HomeMy WebLinkAbout1982-09-13TOWN OF DANBY TOWN BOARD MEETING MINUTES September 13, 1982 The regular meeting of the Danby Town Board was at 8:00 P.M. at the Danby Town Hall, 1830 Danby Danby, County of Tompkins and State of New York 19820 called to order Road, Town of on September 13, Board Members present: Councilperson Mary Oltz Councilperson Sylvia Hiney Councilperson Dorothy Roberts • Councilman Ted Merritt Supervisor Mildred Miller • Others present: Fran Wright, Judy Roberts, Florence Starr, Paul Smith, Frank Haskins, Ed Roberts (Bald Hill Rd.) Calvin and Lorene Jump, Charles Caywood, Mikki Parsons, Frank Darrow, Herb Engman, Roy Hornbrook, Walt and Carol Sczepanski, Donna Inman, Ray Carruthers, Joan Bordenet, Charlene Testut, Gay Huddle. Councilperson Dorothy minutes of the August Seconded by Councilman ayes and no noes. Communications: Roberts made the motion to approve the �), 1982 Town Board Meeting as presented. Ted Merritt and carried by a vote of five Letter read from Mikki Parsons, West Jersey Hill Road, showing appreciation for highway department and Roy Hornbrook for their work in preparing a turn - around to enable a school bus to pick up Mrs. Parson's son. Letter from Department of State offering "code enforcement prac- tices" by the office of Fire Prevention and Control to be held in. Montour Falls October 5, 12, 19, 26, 1982. Municipals Officers Dinner will be held September 22, 1982 at 7:00 P.M. at the Lansing School for Girls. Program and meal will be done by the girls at Lansing School. Political Calendar was read as follows; Primary Day - September 23 Registration Day in Danby - October 16 and General Election Day - November 2. Letter was read from Tompkins County SPCA. Payment of $612.04 is requested. This is for all revenues collected from dog lic- ences which were retained in 1980 -81, and now must be returned to the County for payment to the Tompkins County SPCA. This amount is according to County Resolution #101. In April of 82 the Budget and Administration Committee authorized the County Administrator to pay the Town in Tompkins County surplus monies .collected from dog license fees which had been held in the Fund for Apportionment (Dog Damage Fund) during 1980 -81. • Privilege of the Floor: Councilman Ted Merritt requested the town board get together to discuss the zoning of trailers in Danby. He would like to see trailers with restrictions be allowed in Danby. He would also like to know if the mojority of the voters are for or against having trailers in Danby. Councilperson Dorothy Roberts mentioned that if the town has a zoning ordinance we should abide by that. Super- visor Miller mentioned there is a meeting with the planning board September 15 and this issue could be discussed at that time. A suggestion was made by Donna Inman that allowing of trailers in Danby be put on the ballot either primary day or the November election. Councilperson Dorothy Roberts suggested putting some- thing in the Danby Area News. Town Board Meeting Minutes - September 13, 1982 Page 2 Walter Sczepanski attended the County Planning Board meeting and one of the topics discussed was the Ithaca Road by -pass that goes to the Hospital. There will be some changes made. Florence Starr reported for County Board of Representatives. She reported they are in the process of doing budget review. Ray Darruthers, who recently moved to the Danby area, came to this meeting to meet the Town Board. Lorene Jump presented a petition signed by 26 people who are con- cerned about the excessive speed of vehicles on Bald Hill Road. They are asking the speed be reduced to 35 mph from intersection of Danby Road up to Leib Road. They are concerned about the safety • of all the children that reside on that road. Gay Huddle asked the town board what they knew about the recent • rumor of the sale of the school to become a possible nursing home. Supervisor Miller assured her the town board has not heard anything definite on this rumor and if it is true the Ithaca School board will let the town know of its intentions. 1 Charlene Testut, spokesman for the Community Council, asked the Board where can they hold their holiday events - Halloween, Christ- mas and Spring Happening. Supervisor Miller stated they will have to get back with her on this matter. Frank Darrow questioned will zoning need to be changed regarding the purchase of the school for any use other than a school. Coun. cilman Ted Merritt stated that the school can do what they want as far as who to sell the school to. Fran Wright congratulated the Town Board for moving back to the Town Hall. Committee Reports: Senior Citizens: Paul Smith reported they are planning a trip later in the fall to Niagara Falls /Toronto. This will be a 3 day trip. Transportation Committee: Fran Wright reported Tom Trand has be- gun. There are a few problems with arrival schedules that need straightening out. Octupus problem was discussed. Would like an overhead designed at this intersection to better the route to the hospital. The train crossing situation hampers the route to the hospital. By having the overhead, this would improve the situation. He suggested the town board pass a resolution to send to the county to show their approval for Route 96 overhead and realignment. No decision was made to pass a resolution until the board is further able to in- vestigate the plan. Dog Warden: Has been very quiet. As of January 1, the clog war- den, Connie Merritt will no longer serve as dog control officer for Danby. Highway: Roy Hornbr_ook reported work has been done on Troy Road, Miller Road, East and Old Comfort Road. They have been screening of sand and gravel for the winter. Environmental Management Control: Herb Engman reported the State has finished its testing of lamprey project on Cayuga Lake and work will begin in the fall. Zoning: Frank Haskins reported 7 new houses for this year as com- pared to 14 for last year. Youth: Councilperson Mary Oltz reported preschool had no one to teach the program at the time of the Community Council meeting but have since found someone to head the program. There was discussion of moving the school pl:.Iyground equipment to Danby Pond. New officers will be needed for Community Council. Preschool will be held 3 days a week and Donna Collins will be the teacher. Another idea on the playground would be to move it to the fire hall. Supervisor Miller reported a public hearing is needed on Federal • • • 1 Town Board Meeting Minutes - September made the motion 13, 1982 Page 3 Revenue Sharing. It will be held September at 1:00. 27 at 7:00 P.M. Supervisor Miller also stated if the school district gets a"def- inite proposal on the school, a public hearing will be held the same evening as the Revenue Sharing hearing. The School District will let the Board know about this proposal this week. Supervisor Miller mentioned made the motion a road tour is needed. This will be held September 26 at 1:00. and carried by Meeting of five ayes and place will be the Town Barns. Supervisor Miller reported the new stove and refrigerator pur- chased for the Town Hall were made possible by a fund set up years ago. The grange had a scrap drive years ago and the money made from this was put into a Danby Town Scrap Fund. Marvel Hatfield had control of this fund and agreed to pay for the stove and re- frigerator with this money. Tables for the Senior Citizens will also be purchased with the remaining money in this fund. General Fund Warrant #9 in the amount of $3233.92 was approved to be paid. Motion made by Councilperson Dorothy Roberts and sec- onded by Councilperson Mary Oltz and carried by a vote of five ayes and no. noes. Highway Fund Warrant #9 in the amount of $7666.94 was approved to be paid. Motion made by Councilman Ted Merritt and seconded by Supervisor Mildred Miller and carried by a vote of five ayes and no nows. Roy Hornbrook asked if the Chips money received will be used for maintenance. Supervisor Miller said it is already bei" used in the DR Account. He also asked if he could have a balande total of what is left in the DR account. Councilman Ted Merritt made the motion to accept the Supervisor's reports as presented. Motion seconded by Councilperson Mary Oltz and carried by a vote of five ayes and no noes. Councilperson Sylvia Hiney made the motion that the adjourned at 9:25 P.M. and seconded by Councilperson Carried by a vote of five ayes and no noes.
