APPROVAL OF MINUTES Commissioner Richardson made a motion to approve the minutes of the April 4, 2018 meeting. Seconded by Commissioner Abrams. Motion carried 3-0. NEW BUSINESS New Position Duties Statement: DPW – Senior Geographic Information System Specialist The Commission reviewed and discussed a New Position Duties Statement from the Water and Sewer Division of the Department of Public Works. Commissioner Abrams made a motion to classify the position as Senior Geographic Information System Specialist. Seconded by Commissioner Thompson. Motion carried 3-0. Update of Job Description, including Minimum Qualifications: Senior Geographic Information System Specialist The Commission reviewed proposed updates to the Senior Geographic Information System Specialist job description. The updates reflect the current technology and terminology of the profession, as well as current career paths in the GIS field. The new minimum qualifications will be as follows: “MINIMUM QUALIFICATIONS: Either: (a) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree in Geographic Information Systems, Geospatial Analysis, Spatial Information Technology or a closely related field with similar course curriculum, and one (1) year of full-time paid experience, or its part-time paid equivalent, administering or assisting in the administration of a Geographic Information System, performing advanced spatial analysis or other specialized GIS, statistical or image analysis, or training others in the use of GIS software, methods and/or practices; or (b) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Master’s degree in geography, planning, engineering, environmental science, or a closely related field with similar course curriculum, and one Civil Service Commission May 2, 2018 Page 2 (1) year of full-time paid experience, or its part-time paid equivalent, administering or assisting in the administration of a Geographic Information System, performing advanced spatial analysis or other specialized GIS, statistical or image analysis, or training others in the use of GIS software, methods and/or practices; or (c) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree in geography, planning, engineering, environmental science, or a closely related field with similar course curriculum, and three (3) years of full-time paid experience, or its part-time paid equivalent, administering or assisting in the administration of a Geographic Information System, performing advanced spatial analysis or other specialized GIS, statistical or image analysis, or training others in the use of GIS software, methods and/or practices; or (d) Graduation from a regionally accredited college or one accredited by the New York State Board of Regents to grant degrees with an Associate’s degree in Geographic Information Systems and three (3) years of full-time paid experience, or its part-time paid equivalent, administering or assisting in the administration of a Geographic Information System, performing advanced spatial analysis or other specialized GIS, statistical or image analysis, or training others in the use of GIS software, methods and/or practices; or (e) Graduation from an accredited GIS or spatial technology program leading to a certificate and possession of a Certified Geographic Information Systems Professional (GISP) certification from the GIS Certification Institute (GISCI) and three (3) years of full-time paid experience, or its part- time paid equivalent, administering or assisting in the administration of a Geographic Information System, performing advanced spatial analysis or other specialized GIS, statistical or image analysis, or training others in the use of GIS software, methods and/or practices; or (f) An equivalent combination of training and experience as defined by the limits of (a) through (e) above.” Commissioner Abrams made a motion to update the Senior Geographic Information System Specialist job description and adopt the revised minimum qualifications as proposed. Seconded by Commissioner Thompson. Motion carried 3-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Thompson. Motion carried 3-0. During executive session, the Commission took the following actions: Civil Service Commission May 2, 2018 Page 3 CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Richardson made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Abrams. Motion carried 3-0. Administrative Assistant #79-229 Historic Preservation Planner #66-591 Establishment of Eligible Lists Commissioner Thompson made a motion to establish the eligible lists specified below for the time period indicated. Seconded by Commissioner Abrams. Motion carried 3-0. Assistant Fire Chief #78-426 (2 years) Deputy Fire Chief #78-270 (2 years) Executive Assistant #64-583 (1 year) Technical Assistant for the Fine and Performing Arts #68-570 (1 year) Addition of Candidates to Continuous Recruitment Eligible Lists Commissioner Thompson made a motion to add candidates to the continuous recruitment eligible lists. Seconded by Commissioner Richardson. Motion carried 3-0. Approval of Personnel Transactions Commissioner Richardson made a motion to approve the Personnel Transactions. Seconded by Commissioner Thompson. Motion carried 3-0. The next Civil Service Commission meeting will be held Wednesday, June 6, 2018 at 11:30 am. With no further business, the meeting was adjourned at 12:30 pm.
