Walpole, Town Justice Gordon C. VanBenschoten, Councilman Eliard, L. Sovocool, Councilman Verl Rankin, Jr., Councilman Benjamin J. Bucko, Totem Attorney Also present were: Leland Cornelius, Robert Brown, L. Kenneth 'flood, Bill Beck, Linda Bonavia, Bill Leaver, Frank Satterly, Hank Bush, Robert & Laura Haughn, Mary Evelyn Dempsey, Fancy McGuerty, Mr. Walpole moved to accept minutes of May 1 and May 8 meetings as mailed. Seconded by Mr. VanBenschoten. Ayes - Walpole, VanBenschoten, Robinson Claims #104 to #136 of the Highway Department and #127 to #156 of the General Fund were presented for audit. Mr. Walpole moved that the bills be paid. and the Clerk instructed to draw warrant for them. Seconded by Mr. Sovocool. Ayes - Walpole, VanBenschoten, Sovocool, Rankin, Robinson. Monthly report from Zoning Officer was reviewed. Mr. Brorm indicated that letters were sent out and some people axe cleaning up, Will check on again and report back to the Board and. if not in compliance, Board will authorize Attorney to institute criminal or civil action. Supervisor Robinson reported that Planning Board Chairman asked for resolution from the Board to look into major master plan of the Town of Groton and update and also look for possible commercial areas working with County Planning Board. Mr. Rankin moved that the Planning Board, proceed on the above, seconded by Mr. Walpole. Ayes - Walpole, VanBenschoten, Sovocool, Rankin, Robinson. Mr. L. Kenneth Wood had no report from Environmental Management Council, Mr. Cliff Monagan was unable to attend meeting with Mr. Wood. Mr. Wood again indicated his desire that the Torn Board find someone to replace him on the E19C Committee, Mr. Walpole moved to approve list of Election Inspectors as submitted by the County Board of Election Commissioners. Walpole who moved its adoption; seconded by Verl Rankin, Jr. , to wit: A Resolution Regulating Inspection and Copying of Records of the Town of Groton, Tompkins County, Whereas, Public Officers Law, Article 6, known as the Freedom of Information Law, and the rules and regulations of the State Committee on Public Access to Records require each agency to adopt rules and regulations setting forth procedures for public inspection and copying of records; and f i 40 Whereas, this Town Boaaertl is desirous off' coruplying with these reg4; Xenents; NOW, THEREFORE, BE IT RESOLVED, that ,ul.es and regulations are hereby adopted as followr ;.: I. Discussed proposed amendments to Zoning Ordinance on Motorized Vehicle Repaix Shops. Board set an annual fee of $12.00 for permit. Fee should be pro -rated on a, quarterly basis. Mr. Haughn asked, "Viky can't shop licenses be renewed every two years li ing ambulance service. They are taxed doubly on service. In 1979 rate will be set up so everyone pays same amount. Mr. Walpole indicated.this would be a line item in budget for Town of Groton. Attorney Bucko indicated he has SEQR regulations for all Boards. Law goes into ef'f'ect September 1, 1978. He suggested all Boards and related personnel meet at once to discuss SEAR regulations. Mr. Frank Satterly gave a report on projects the Board of Representatives are working on which include: SEAR - If Environmental Management Council people have their way, we will not have any construction in county. County Planning Board. would be willing to sit down with our Boards when they meet; Nicholas Amato was appointed as representative on Tompkins County Hospital Board; Phil Freytag was appointed to the County Library Board; Nuclear waste disposal is being discussed; and Owasco Valley Watershed should be watched carefully as proposals could be very restrictive. Mr. Cornelius reported that Mr. Hodgson found four bad spots on Town Building • roof that need. patching at an approximate cost of, $200.00 to repair spots and fix flashing. Mr. Walpole reported that nine people on Elm Street Extension from Village limits to A. J. Bennetts are interested in having Cable TV. Could they -tie on Village Cable? Yes, but Town would have to extend franchise and be approved after all legal documents. Supervisor Robinson tieill lcok into and find out ghat has to be done. Mr. Walpole asked if speed limit signs are up in McLean. Mr. Sovocool said ours are up but Drydens are down. Mr. Cornelius indicated it is an "Area Speed Limit of 35 mph that starts and ends at a certain point with no signs in between and was approved by the State." Received letter from the Association of Towns seeking each board member to immediately write to their State Senator and Assemblyman urging the defeat of S. No. 9365 -A and A. No. 12713 -A which proposes amendments to the Taylor Law. This legislation would, provide in disputes between a Town on a public employee union over the terms of a labor contract (1) that a presumption would exist in favor of arbitrating the dispute, unless the contract had expressly excluded the disputed item from arbritration, and (2) that the arbitrator would initially be the sole ,judge as to whether the matter is in his jurisdiction. If this bill is passed and approved'into law, the whole concept of local government control. could be eroded to such an extent as to discourage any responsible person from running for public office because the public employer's hands would be tied. In addition, this bill would add about $50,000,000 annually to the cost of local government.
