.. Discussed
Criminal Penalties or Civil Penalties of $2.5.00 for not liceriz ng dog.
Leash Law would stay as it is now.
Attorney Bucko explained procedure for permits for repair shops: 1) applicant
