PUBLIC HEARING ON FEDERAL

1982
SHARING
The Town Board of the Town-:of Denby held a public hearing on the
proposed federal revenue sharing for 1983. The hearing was held at
the Danby Town Hall, 1830 Danby Road on September 27, 1982 at 7:00 PM.
Notice of public hearing having been advertised in the Ithaca Journal.
Board members present* Councilman Ted Merritt, Councilperson Sylvia
Hiney, Councilperson Mary Oltz, Councilperson Dorothy Roberts, Super-
visor Mildred Miller.
Others present: Lee Scott, Ithaca Journal reporter, Fred Thayer,
Rhoda Larson, Lucy Hogben, Ruth Hovanec, Alice Bergman, Ruth Seigen�
thaler.
The meeting was called to order at 7 :20 PM and the clerk read the
notice of public hearing as advertised in the Ithaca Journal, Sept-
ember 17, 1982. The purpose of this hearing is to discuss the use-,of
14,307.00 of Federal Revenue Sharing Funds of Entitlement Period 14,
Rhoda Larson requested $1,000 from revenue sharing for the senior
citizens.
Supervisor Miller reported {Ir3838.0 will be used for Town Hall repair
and upkeep, outside enclosure and paint. $1500Vwill be used for Senior
Citizens. Community Council Youth Program will receive,.-.. 1 for Danby �
and or West Danby. Transferring to other funds as needed, X800.
Office Equipment (Xerox machine), $2969.00 and surface treat' highway,
or housing, 15,000.
With no further discussion, Councilperson Dorothy Roberts moved that
the public hearing be adjourned at 7 :25 PM. Seconded by Councilperson
Mary Oltz and carried by a vote of five ayes and no noes.

PUBLIC HEARING ON PROPOSED USE OF
DANBY ELEMENTARY SCHOOL
SEPTEMBER 27, 1982
The Town Board of the Town of Danby held a public hearing on the
proposal to the Ithaca City School District for the Purchase of the
Danby Elementary School. The hearing was held at the Danby Town Hall
1830 Danby Road on September 27, 1982 at 7:30 P.M. Notice of public
hearing having been advertised in the Ithaca Journal.
Board members present: Councilman Ted Merritt, Councilperson Sylvia
Hiney, Councilperson Mary Oltz, Councilperson Dorothy Roberts, Super-
visor Mildred Miller.
Others present: Lee Scott, Ithaca Journal reporter, Fred Thayer,
Rhoda Larson, Lucy Hogben, Ruth Hovanec, Alice Bergman, Edith. Seigen-
thaler, Frank & Cathy Darrow, - Gloria Benson, Garry & Gay Huddle,
Walter Reimers, Don Porteus, Minnie Klines, Frank Capalongo, Winnie
Cortright, Carol & John Benjamin, Raymond Mayo.
The me -oting was called to order at 7:33 P.M. and clerk read the no-
tice of public hearing as advertised in the Ithaca Journal, Sep-
tember 20, 1982. The purpose of this hearing is to hear the pro-
posed offer to the Ithaca School District for purchase of the
Danby School by Don Porteus, Anthony Capalongo and Minnie Klines.
Their goal in purchasing the school is to open an adult care facil-
ity as well as a day care center for pre- school children. Crafts
as well as recreational activities will be offered, along with
nutrition.
The classrooms will be converted to dormitories, the gymnasium,
stage and cafeteria will remain the same. The pre- school day care
facility will be held in the kindergarten room. Their personnel
will consist of maintenance, cleaning, cooking, craftsperson.
Questions asked by the residents;
Can the gym be used by the residents in Danby? Don Porteus felt no
reason why not, will have to work out a schedule as well as insur-
ance concerns. (This question, Mr. Porteus brought up himself ).
Mrs. Huddle asked, do they need the entire 22 acres for this res-
idential care facility? Mr. Porteus commented they are only con-
cerned about the building. They do plan to maintain the land.
She asked about the payment to the school district for this build-
ing. Mr. Lindenbaum commented the builders could ask for partial
tax abatement. Both school district and town will have to look at
the beginning cost. Taxes will increase as the building has more
tenants.
. Mrs. Musgrave: What kind of needs analysis has been done? Mr.
Porteus mentioned letters of invitation have been sent out to hos-
pital personnel, doctors, human services coalition to attend a
• luncheon they are holding at the Danby School on September 29.
Ehe objective of having this luncheon is to show the people their
goals and hear all concerns and needs.
Mrs. Musgrave also mentioned there is a septic problem. Mr. Porteus
said the health department has been contacted about this and see no
problem.
Mr. Porteus also commented on the fact a surveillance system will
be installed to help keep an eye on residents in the building.
Gay Huddle asked if school district could work out an agreement
re town using the gymnasium facilities as well as give the town
5 acres to be used by the community. Mr. Lindenbaum suggested
this be put in as a counteroffer to the school board.

The purchase offer price is $y75,000 and buyers pay 20%
taxes first year, 40 % second year, 60% third year, 80%
year with full payment of school taxes in _fifth year of
