COMMISSION MINUTES

Meeting called to order: 6:04 p.m.
Review and Approval of Minutes: May 21, 2018 Minutes were not approved;
Commissioners should review the May 21st meeting minutes and respond to admin with
edits. Minutes will be reviewed at July 16th meeting.
Statements from Public:
Liz Klohmann – Director of the IYB – Spoke to express the IYB’s support for the
passage of the Child-Friendly Ithaca resolution.
CLC Response:
Common Council Liaison Lewis complimented the IYB’s youth ambassadors (Ithaca
Youth Council) and that she was very impressed with their work – engage young people
in decision making. They were instrumental in Northside United Youth and greatly
appreciate IYB support. That CLC should find more ways to tap into this resource.
Chair asked that this be put on as an Agenda item – Ithaca Youth Council will be
coming to present.
Public Art: Women in Nature - Mural Locations
Discussion: Commissioners agreed Greene Street garage would not be an ideal
location due to current construction and eventual redevelopment. Commissioner Hillson
suggested the Columbia Street Bridge location would be a prospective site for a themed
art project; commissioners agreed that the weather and foliage would make it a difficult
site. Commissioners agreed that the Seneca Street Garage, Ground Level - Stairwell
would be the best location for this mural.
Slideshow of photos were shown of both the specific wall at Seneca Street Garage and
Columbia Street Bridge Pillars. It was suggested that we not look at Green Street as a
site now because it is currently under construction/development. Both Seneca Street &
Columbia St Bridge are prospective sites at this time.

Vote: Seneca Street Garage, Ground level - Stairwell - Chair Labrada made motion to
approve Women in Nature on the stairwell of Seneca Street Garage, and Commissioner
Hall 2nd motion - unanimously – all in favor.
Child Friendly Resolution – Commissioner Keeler recused himself from discussion.
Public comment: Kerry Phillips GIAC Deputy Director – Spoke to encourage CLC to
vote in favor for Resolution.
Beth Myers of the Just Play Project was unable to join us; resources were sent to
members and documents are available on Google Drive as well.
Discussion: Commissioners discussed “free play” and “free range” philosophy: creating
a community that allows and encourages unstructured play and exploration; creating a
community that does not criminalize “free play” and “free range”. Chair Labrada and
other Commissions suggested changes to Resolution; these changes were discussed
and members of CLC read out loud the full Resolution.
Vote: Chair Labrada made motion to pass the Resolution with al l of the corrections
motioned on and Commissioner McClinsey 2nd the motion, and all were in favor,
unanimous vote – Commissioner Keeler was recused from vote.
Flag Flying –
Commissioner McClinsey showed slide presentation on research on advocacy flags
laws and regulations. Advocacy flags and policies were discussed for several different
cities: Windsor NY has a policy including advocacy flags, in which their city clerk or
commissioner can take requests and the Mayor can sign the request. There was a
discussion regarding what City owned property-all city buildings-- only at City Hall? CLC
will make a proposal for “What is the process for City of Ithaca to fly advocacy flags?
Commissioner Swayze asked about a working group to come back at next meeting with
process. Working group formed for advocacy flags: Commissioners: Hillson, Hall,
Hagood and McClinsey will provide input via email and will report at the next meeting
Next Meeting: (assignments/homework)
Feedback from public art installation; overview of current public art submissions; setting
up a time frame – suggested that all art submissions be turned in January to be
approved in June – what does this process looks like?
Composting - Tom Schelly – Cornell
Low income Housing – Nels Bohn – resource – Joanna Anderson Director Ithaca
Neighborhood Housing services; Urban renewal agency –
Commissioner Scriber will work with Transportation and Mobility – issues of housing
with individuals with disabilities – accessible bathrooms in down Ithaca; standards that
businesses currently have accessibility. There should be a map that shows
accessibility.

Commissioner Byrne: Cornell INHS TCAT – money – research information – what is
amount county amount?
Salvation Army collaboration – August/September – IURA mobility and transportation
Committee; design for these things; affordability, accessibility; baseline of what’s being
developed. Possibility of having entire meeting focused on this in September?
