RESOLVED, That the minutes of the September 24, 2018 Mobility, Accessibility, and Transportation
Commission meeting be approved as published.

Statements from the Public:
No one appeared to address the Commission.
Commission Response:
Commissioner Roberts reported that there has been an active discussion on Facebook regarding the
relocation of the intercity buses. He has encouraged people to attend a MATC meeting to express their
concerns.
Chair Lerner noted that the Tompkins County Public Library may have concerns as well.
Commissioner Brylinski arrived at the meeting at 6:06 pm.
Commissioner Barden arrived at the meeting at 6:10 pm.
Common Council Liaison Report:
Common Council Liaison McGonigal commented that Green Street is not an ideal location for the
intercity buses; however, decisions had to be made when the Tompkins Trust Company decided
to close the bus station building.
He further reported on concerns related to the West State / MLK St Corridor Enhancement
Project including curb cuts at the Pirro triangle lot and in front of Trombley Tire.
Council Liaison McGonigal announced that Common Council will be considering a new sidewalk
on South Aurora Street from Hillview Place to the City line.
Discussion followed on the floor regarding possible alternative locations for the intercity buses
and the opportunities and challenges each presents.
Chair Lerner referenced an e-mail he received from TCAT and noted that he will meet with Mr.
Yarrow to find a way to include TCAT in future discussions.

Recruitment for Commission Vacancy:
Commissioner Brylinsky reported that she and Commissioner Chang had reviewed the
applications the city has on file for the MAT Commission. She noted that there were a few
interesting applications; however, many of the interests highlighted are already represented on
the Commission. They believe that it would be in the Commission’s best interest to open the
search for a new candidate who may offer another level of diversity to the group.
Discussion followed on the floor regarding the City’s appointment process, the applicants who
have expressed interest in serving on the Commission, the desire for neighborhood
representation, and the need to establish a process to consider future vacancies, both mid-term
and full-term.
Chair Lerner agreed to bring this discussion to the next Chairs meeting to see if a standard
process could be developed for the Commissions. He suggested that a next step could be the
creation of a single page summary that would explain the Commission’s charge.
Bicycles- Pedestrians:
Lime E-Scooters
Commissioner Powers reported that Lime Operations Manager, Jeff Goodmark, attended the last
Planning and Economic Development Commission meeting to seek permission to run a pilot
program for e-scooters. Much of the discussion at the meeting focused on Lime bikes instead.
Lime has agreed to delay the e-scooter pilot program until spring.
Discussion followed on the floor regarding the Commission’s role in this initiative and whether the
City should be collecting fees for this service. Chair Lerner and Commissioners Barden and
Powers agreed to discuss this issue further.
ADA Issues:
ADA Training
The ADA training will take place on November 15, 2018 at 6:30 pm in Common Council
Chambers.
ADA Self-Assessment
There is no update at this time.
ADA Coordinator
A new meeting date to discuss this issue has not been set.
DPW Parking Analysis
Commissioner Parkes reported that he had a discussion with Parking Director Mesmer who is currently
working with the City’s GIS Team to build a revenue inventory model. Options to hire a consultant for
this work are being explored along with software tools that are compatible with the City’s parking
equipment. Commissioner Parkes and Lyzcko noted that they would like to be involved in the
development of the Parking Plan at the planning level and will set up a meeting with Planning
Department staff to discuss this further.
Discussion followed regarding the recent Southside Community Center neighborhood plan meeting and
the importance of linking the Parking Plan to the Comprehensive Plan and future Neighborhood Plans.

The Big Picture
Fernando de Aragon, Executive Director, Ithaca-Tompkins County Transportation Council (ITCTC) led a
presentation that focused on the following:
The ITCTC structure and transportation planning
The role of transportation
Transportation and social justice
Trips analysis
The costs of transportation: environmental, financial, safety
MaaS-Transportation options
Crash factors
On-going transportation efforts
Transportation challenges
Current and future projects
A question and answer session followed about transportation options for low income people who need to
get to medical appointments outside of the City and County; the ability to reduce vehicle trips by
encouraging students to ride school buses; the need for additional railroad crossings; the impact that the
City’s geography has on alternative transportation modes; and the challenge of providing additional
bicycle-friendly infrastructure.
Summary & Closing:
The next meeting of the MAT Commission is Monday, November 26, 2018 at 6:00 p.m. The ADA
training will be held on November 15, 2018 at 6:30 pm in Common Council Chambers.
