TOWN BOARD MEETING MINUTES
FEBRUARY 14, 1983
The regular meeting of the Danby Town Board was called to order at
8 :00 PM at the Danby Town Hall, 1830 Danby Road, Town of Danby,
Countv of Tompkins, and State of New York on February 14, 1983.
Board Members present: Councilperson Ted Merritt

Others present: Ind Roberts (Bald Hill Rd.), Florence Starr, Ida
Hulbert, Frank Haskins, Paul Smith, Milton Todd, Roy Hornbrook, Roy
and Mary Casterline, Lorraine Bard, Pamela Clermont, Rickie Sorenson,
Eva and Frank Musgrave.
Communications:
Letter
from
Danby Community Council was read, thanking Town
Board
for use
of Town
Hall for their Annual
Christmas Party held
in December.
Letter from Tompkins Community Hospital thanking Town Board for nam-
ing a person to represent our organization on the hospital corporation.
Hospital Board also asking Board to submit a name of a consenting
individual for consideration as a candidate for Hospital's Board of
Directors.
Letter from Association of Towns regarding confirmation of Town's
check for 1983 annual dues. A thank you for support of their many
year round programs. This year marks the 50th year of service to the
towns of New York State.
Bulletin read from Senior Citizens regarding benefits available to
Senior Citizens. Benefits they are offering are: Home Energy Assis-
tance Program. New York State Real Property tax credit. 50% Real
Property Tax Exemption.
Annual reports of Justice Paul Smith and Justice Milton Todd were
presented and read.

Councilperson

made the motion to accept
the minutes
as corrected and
seconded by

a vote of five
ayes and no noes.
Privilege of the floor:
Board of Representatives, Florence Starr reported Town will be gett-
ing a letter from the County Board of Representatives regarding Economic
Opportunity Corporation. Board of Reps felt half of the board of Dir-
ectors should be made up of elected officials.
• Dog Control Officer, Lorraine Bard questioned if Danby Community
could provide funds to help a local needy family in a fire loss.
Justice Paul Smith asked for board approval to attend Magistrates
meeting to be held in July.
Ed Roberts mentioned he would like area-community groups to let him
know when they will not be using town hall. He also questioned if
a letter from Town Board might help the persons interested in put-
ting an adult day care facility in the Danby School, by showing; town
support for this facility.

Rickie Sorenson on West Miller Road voiced concern over the trailer
(owned by Awad) across from her property has not been boarded up.

Town Attorney, Pamela Clermont reported she
had received
a letter
from Jim Henion's
attorney regarding his request
for putting
in
an airstrip on his
property on Layen Road.
Their attorney
is re-
questing a Resolution
from the town board
requesting the
Department
of Transportation
make a determination as
to whether or
not the
establishment of a
privately owned airport
complies with
his stand-
ards.
RESOLUTION #12 REQUEST THE COMMISSIONER OF TRANS-
PORTATION TO MAKE A DETERMINATION AS
TO WHETHER OR NOT THE ESTABLISHMENT
• OR IMPROVEMENT OF SUCH PRIVATELY
OWNED AIRPORT COMPLIES WITH HIS
STANDARDS ADOPTED TO SECTION 249 OF
THE GENERAL BUSINESS LAW.
Motion made by Councilperson Sylvia Hiney and seconded by Council-
person Mary Oltz and carried by the affirmative vote of five ayes
and no noes.
Councilperson Mary Oltz made the motion to allow Justice Paul Smith
to attend the Magistrates meeting to be held in July, motion sec-
onded by Councilperson Dorothy Roberts, and carried by a vote of
five ayes and no noes.
Roy Casterline reported he will be on vacation for two weeks in
March and George Armstrong will be handling water affairs in West
Danby. Roy questioned if Mr. Armstrong is covered for any injury.
This matter will be looked into by Councilperson Mary Oltz.
Councilperson Dorothy Roberts reported for .Senior Citizens. New
Officers for 1983 are: Gertrude Laird, President; Charlotte Hautala,
Vice - President; Fred Thayer, Treasurer; Rhoda Larson, Secretary,
The Senior Citizens appreciated use of the town hall for their
games, but have been meeting in homes due to small attendance.
Supervisor Miller asked Councilperson Mary Oltz if she could get
a report from fire district.
Supervisor Mildred Miller reported all Chips money has to be used
this year, which. includes what has been rolled over and what is
received this year.
Dog Control Officer, Lorraine Bard, reported SPCA will have noth-
ing to do with Danby as far as picking up lost dogs. They will
• advertise lost dogs. They will not take puppies from our area.
Lorraine said she will advertise when needed to adopt out dogs.
So far, she had adopted out 4 dogs and has turned over $30.00 to
the Town Clerk. She is also putting together a fact sheet for dog
• owners.
Supervisor Miller would like permission to attend a workshop spon-
sored by Cooperative Extension for municipal officials to be held
February 23 and 240 Councilperson Ted Merritt made the motion and
seconded by Councilperson Mary Oltz that Supervisor attend this
workshop. Carried by a vote of five ayes and no noes.
Supervisor Miller questioned Pamela Clermont if we hadn't already
adopted the State Building Codes. This needs to be done prior to
1985. Mrs. Clermont will check into this.

Warrants:
General Fund Warrant #2 in the amount of $3,351.11 was approved to
be paid. Motion made by Councilperson Dorothy Roberts and seconded
by Councilperson Mary Oltz and carried by a vote of five ayes and
no noes.
Highway Fund Warrant f2 in the amount of $9,267.04 was approved to
be paid. Motion made by Councilperson Sylvia Hiney and seconded by
Councilperson Dorothy Roberts and carried by a vote of five ayes
and no noes.
West Danby Water District ;/2 in the amount of $659.59 was approved
to be paid, Motion made by Councilman Ted Merritt and seconded by
• Councilperson Mary Oltz and carried by a vote of five ayes and no
noes.

Eva Mae Musgrave spoke to Board regarding what Human Services has
done for the ,year. On February 28 Human Services Coalition will
sponsor a Youth Job Forum. This is for teens inquiring about em-
ployment. Mrs. Musgrave would like to get a group of people togeth-
er in Danby to discuss needs of youth. She hopes to have a meet-
ing in March. Mrs. Musgrave reported she has been appointed by
Govenor as advisor to Youth for State.
Councilperson Mary Oltz made the motion to adjourn the
90e00 PM and seconded by Councilperson Dorothy Roberts
by a vote of five ayes and no noes.
