CITY OF ITHACA CIVIL SERVICE COMMISSION PUBLIC HEARING
Pursuant to Section 20 of the New York State Civil Service Law, the City of Ithaca Civil Service
Commission will hold a public hearing on Wednesday, April 4, 2018 at 11:30 am in the 2nd
floor conference room, City Hall, 108 East Green Street, Ithaca NY, 14850, for the purpose of
amending the City of Ithaca Civil Service Rules by adding the position of Working Supervisors
– Building Services to the non-competitive class and by deleting the position of Working
Supervisors – Building and Grounds from the non-competitive class.
All interested parties and citizens for or against the adoption of these changes to the Rules are
invited to attend and be heard.

Resolution for Amendment to Appendix B (Non-Competitive Positions)
of the City of Ithaca Civil Service Rules
At a meeting of the Ithaca Civil Service Commission held on April 4, 2018, the following
resolution was adopted:
WHEREAS, the Ithaca Civil Service Commission deems it necessary to make certain
changes to the Appendices of the City of Ithaca Civil Service Rules; and
WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a
public hearing on April 4, 2018 for the purpose of amending Appendix B (Non-
Competitive Positions) of the City of Ithaca Civil Service Rules by amending the title of
Working Supervisors – Building and Grounds to its newly revised title of Working
Supervisors – Building Services, and
WHEREAS, the Ithaca Civil Service Commission took public comment on the proposed
amendment into consideration, and
WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment,
NOW, THEREFORE, BE IT
RESOLVED, that subject to the approval of the State Civil Service Commission, the title
of Working Supervisors – Building Services be added to Appendix B (Non-Competitive
Positions) of the City of Ithaca Civil Service Rules, and be it further
RESOLVED, that subject to the approval of the State Civil Service Commission, the title
of Working Supervisors – Building and Grounds be deleted from Appendix B (Non-
Competitive Positions) of the City of Ithaca Civil Service Rules.

We attest that this resolution and supporting documents have been reviewed by this
Commission and are complete and accurate. We have determined that the request(s)

POLICE CHIEF
DISTINGUISHING FEATURES OF THE CLASS: This is the principal administrative position of the
Police Department. The work involves complete charge and responsibility for all police functions, and
requires exceptional ability to plan and direct law enforcement activities on a large scale. Responsibility
is involved for seeing that recruits are thoroughly trained and that high standards are maintained.
General direction is received from the Mayor. The work is reviewed through conferences and reports.
General supervision is exercised over the activities of all subordinate members of the police force.
Does related work as required.
TYPICAL WORK ACTIVITIES:
Makes minor rules and issues orders as are not inconsistent with the state law and local ordinances;
Assigns officers to posts;
Reviews activities and reports of officers;
Enforces disciplinary measures when necessary;
Assures that recruits and regular officers receive adequate training in police methods and procedures;
Supervises the activities of the police force at all serious fires, riots, and other large assemblages;
Oversees the preparation of reports for the Mayor, State Police Department and the Federal Bureau of
Investigation;
Reports on the condition and needs of the department to the Mayor and Police Commissioners;
Directs the investigation of major criminal offenses;
Prepares budget estimates;
Directs budget control and financial operations of the department;
Delivers speeches on safety and other law enforcement problems.
FULL PERFORMANCE, KNOWLEDGES, SKILLS, ABILITIES, PERSONAL CHARACTERISTICS:
Comprehensive knowledge of police administration and of police methods; thorough knowledge of
scientific methods of crime detection and criminal identification; thorough knowledge of controlling laws
and ordinances; demonstrated ability to lead and direct the activities of Police Officers; ability to
maintain cooperative relationships with other City officials and with the general public; ability to
successfully work with and serve a diverse local community; high social intelligence; resourcefulness
and sound judgment in emergencies; demonstrated integrity; tact; physical condition commensurate
with the demands of the position.

MINIMUM QUALIFICATIONS:
Graduation from high school or possession of a high school equivalency diploma and seven (7)
years of progressively responsible law enforcement experience, at least two (2) years of which
must have been at or above the second-line supervisory level.
NOTE: “Second-line” supervision refers to the second level of supervisory authority in an
agency. For the purpose of these qualifications, it must include the supervision of supervisory
law enforcement officers. In the Ithaca Police Department, for example, it would equate to the
level of Police Lieutenant. Second-line supervisory experience must have been gained through
an actual appointment into a second-line supervisory position. “Acting” or “out-of-title”
second-line supervisory experience is not qualifying experience.

DEPUTY POLICE CHIEF
DISTINGUISHING FEATURES OF THE CLASS: This is an important administrative position
involving responsibility for assisting the Police Chief in supervising, directing and coordinating the work
of all units of the Police Department, including scheduling. The work is performed under the general
direction of the Police Chief in accordance with the plans, policies and objectives outlined by him. The
work also entails, in a large measure, responsibility for the quality of performance of the members of
the police force. Does related work as required.
TYPICAL WORK ACTIVITIES:
Assists the Police Chief in planning and directing the activities of the department;
Takes charge of the department in the absence of the Police Chief;
Investigates any complaint or charge of laxity or misconduct in the performance of duties of any
member of the police force;
Makes periodic inspections of the activities and records of the Police Department;
Has charge of police training, and conducts regular classes for members of the force;
Assists in planning the distribution of police strength to assure maximum police coverage;
Holds regular staff conferences;
Assigns tasks to subordinates and reviews operations;
Prepares reports of police activities;
Participates in labor negotiations as a member of the management team;
Identifies training needs of officers;
Coordinates departmental and individual officer training activities;
Assists the Police Chief in facilitating department/community relations;
Responsible for the ongoing workforce evaluation process;
Responsible for the development and ongoing operations of special units;
May provide assistance to persons with disabilities in reaching less accessible areas of City facilities.
May Aacts for and in place of the Police Chief as assigned.

POLICE LIEUTENANT
DISTINGUISHING FEATURES OF THE CLASS: This is an important law enforcement position
involving responsibility, under the direction of higher-ranking superiors, for supervising the operation of
the Police Department during an assigned period, or for supervising a Unit of the Police Department,
according to established procedures and policies outlined by the Police Chief. Responsibility is
involved for assigning Officers to their posts, evaluating their work performance, and instructing them in
new and improved police methods. Direct supervision is exercised over the work of Police Sergeants,
Police Officers and civilian personnel employed by the Police Department. Does related work as
required.
TYPICAL WORK ACTIVITIES:
Directs the activities of patrol forces and headquarters staff during an assigned period;
Assigns tasks to subordinates and reviews operations;
Develops training programs, conducts training sessions and gives instructions to subordinate officers as
to methods of correcting faults;
Directs raids and makes arrests;
Directs police activities at riots, serious crimes, fires and unusual disorders;
Investigates complaints regarding activities of the Police Department;
Takes charge of department in the absence of a Captain, the Deputy Chief and the Police Chief;
Dispenses information to the public regarding departmental policies and methods;
Keeps records, answers correspondence and prepares reports;
May be assigned to supervise operation of a Platoon or a Division of the Police Department.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES, PERSONAL CHARACTERISTICS:
Thorough knowledge of approved practices of police work; thorough knowledge of controlling laws and
ordinances; thorough knowledge of the geography of the city; familiarity with the operation of radio and
teletype equipment; ability to lead and direct subordinate officers; ability to deal courteously but firmly
with the public; ability to successfully work with and serve a diverse local community; good judgment;
good observation; tact; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS:
Graduation from high school or possession of a high school equivalency diploma and two (2)
years of supervisory law enforcement experience.
A. Two years of satisfactory permanent service as a Police Sergeant.
B. Notwithstanding the provisions of any other section of the law, general, special or local, in political
subdivisions maintaining a police department serving a population of one hundred fifty thousand or
less, no person shall be eligible for appointment nor shall he or she be appointed to any rank above
the rank of Police Officer unless he or she has been appointed a Police Officer from an eligible list
established according to merit and fitness as provided by section six of article five of the constitution
of the state of New York or has previously served as a member of the New York State Police.

Commissioner Abrams called the meeting to order at 11:45 am.
APPOINTMENT OF ACTING CHAIR
Commissioner Thompson made a motion to appoint Commissioner Abrams as Acting
Chair of the meeting. Seconded by Commissioner Abrams. Motion carried 2-0.
ELECTION OF CHAIRPERSON
Commissioner Abrams made a motion to elect Commissioner Richardson as Chairperson
of the Civil Service Commission. Seconded by Commissioner Thompson. Motion carried
2-0.
APPROVAL OF MINUTES
Commissioner Abrams made a motion to approve the minutes of the December 13, 2017
meeting. Seconded by Commissioner Thompson. Motion carried 2-0.
DELEGATION OF FUNCTIONS TO CIVIL SERVICE COMMISSION EXECUTIVE
SECRETARY
Commissioner Thompson made the following motion:
WHEREAS, the Ithaca Civil Service Commission, at its annual organizational meeting held
on January 10, 2018, has reviewed the functions and responsibilities of the Commission
and the Executive Secretary and has determined that certain functions may be carried out
more efficiently and effectively by the Executive Secretary.
NOW, IT IS RESOLVED, that the Executive Secretary of the Ithaca Civil Service
Commission be delegated and is authorized to carry out the following functions on behalf
of the Ithaca Civil Service Commission:
Certify payrolls;
Approve and/or disapprove permanent, provisional and other temporary
appointments to competitive class positions;
Approve and/or disapprove appointments to non-competitive, labor and exempt
class positions;

Approve and/or disapprove personnel transactions including, but not limited to,
appointments, promotions, demotions, resignations, retirements, lay-offs, removals,
transfers, reinstatements, leaves of absence, and suspensions;
Manage and administer the examination process including, but not limited to,
ordering examinations, preparing and issuing exam announcements, ordering exam
materials, receiving and securing exam materials, approving and disapproving
requests for alternate test dates or testing accommodations, administering
examinations to candidates, calculating and awarding seniority points, and
receiving and processing exam results;
Manage eligible lists including, but not limited to, certifying eligibles for appointment,
canvassing eligible lists, and restricting or reinstating candidates from or to eligible
lists;
Approve and/or disapprove applications for examination, employment or promotion;
Determine eligibility for transfer or reinstatement, within the parameters set forth in
NYS Civil Service Law and the City of Ithaca Civil Service Rules;
Establish qualifications for promotional examinations;
Approve and/or disapprove claims for veterans and disabled veterans credits;
Review and recommend classification of positions;
Maintain and manage roster records, personnel files, and other employment
records;
Prepare, maintain and manage the official records of the Ithaca Civil Service
Commission, including meeting agendas, meeting minutes, job descriptions, duties
statements, examination records, eligible lists, and annual reports;
Prepare and maintain the City of Ithaca Civil Service Rules.
AND BE IT FURTHER RESOLVED, that the Ithaca Civil Service Commission reaffirms the
appointment of Deputy Director of Human Resources Valerie Saul as its Executive
Secretary.
Seconded by Commissioner Abrams. Motion carried 2-0.
NEW BUSINESS
New Position Duties Statement: DPW – Building and Grounds Maintenance Worker
The Commission reviewed and discussed a New Position Duties Statement from the
Department of Public Works. Commissioner Thompson made a motion to classify the
position as Buildings and Grounds Maintenance Worker. Seconded by Commissioner
Abrams. Motion carried 2-0.
Update of Job Description and Addition of Special Requirements: Forestry
Technician
The Commission reviewed and discussed proposed updates to the Forestry Technician
job description. The changes update the daily tasks and activities of the position; they do
not change the overall scope or nature of the position. Additionally, candidates will be
required to obtain two job-related certifications within one year of appointment. The
special requirements will read as follows:

“SPECIAL REQUIREMENTS:
1. Possession of a valid New York State Class D driver license or a valid driver license
equivalent to a New York State Class D driver license at the time of appointment
and maintenance of said license for the duration of employment.
2. Candidates must obtain a Certified Arborist certification issued by the International
Society of Arboriculture within twelve (12) months of the date of appointment and
must maintain said certification for the duration of employment.
3. Candidates must obtain a Commercial Pesticide Technician License issued by the
New York State Department of Environmental Conservation within twelve (12)
months of the date of appointment and must maintain said certification for the
duration of employment.”
Commissioner Abrams made a motion to update the Forestry Technician job description
and amend the special qualifications as proposed. Seconded by Commissioner
Thompson. Motion carried 2-0.
Update of Job Descriptions and Revision of Minimum Qualifications: School Lunch
Director and School Lunch Manager
The Commission reviewed and discussed proposed updates to the School Lunch Director
and School Lunch Manager job descriptions. The updates bring the job descriptions into
alignment with the model job descriptions recommended by the NYS Department of Civil
Service that meet the current USDA regulations. The new minimum qualifications will be
as follows:
School Lunch Director:
“MINIMUM QUALIFICATIONS:
A. Graduation from a regionally accredited or New York State registered college or
university with a Bachelor's Degree in Food Service Management, Institutional Food
Management, Food and Nutrition, Dietetics, Restaurant Management, Hospitality
Management, Family and Consumer Sciences, Nutrition Education, Culinary Arts or a
closely related field with similar course curriculum and two (2) years of full-time paid
experience, or its part-time paid equivalent, in large scale food service management;
or
B. Graduation from a regionally accredited or New York State registered two-year
college with an Associate's Degree in Food Service Management, Institutional Food
Management, Food and Nutrition, Dietetics, Restaurant Management, Hospitality
Management, Family and Consumer Sciences, Nutrition Education, Culinary Arts or a
closely related field with similar course curriculum and four (4) years of full-time paid
experience, or its part-time paid equivalent, in large scale food service management,
at least two (2) years of which must have been in a school or child nutrition program;
or

C. An equivalent combination of training and experience as defined by the limits of (A)
and (B) above.”
School Lunch Manager:
“MINIMUM QUALIFICATIONS:
A. Graduation from a regionally accredited or New York State registered four-year
college or university with a Bachelor's Degree with specialization in Food Service
Management, Institutional Food Management, Food and Nutrition, Dietetics,
Restaurant Management, Hospitality Management, Family and Consumer Sciences,
Nutrition Education, Culinary Arts or a closely related field with similar course
curriculum; or
B. Graduation from a regionally accredited or New York State registered two-year
college with an Associate's Degree in Food Service Management, Institutional Food
Management, Food and Nutrition, Dietetics, Restaurant Management, Hospitality
Management, Family and Consumer Sciences, Nutrition Education, Culinary Arts or a
closely related field with similar course curriculum and two (2) years of full-time paid

D. An equivalent combination of training and experience as defined by the limits of (A),
(B) and (C) above.”

The Commission reviewed and discussed a New Position Duties Statement from the
Department of Public Works (Ithaca Area Wastewater Treatment Facility). Commissioner
Abrams made a motion to classify the position as Maintenance Worker. Seconded by
Commissioner Thompson. Motion carried 2-0.
New Position Duties Statement and Adoption of Job Description: DPW – Senior
Wastewater Treatment Plant Operator (2 positions)
The Commission reviewed and discussed a New Position Duties Statement from the
Department of Public Works for two new positions at the Ithaca Area Wastewater
Treatment Facility, and the proposed job description for Senior Wastewater Treatment
Plant Operator. Commissioner Abrams made a motion to classify both positions as Senior
