HomeMy WebLinkAboutMN-CLC-2018-08-20 COMMUNITY LIFE COMMISSION MINUTES PRESENT: Chair Labrada Commissioners (8): Bryne, Hall, Keeler, Swayze, Scriber, Hillson, McClinsey OTHERS PRESENT: Common Council Liaison: Lewis and Fleming, Executive Assistant Hallett-Harris and Chief of Staff Dan Cogan ABSENT: Hagood Meeting called to order: 6:05 p.m. Review and Approval of Minutes: July 18, 2018 Minutes, Labrada made motion and Scriber 2nd the motion– all in favor, with the corrections noted Statements from Public: Caleb Thomas – public comment/question – public art by Meghan – diversity of artists – diversity and inclusion need much stronger presence – not about beautification – projects going on – outreach to make mural happen on city properties; currently involved in the work on back of New Roots, public welcome to help on Sundays as well as on West Spencer St behind quick fill, mural on the side of house and public invited Friday morning to help. Caleb would like to be a part of any advisory group that is made or provide any other assistance; interest of people on advisory group/committee should be a diverse group that is sought and Caleb will email names of previous public art committee members. Response to Public Comment: Thanked Thomas for speaking and volunteering for any future group/committee Child-Friendly City Ithaca Resolution (and Free Range Kid Legislature): This Resolution was previously voted on and approved by CLC, then asked that Resolution be brought back from PEDC to CLC to find best way to incorporate the language – mayor to issue proclamation – proclaims Ithaca as child friendly and free range kid community – further work on the philosophy and what it means for the community – encourages unstructured play, voices of youth and ensuring that there is opportunities for free play – separating two things out – free range kid community – redraft resolution - community discussion free range – Rusty working with IYB & GIAC – 2019 planning/develop play strategy – public safety commission should be pulled into this as well as natural resources commission – Ithaca to be a safe place and place to encourage kids to play freely, unstructured– Rusty talked with IPD earlier in the year as well – there will be a separate philosophy from strategy – language for proclamation and Date: August 20, 2018 Time: 6:00 PM Location: Common Council Chambers, 3rd Floor, City Hall Community Life Commission August 20, 2018 2 the resolution – generate more community talk and bring back to CLC and voted on before end of year. Jan 2019 developing just play project, etc. Flag Flying Policy – (Hall & Hillson): In depth discussion regarding open, closed or limited forum was discussed? Make recommended list to give to common council to approve. Limited policy was the count (Limited 5/Open 3) with set of flag recommendations for advocacy flags only was discussed and Hall & Hillson will put together a draft of the policy that will be put on the Agenda for October. Currently there are 8 US flags in the City, the POW Flag is currently at city hall. They will provide info in advance of meeting and will check in with City Attorney and Steve Nann prior to October meeting. Discussion regarding half-mast flag was also discussed and is a separate issue from advocacy flags policy. Dan Cogan stated that the half-mast flag more problematic, including staffing, when it is should be done and the timing of it, Steve Nann has a lot of thoughts about this and CLC should have him come to meeting, email him or set up a meeting with him directly. September meeting will be dedicated to housing ; October Agenda will be flag flying, public art approval system and free range kid resolution. There was a discussion regarding speaking and to raise or put up finger to speak next, let person finish their thought and not talk over one another There was a an updated regarding Columbus Street Bridge – surface of supports are not finished properly so surface work would need to be done prior to any mural painting Adjourned 7:26 p.m. Next Meeting: Monday, September 17, 2018-- and will be dedicated to Housing.
