HomeMy WebLinkAboutMN-CCCOW-2018-05-30COMMON COUNCIL PROCEEDINGS CITY OF ITHACA, NEW YORK Committee of the Whole Meeting 6:00 p.m. May 30, 2018 PRESENT: Mayor Myrick Alderpersons (7) Brock, McGonigal, Murtagh, Nguyen, Gearhart, Kerslick, Lewis OTHERS PRESENT: City Clerk – Conley Holcomb City Attorney – Lavine Deputy Director of Planning & Development Director – Nicholas City Planner Kusznir Community Development Director – Bohn EXCUSED: Alderpersons (3) Fleming, Mohlenhoff, Smith SPECIAL ORDER OF BUSINESS: Deputy Director of Planning and Development Nicholas led a round of introductions of the project team for the Chain Works District Project:  Adam Walters, Counsel to the City for Chain Works EIS, Phillips Lytle  Jamie Gensel, Fagan Engineers  Paul Sylvestri, Counsel to Project Sponsor, Harter, Secrest & Emery LLP. The former Emerson property is a 95 acre site located in both the Town of Ithaca and City of Ithaca. Jamie Gensel made a presentation on the proposed Chain Works District project that included a conceptual site layout for a Mixed Use District that would include residential, commercial and industrial spaces. The project as proposed includes a LEED neighborhood development design that will include pedestrian, bicycle, and transit access to the Commons and the southwest business district. Paul Sylvestri presented information on the environmental status of project. He stated that the project’s objective is to redevelop the former industrial site for mixed use development in a manner safe for public health and the environment. His presentation included Unchained Properties’ role and approach to the project as well as:  A map and data on cumulative testing locations  An overview of site data – the location and type of contamination found  Proposed soil cleanup objectives  Interim remedial measures  Storm water management  The New York State Department of Environmental Conservation process  Site management: protecting health and the environment into the future Adam Walters, reviewed the necessary approval processes from this point including:  The SEQR Process – the Lead Agency is the City of Ithaca Planning Board (FEIS and Finding Statement)  The Rezoning Process – the responsible agency is Common Council (PUD and Finding Statement)  NYSDEC Amendment of Consent Order A question and answer session with Common Council members followed regarding the contamination remediation and proposed residential uses.
