Mr. Walpole moved to accept minutes of previous meeting as mailed. Seconded by Mr. Heffron. Ayes - Walpole, Sovocool, Heffron, Rankin Claims #268 to 306 of the Highway Department and #247 to 303 of the General Fund were presented for audit. Mr. Walpole moved that the bills be paid and the Clerk instructed to draw the warrant for them. Seconded by Mr. Heffron. Ayes - Walpole, Sovocool, Heffron, Rankin Moved by Mr. Walpole to appoint Mr. William Conner as Custodian. Seconded by Mr. Heffron. Ayes - Walpole, Sovocool, Heffron, Rankin Appointing a constable was tabled until next month for further investigation. Mr. Gordon Hoy, Chairman of Appeals Board, reported no activity for the previous month, ' Mr. Robert Brown, Zoning Officer, submitted a letter of activities for the previous month with a total of 34 permits issued. Accepted by the Board. Action on appointing Teresa Robinson as Supervisor was to be discussed with her before taking action. Mr. Walpole reported on meeting he attended regarding LVRR totaling three acres. County made purchase offer of $4600 to LVRR. Shortlines Railways is interested. More information will be available around the first of the year. Consultant doing survey. As of December 15, 1977, railroad service to Baker - Miller Lumber will be discontinued. Door is still open - -will wait for more information. Board meeting recessed at 8 :10 P.M. for Preliminary Budget Hearing. Board meeting reopened at 8:37 P.M. Mr. Walpole moved to table appointing Teresa as Supervisor for another month. Seconded by Mr. Sovocool. Pierson Town Clerk NOVEMBER 19, 1977 - MINUTES OF SPECIAL TOWN BOARD MEETING HELD AT 9:00 A.M. Those present were: Verl Rankin, Deputy Supervisor Robert Walpole, Town Justice Ellard L. Sovocool, Councilman Arland Heffron, Town Justice Benjamin Bucko, Town Attorney Also present were: Teresa Robinson, Leland Cornelius, Gordon VanBenschoten, Mary Evelyn Dempsey The Town Board reviewed Preliminary Budget to see if there was any way to lower tax rate. Since we were notified yesterday at 5:00 P.M. that the Railroad property in the Town and Village was tax exempt, thus lowering our assessment valuation -- which tax rate was originally based on for the Preliminary Budget -- the Board felt we would have to absorb loss and could not lower budget or tax rate. Consequently, the following resolution was made: RESOLUTION NO. 300 _ ADOPT PRELIMINARY BUDGET FOR 1978 Moved by Mr. Benjamin Bucko, Seconded by Mr. Gordon VanBenschoten Ayes - Walpole, Sovocool, Heffron, Rankin RESOLVED THAT, the Preliminary Budget as compiled at the rates of $7.46 inside and $5.33 outside (Up $.92 and $1.63 respectively) be adopted as the Annual Budget for the Town of Groton for the year 1978. Mr. Heffron moved that the Board appoint James J. Allen of 172 Cayuga Street as Constable. Seconded by Mr. Walpole. All would be Paying same rate. Cdr, Walpole also discussed a proposal of 2o unit, one or two bedroom, apartment houses on the 1.7 acres next to Sam Sill's Garage (5 bldgs. = 4 units bldg, ). Private Corporation which is taxable. Would accommodate anyone ineluding some of the 52 Senior Citizens waiting to get into Senior Citizen Oornplex which is not taxable. Major pz'oblem is Flood Zone whxoh Farmers Marne'would probably go along with in funding. Mr. Rankin moved that the Board appoint Teresa Robinson as Supervisor to take affect immediately. Mr. Walpole moved that all Town Mail with `s 0o m of Groton or Supervisor noted in address be forwarded to Town of Groton. A letter notifying Post Office of same will be sent by Clerk. Mr. Heffrcn moved to authorize Supervisor to attend Convention of Supery -lsors and County Legislatures in Niagara Falls on January 2 -25, 1978. Seconded, by Mr. Walpole. Discussed disposition of obsolete voting screen8. Board gave approval to dispose of. Discussed inventory of assets to be started in January, 1978. What effects will this inventory at purchase price have on insurance? Briefly discussed updating fee schedule for Town Clerk's use in supplying material, certification, photocopies, etc. to individuals.
