HomeMy WebLinkAbout1983-03-14• TOWN OF DANBY TOWN BOARD MEETING MINUTES MARCH 14, 1983 The regular meeting of the Danby Town Board was called to order at 8 :O1 PM at the Danby Town Hall, 1830 Danby Road, Town of Danby, County of Tompkins, and State of New York on March 14, 1983. Board Members present: Councilperson Mary Oltz Councilperson Dorothy Roberts Councilperson Sylvia Hiney Councilman Ted Merritt Supervisor I4lildred Miller Others present: Ed Slights, Ed Roberts, Roy Hornbrook, Roger Hile, Lorraine Bard, Florence Starr, Pamela Clermont, The Minutes of the February 14 and February 17 (Special Meeting) were approved as presented. Motion made by Councilperson Dorothy Roberts and seconded by Councilman Ted Merritt and carried by a vote of five ayes and no noes. Communications: Letter read from Eva Mae Musgrave asking for Board approval to use Danby Town hall on April 4th at 7:00 PM. Purpose of meeting is to institute a study of the needs of youth in Danby. Letter read from Ithaca City School District, Helen Ford, Adminis- trator of School Elections regarding using Town Hall for their School Elections May 3rd. Letter read from Town of Big Flats. Have volunteered to sponsor an Advanced School of Instruction to be held in May or June for three days depending on number interested. Privilege of the floor: County Board of Representatives, Florence Starr reported Public Safety Committee will not constitute a 24 hour dog quarantine upon recommendation of Department of Environmental Conservation. At their March meeting the county representatives will propose a resolution on Summer Youth Programs. Matching funds is the basis for jobs for youth this summer. Funds are pro -rated and shared by municipalities on population. Looking for persons of any age to serve on County Office for the Aging. They meet monthly. Roy Hornbrook introduced Roger Hile as new highway superintendent, for Danby, upon his resignation effective March 6, 1983. Mr. Hile will fill the unexpired term until December 31. 19830 New Business: Supervisor Miller reported she has received correspondence from • the Postal Service regarding relocation of the West Danby Post Office. Councilman Ted Merritt mentioned he would like to see the post office relocated in Danby. Supervisor Miller received a letter from the Southern Tier Regional Planning & Development Board stating U.S. Postal Service is seek- ing alternate quarters for the !Jest Danby Post Office. The facil- ity should contain approximately 616 square feet and proper park- ing area. The preferred location is within the general area of present postal facility. Councilman Ted Merritt will contact Postal officials for further information. Eva Mae Musgrave was given permission to use Danby Town Hall, April 4, 1983 at 7 :00 PM for discussion of needs of Youth. Per- mission approved by entire board. Town Board Meeting Minutes - March 14, 1983 Page 2 Supervisor Miller mentioned that Town of Ulysses is planning to put on their ballot this fall extending terms of office of some town officers. She mentioned a town needs to make such resolu- tion 150 days prior to election day if we should do the same. The board felt this should_ be looked into further. Supervisor Miller reported that Ed Roberts cannot be titled as a caretaker for the Town Hall; he has to be a cleaner in order to be approved by County Personnel. A resolution is needed to create new title for the position of Cleaner. RESOLUTION x;`13 TOWN OF DANBY CREATE THE POSITION OF CLEANER AT DANBY TOWN HALL Motion made by Councilperson Mary Oltz and seconded by Council- person Sylvia Hiney and carried by the affirmative vote of five ayes and no noes. • Committee Reports: Highway: Roger Hile reported the men have been servicing the equip- ment. Cutting of brush on VanBuskirk Gulf Road, Tupper Road, Bruce Hill Road, E. Puller Road. Installed driveway pipes at two residences. Insurance: Coucnilperson Oltz reported that George Armstrong, who is filling in for Roy Casterline while away on vacation is not covered by workmans compensation unless he is on the payroll. Councilperson Oltz also presented Fire District Annual Report. She also mentioned at last Community Council meeting discussion was had on looking for more programs to support. The community council would like individuals to come to meetings when they are requesting support for a program instead of calling the treasurer for their needs. She also commented on the fact that the Danby Area News equipment is not covered thru the Town's insurance. Dog Warden; Lorraine Bard requested to the board she needs an answering machine. She checked into prices and could buy a basic answering machine for $199 or one with a beeper, where she could dial her phone from her location and receive the messages, this one priced for ¢,$299. General discussion followed on prices for these machines. Councilperson Mary Oltz and Councilperson Dorothy Roberts agreed more research into prices for the machine should be investigated. Councilman Ted Merritt made the motion that Dog Warden be allowed to purchase an answering machine, Councilperson Sylvia Hiney sec- onded tle motion. Supervisor Miller would investigate prices be- fore buying answering machine. Carried b7T a vote of three ayes Ll and two noes. Councilperson's Mary Oltz and Dorothy Roberts voted against purchasing the machine without checking further into its price and use. Lorraine also mentioned she had adopted out 10 dogs. General discussion followed on the State Fire and Building codes. Town Attorney Clermont mentioned that after January of 84 we have • to pass a local law (each dear) that we are not going to do it. Pam will pursue the matter and draw up what needs to be done. Roger Hile reported a young motorcyclist is driving his cycle near the highway equipment and wants to know what will happen if he should collide with the equipment and gets hurt. Supervisor Miller will check with insurance company to see if there is cov- erage for this situation should it arise, Councilman Ted Merritt mentioned the board was going; to have a feasibility study done on the town buildings and questioned what is being done. He felt the heating bills for Town Hall were very high. One 2 -month billing (January /February) came to $1664.00 and in the long run town will be spending approximately $61000- $89000 for heating /lighting for Town Hall. He felt we should reconsider purchasing Danbv School, Supervisor Biller mentioned town can make some plans as soon as • U • Town Board Meeting Minutes - March 14, 1983 Page 3 decision is made on relocation of West Danbv Post Office. Supervisor Miller reported she attended Social Trends and Outlook Conference held at Holiday Inn February 23 and 24the in Ithaca. The theme was Fiscal Austerity in Local Government. Some discuss- ion was on recycling of road materials. Recycling of road mater ials would cost $140,000 per mile if properly used with. a cement mixture. A new road today would cost approximately x;650,000 per mile (State H ghways). If roads are maintained (topped and paved routinely) then the cost is $67,000 per mile. Warrants General Fund #3 in the amount of 51,6689.97 was approved to be paid. Motion made by Councilperson Dorothy Roberts and seconded by Councilperson Mary Oltz and carried by a vote of five ayes and no noes. Motion made by Supervisor Mildred Miller and secon- ded by Councilperson Sylvia Hiney and carried by a vote of five ayes and no noes. Councilperson Dorothy Roberts made the motion to accept the Super- visor's reports as presented and seconded by Councilman Ted Merritt and carried by a vote of five ayes and no noes. At 9:20 PM Councilperson Sylvia Hiney made the motion for the meet- ing to adjourn seconded by Councilperson Dorothy Roberts and carried by a vote of five ayes and no noes.
