HomeMy WebLinkAboutMN-PSI-2018-07-02PUBLIC SAFETY AND INFORMATION COMMISSION MINUTES PRESENT: Acting Chair Jackson Commissioners (3) Segerson, Holmes, Spadolini OTHERS PRESENT: Fire Chief Parsons Common Council Liaisons: Gearhart, Smith City Clerk Conley Holcomb Public Information Specialist Faraday EXCUSED: Chair Mozie Commissioners Comella, McLaurin, Cotraccia, Hayton Review and Approval of the 6-4-2018 Minutes: Approval of the minutes was tabled due to lack of quorum Statements from the Public: Faye Gougakis, Ithaca Commons, spoke in opposition to dogs on the Commons, and in opposition to extended hours of food carts on the Commons. The Commons: 1.Presentation: Commons Regulation and Code Kathy Servoss gave a presentation on existing Commons rules and provided a Commons amenities map. Discussed were the differences between primary and secondary Commons areas; permitting and increasing popularity of events on the Commons; What constitutes a “special event”; What types of events are allowed; Buskers and street performing legislation; Dogs on the Commons; Driving on the Commons; Food vendors on the Commons and the provisionary permitting of extended hours; Outdoor dining and associated fees; and Commons maintenance guidelines. Servoss stated that they will be seeking recommendation from the Commission for a variety of Commons topics: Permission of Dogs; Location of Food vendors and possible extended hours of operation; revisions to guidelines regarding busking tables. Servoss asked the Commissioners to review the proposed Commons Ordinance Amendments- provided in the memo attached to the 7-2-18 PSIC Agenda, and submit recommendations via email to Davi Mozie and/ or Melody Faraday to be passed along to Kathy Date: July 2, 2018 Time: 6:00 PM Location: Common Council Chambers, 3rd Floor, City Hall Public Safety and Information Commission July 2, 2018 2 Servoss. The suggestions will be presented to the Board of Public Works and City Administration to be brought before Common Council. Special Presentation: Diversity, Accessibility, and Sustainability: City of Ithaca Director of Human Resources Schelley Michell-Nunn and Co-chair of the Workforce Diversity Advisory Committee Sue Kittel presented on Mastering an Equity and Inclusion Lens. See attached materials. Meeting Wrap-Up Commissioner Jackson would like to see Use of Common Space/ Playground/ Pedestrian Access reviewed. Work Plan Developing structure for material review between meetings NEXT MEETING: The next meeting is scheduled for Monday, August 6, 2018 ADJOURNMENT: On a motion, the meeting was adjourned at 8:12pm.
