Approval of Personnel Transactions MEMORANDUM CITY OF ITHACA DPW – WATER & SEWER DIVISION 510 FIRST STREET 5/30/2018 Date: 5/30/2018 To: Val Saul, Deputy Director Human Resources Civil Service Commission Cc: Mike Thorne, PE, Superintendent of Public Works From: Erik Whitney, PE, Assistant Superintendent of Public Works, W&S Division RE: Request to expand residency requirement for Senior Water Meter Technician, Water Meter Technician & Utilities Systems Location Technician Priority: high All, This is a request for a permanent expansion of the residency requirement for the Senior Water Meter Technician, Water Meter Technician, and the Utilities Systems Location Technician to the contiguous county area including Cayuga, Chemung, Cortland, Schuyler, Seneca and Tioga counties. One of our primary recruitment sources is our existing workforce. Most of our Department of Public Works employees hold positions that do not require testing and therefore do not have residency requirements and, as a result, a number of our employees reside in contiguous counties. We want to avoid a situation where some of our existing employees are eligible to apply for these positions while others are not, based on where they live. Also, the Senior Water Meter Technician, Water Meter Technician, and the Utilities Systems Location Technician are all technical positions with specialized qualifications that have a history of recruitment difficulty. CIVIL SERVICE COMMISSION Regular Meeting April 4, 2018 Commissioners Present: Commissioner Richardson Commissioner Abrams Commissioner Thompson Staff Present: Valerie Saul (Deputy Director of Human Resources) Commissioner Richardson called the meeting to order at 11:52 am. APPROVAL OF MINUTES Commissioner Richardson made a motion to approve the minutes of the February 28, 2018 meeting. Seconded by Commissioner Thompson. Motion carried 3-0. PUBLIC HEARING ON PROPOSED AMENDMENT TO APPENDIX B – NON- COMPETITIVE POSITIONS OF THE CITY OF ITHACA CIVIL SERVICE RULES Commissioner Richardson made a motion to open the public hearing on the proposal to amend Appendix B – Non-Competitive Positions of the City of Ithaca Civil Service Rules by adding the title of Working Supervisors – Building Services to the non-competitive class and deleting the title of Working Supervisors – Building and Grounds from the non- competitive class. Seconded by Commissioner Abrams. Motion carried 3-0. No one appeared to speak on the proposed amendment. Commissioner Richardson made a motion to close the public hearing. Seconded by Commissioner Abrams. Motion carried 3-0. NEW BUSINESS Resolution to Amend Appendix B (Non-Competitive Positions) of the City of Ithaca Civil Service Rules Commissioner Abrams made the following motion: WHEREAS, the Ithaca Civil Service Commission deems it necessary to make certain changes to the Appendices of the City of Ithaca Civil Service Rules; and WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on April 4, 2018 for the purpose of amending Appendix B (Non-Competitive Positions) of the City of Ithaca Civil Service Rules by amending the title of Working Supervisors – Building and Grounds to its newly revised title of Working Supervisors – Building Services, and WHEREAS, the Ithaca Civil Service Commission took public comment on the proposed amendment into consideration, and Civil Service Commission April 4, 2018 Page 2 WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that subject to the approval of the State Civil Service Commission, the title of Working Supervisors – Building Services be added to Appendix B (Non-Competitive Positions) of the City of Ithaca Civil Service Rules, and be it further RESOLVED, that subject to the approval of the State Civil Service Commission, the title of Working Supervisors – Building and Grounds be deleted from Appendix B (Non- Competitive Positions) of the City of Ithaca Civil Service Rules. Seconded by Commissioner Thompson. Motion carried 3-0. New Position Duties Statement: Ithaca Police Department – Executive Assistant The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Police Department. Commissioner Thompson made a motion to classify the position as Executive Assistant. Seconded by Commissioner Abrams. Motion carried 3-0. Update of Minimum Qualifications and Special Requirements: Police Chief, Deputy Police Chief, Police Lieutenant, Police Sergeant The Commission reviewed proposed updates to the minimum qualifications and special requirements for the positions of Police Chief, Deputy Police Chief, Police Lieutenant and Police Sergeant. The updates standardize the following on the four job descriptions: (1) add the statutory requirement for high school graduation to the job descriptions; (2) move the New York State Civil Service Law 58.1(b) requirement that candidates must have been previously appointed as a Police Officer from an appropriate eligible list from the “Minimum Qualifications” section to the “Special Requirements” section; and (3) add the following definition of second-line supervision: “NOTE: “Second-line” supervision refers to the second level of supervisory authority in an agency. For the purpose of these qualifications, it must include the supervision of supervisory law enforcement officers. In the Ithaca Police Department, for example, it would equate to the level of Police Lieutenant. Second-line supervisory experience must have been gained through an actual appointment into a second-line supervisory position. “Acting” or “out-of-title” second-line supervisory experience is not qualifying experience.” Commissioner Abrams made a motion to update the Police Chief, Deputy Police Chief, Police Lieutenant and Police Sergeant job descriptions as proposed. Seconded by Commissioner Thompson. Motion carried 3-0. New Position Duties Statements: Ithaca City School District – Administrative Assistant (2) The Commission reviewed and discussed New Position Duties Statements from the Ithaca City School District for two new positions. One position is in the Athletics Office; the other position is in the District Special Education Office. Commissioner Thompson made a Civil Service Commission April 4, 2018 Page 3 motion to classify both positions as Administrative Assistants. Seconded by Commissioner Richardson. Motion carried 3-0. New Position Duties Statement: Ithaca City School District – Account Clerk-Typist The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District. Commissioner Richardson made a motion to classify the position as Account Clerk-Typist. Seconded by Commissioner Thompson. Motion carried 3-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Thompson. Motion carried 3-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Abrams made a motion to approve the Roster of Candidates for Firefighter Examination #61-148. Seconded by Commissioner Thompson. Motion carried 3-0. Establishment of Eligible Lists Commissioner Abrams made a motion to establish the eligible lists specified below for the time period indicated. Seconded by Commissioner Thompson. Motion carried 3-0. Seconded by Commissioner Abrams. Motion carried 3-0. Approval of Personnel Transactions Commissioner Richardson made a motion to approve the Personnel Transactions. Seconded by Commissioner Thompson. Motion carried 3-0. The next Civil Service Commission meeting will be held Wednesday, May 2, 2018 at 11:30 am. With no further business, the meeting was adjourned at 12:53 am.
