Sovocool, 0ounoilman in Bucko, Town Attorney Cornelius, Highway Superintendent Mr. Walpole moved to accept minutes of previous meetings as Mailed. Seconded by Mr. Sovocool. Ayes - Walpole, Sovocool, Heffron, Robinson. Claims #3D8 to #329 of the Highway Department and #304 to #329 of the General Fund were presented fox? audit. Mr. Walpole moved that the bills be paid arxd the Clerk instructed to draw the warrant for them. Seconded by Mar, Sovocool. Ayes - Walpole, Sovocool, Heffron, Robinson. 0 No monthly reports were received from Zoning Officer, Planning & Appeals Boards. The Board approved giving McLeatis voting machine to the Dryden School. Arland is to get confirmation from 'Dryden School that they do have machine. Mrs. Robinson is to send formal notification that the Town of Groton does have a "Leash Law" to the PCA,.,Phyllis Howell, Clerk of the Tompkins County Board of Representatives, Claude Holden - County Representative, and Frank Satterly - County Representative Elect, Mr, Walpole moved that the Town of Groton be put on mailing list to be eligible for Government Surplus Personal Property Program. Seconded by Mr. Sovocool. Ayes - Walpole, Scvocool, Heffron, Robinson. Mr. Walpole moved to appoint fts. Urgaret Palmer to represent the Town of Groton on the Advisory Council to the Tompkins County Family Court.., Seconded by Mr. Heffron. Ayes - Walpole, Sovocool, Heffron, Robinson. Discussed disposition of old cinder spreader engine which is surplus material, not useable and can be sold as junk for $50.00. Moved by Mr. Sovocool, seonnded by Mr. lla.lpole. Ayes - 1.11a.l.pole, Savocool, Heffron, Robinson. Discussed Mr. Walden's (Representative of lustra Lighting Corp.) offer of 64 lighting tubes for Town Hall at a cast of $3Z8.00. Board, is not interested at this time. Mrs. Robinson gave a report on TV Cable system in Groton. They are currently doing a new survey and 61so considering Box Office TV. The village has one and the town 17 illegal hookups. Those that intend to go to NYC in February must notify Clerk so reservations can be made. Town Board audit has been set for December 27, 1977, at 10:00 A.M. 'own Boarxi will send Frank Satterly a letter inviting him to attend our Board Meetings and keep us informed of the projects County Board of Representatives Neetings. Discussed Planning Board, Appeals Board and Zoning Officer's duties. Also future projects for them to work on and make recommendations to the Town Board. Sovocool moved to acoept minutes of Special Meeting held December 27, 19' 7. Seconded by Per. Rankin. Ayes - Sovocool, Rankin, Robinson Claims #350 - #351 (1977) and #1 & 2 (1978) of the General Fund were presented for audit. Mr. Sovocool moved that the bills be paid and the clerk instructed to draw the warrant for them. Seconded by Mr. Rankin. Ayes - Sovocool, Rankin, Robinson. Motion made by Mr. Rankin, seconded by Mr. Sovocool, that each Town Official keep a log of mileage and report on Voucher each month for payment. If not reported by Voucher each month, no reimbursement will be made. Ayes - Sovocool, Rankin, Robinson RESOLUTION NO 1 1978 ORGANIZATIONAL ITEMS a) Moved by Mr. Rankin, seconded by Mr. Sovocool. Adopted Unanimously. RESOLVED, that the First National Bank of Groton be designated as the depository for all monies coming in the hands of the Supervisor and Town Clerk of the Town of Groton. b) Moved by Mr. Sovocool, seconded by Mr. Rankin. Adopted unanimously. RESOLVED, that the Groton Journal and Courier be designated as the official newspaper of the Torn of Groton. c) Moved by Mr. Sovocool, seconded by Mr. Rankin. Adopted unanimously. RESOLVED, that Benjamin Bucko be appointed Town Attorney for the Town of Groton. d) Moved by Mr. Rankin, seconded by Mr. Sovocool. Adopted unanimously. RESOLVED, that Richard French and James Allen be appointed as Constables for the Town of Groton. e) Moved by Mrs. Robinson, seconded by Mr. Rankin. Adopted Unanimously. RESOLVED, that Robert Walpole be appointed Deputy Supervisor for the Town of Groton. f) Moved by Mrs. Robinson, seconded by Mr. Sovocool. Adopted Unanimously. RESOLVED, that Laura Haughn be appointed Deputy Town Clerk of the Town of Groton. g) Moved by Mr. Rankin, seconded by Mr. Sovocool. Adopted Unanimously. RESOLVED, that Robert Brown be appointed Zoning Officer for the Town of Groton. h) Moved by Mr. Sovocool, seconded by Mr. Rankin. Adopted Unanimously. RESOLVED, that small tool expenditures of up to $500.00 by the Highway Superintendent be authorized. i) Moved by Air. Rankin, seconded by Mr. Sovocool. Adopted Unanimously. RESOLVED, that Harold (Slim) Cargill be appointed as Deputy Highway Superintendent for the Town of Groton. j) Moved by Mr. Sovocool, seconded by Mr. Rankin. Adopted Unanimously. RESOLVED, that the Town Board does hereby fix the salaries of the following Town Officers and employees at the amounts respectfully stated and that such salaries shall be paid at the times respectively specified: 1 Teresa M. Mileage for Town Officials - $.12 mi, Some discussion was held on the McLean Ambulance Contract. nr, George Tatman stated that the $2504 per year amounted to over $140 call. Supervisor Robinson stated that it is now being considered to base 1979 rate on assessment basis in order to make it equal for everyone. There is nothing the Town cando about. McLean's Ambulance Contract with the Groton Fire Depaxtment, All officials and appointees present took oath of office. Clerk will call County to see if newly elected officials are required to take oath in County. (Yes they are � each year their term is up,) Moved by Mr. VanBenschoten that Mrs, Robinson, Mr, Walpole, and rjr. Bucko be permitted to attend School for Fixed Assets and Unemployment Insurance to be held January 13 at the Hilton in Syracuse. Seconded by Mr. Sovocool. Ayes - Sovocool, VarM enschoten, Rankin.
