ORening Comments: This B & A Meeting followed the Council ' s budget meeting, and it was noted that the members of the B & A Committee gave the power to act on items to Chairperson Booth. Chairperson Booth stated that formal votes will not be taken, but if he deemed it necessary, items will be sent forward to Council. 2 . Finance/Chamberlain A. Request to Approve Tax Sale Redemption Extension City Chamberlain Parsons discussed a request to extend the tax sale redemption period on a city property at 302 Hancock Street. Parsons recommended that the request be approved. After a brief discussion regarding the property, Chairperson Booth stated that he would send the following motion forward to Council: WHEREAS, the property owner at 302 Hancock Street has requested an extension of time for property redemption from the 1992 City Tax Sale for the property at 302 Hancock Street, and WHEREAS, the Budget and Administration Committee has reviewed the request and recommends approval of the extension; now, therefore, be it RESOLVED, That the existing owner be permitted to redeem the property at 302 Hancock Street, up to January 22, 1996, for 1 i r BUDGET & ADMINISTRATION COMMITTEE MEETING DATE the total lien amount outstanding, plus additional interest, penalty and related costs through the date of the redemption. B. Request Deletion of Exempt Property from 1995 City Tax Roll City Chamberlain Parsons presented a request to delete ten properties from the 1995 Tax Roll. Parson explained that the state purchased these properties as part of the octopus project and under Real Property Tax Law, the properties are exempt from taxes. Parsons explained that the taxes on only those properties acquired after January 1, 1995 remain unpaid. The amount of tax unpaid and to be deleted will be $8,800. After a brief discussion, Chairperson Booth stated he would send the following motion forward to Council: WHEREAS, the following properties were acquired by New York State in late 1994 for the octopus project: 701 W. Buffalo Street 59 .-8-1 700 Cascadilla Street 43.-2-9 . 1 723 Cascadilla Street 52 .-3-.52 738 Cascadilla Street 43 .-2-7 .2 Hancock Street 43.-2-9 .2 610 N. Meadow Street 43.-2-8 799 W. State Street 73.-5-3 and WHEREAS, Section 404 of the Real Property Tax Law provides for tax exempt status on the date of acquisition for property required for highway purposes; now, therefore, be it RESOLVED, That the City Chamberlain is authorized and directed to make the appropriate changes to the tax rolls . 3. Finance/Controller A. Request to Approve Ithaca Housing Authority Salaries City Controller Cafferillo explained that the City is required, on an annual basis, to compare the Ithaca Housing Authority salaries with those of similar City employees . B. Request to Approve 1994 City Annual Financial Report Deputy Controller Thayer stated that the City' s 1994 Annual Financial Report is completed, and Council annually approves the report. He explained that he has previously given the report to the other members of the B & A Committee. Chairperson Booth stated that he would send the following motion forward to Council: RESOLVED, That the 1994 Annual Financial Report prepared by the Finance Department be approved as presented. 4 . DPW - Request to Amend Capital Project #403J IAWWTP Capacity Upgrade Project Supt. of Public Works Gray presented a request to amend the Ithaca Area Wastewater Capital Project to upgrade the facility by an amount not to exceed $9, 800 . Gray explained that this project was approved in the amount of $54, 800 back in September, 1995 . He stated it has been amended twice already. He explained that the entire upgrade project will be approximately $450, 000, but the project currently has only been approved for engineering services, and the entire authorization will not be made until a 5 BUDGET & ADMINISTRATION COMMITTEE MEETING DATE solid number is established. Gray explained that this amendment represented additional engineering services in the amount of $9,800 which included: Dye & Stress testing $6, 300 On-site pump installation work 700 Prepare drawings 2, 800 After a brief discussion, Chairperson Booth stated he would send the following motion forward to Council: WHEREAS, by vote of Common Council at its April 5, 1995 and September 6, 1995 Common Council meetings, the City' s share of funding for increasing the IAWWTP treatment capacity and selection of Stearns and Wheler for the related engineering services was approved in the amount of $54, 800, and WHEREAS, the Special Joint Sewer Committee, at its regular meeting on October 17, 1995, voted unanimously to recommend to the Board of Public Works and to Common Council Amendment No. 2 to the contract for additional services as follows : 1. Assist owner in completing dye testing and stress testing as required by the NYSDEC. Anticipated cost $6, 300. 2 . Provide an Engineer' s Representative on-site for one ( 1) day during required bypassing of the wastewater treatment plant associated with installation of a new raw wastewater pump. Anticipated cost $700. 3. Prepare a set of reproducible record prints of drawings showing those changes made during the construction process . Anticipated cost $2, 800; now, therefore, be it RESOLVED, That Capital Project #403J IAWWTP Capacity Upgrade Project be amended by an amount not to exceed $9, 800, giving a total project cost of $64, 600, for purposes of funding said additional engineering services, and be it further RESOLVED, That funds for said amendment shall be derived from the IAWWTP Capital Reserve J-1 and allocated among the City of Ithaca, Town of Ithaca, and the Town of Dryden as per the existing capital cost allocation agreement. 5 . Committee to Proceed into Executive Session 6 BUDGET & ADMINISTRATION COMMITTEE MEETING DATE Chairperson Booth stated that he would proceed into executive session to discuss a DPW personnel item, and possible land acquisition and sale of land items . 6. Report from Executive Session Chairperson Booth reported that he discussed a personnel item with the Supt. of Public Works, and a resolution will be forwarded to Council to be voted on in executive session at the next council meeting. Chairperson Booth also reported that he discussed a sale of land item and a purchase of land item with the City Attorney and a resolution on both items will be forwarded to Council to be voted on in executive session at the next council meeting. No further business was done, and the meeting adjourned at 12:55 A.M. NOTE: In many cases the actual texts of the resolutions presented in these minutes were prepared following the Committee' s deliberations and decisions on the matters involved. The resolutions presented here are in complete accord with decisions made by the Committee. 7
