Approval of Personnel Transactions Jurisdiction: Ithaca City School District Jurisdictional Class: Competitive Adopted: 10/12/82 Revised: 10/11/17 LIBRARY CLERK DISTINGUISHING FEATURES OF THE CLASS: The work involves the performance of clerical duties necessary for the proper organization and distribution of library materials. The work is performed under general supervision allowing for the exercise of independent judgment in carrying out the details of the work. Detailed instructions are given for new or difficult assignments. The work is performed under the general supervision of the building principal or other assigned school district administrator. Does related work as required. TYPICAL WORK ACTIVITIES: Uses an automated library system for Serves at the circulation desk issuing, renewing and receiving library and instructional technology materials; Assists students with inquiries about digital resource management and library materials and their location; Makes minor repairs on instructional technology and books, magazines, and other materials; Provides Tier 1 instructional technology troubleshooting and support; Maintains and facilitates the student mobile device program, including coordinating repairs with the technology department, conducting minor repairs, contacting students and running the student loaner program; Facilitates the interlibrary loans for the library; Shelves all library materials; magazines and books and inspects shelves to maintain proper catalog order; Maintains and tidies library shelving and space; Helps select or make recommendations for new books to add to library circulation; Selects and orders new books and text books based on library needs, teachers' and students' requests; Processes all new books by using the automated library system and physically preparing books for circulation; preparing call numbers, catalog cards, shelf lists, pockets, book cards and jackets; Uses automated library system to generate library system reports, maintain records, process new books and monitor inventory; Maintains and directs the overdue process system for library materials; Files card catalog cards, overdue notices, magazines, shelf list cards, supply catalogs, and other materials; Maintains an inventory of books and library supplies; Sets up displays of books, projects and other materials; Coordinates the ordering, distribution and usage of films and audio-visual equipment; Works with students to help facilitate access to library information systems, resources and instructional technology tools; May assist students and/or teachers with instructional technology tools; May set up audio-visual equipment such as film projectors, video cassettes, etc.; May make minor repairs and/or adjustments of the audio-visual equipment; May type book cards, pockets, catalog cards, records and book orders; May assist students and/or teachers in the use of audio-visual equipment. FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES, PERSONAL CHARACTERISTICS: Working knowledge of office terminology, procedures and equipment as applied to library clerical work; ability to understand and follow oral and written instructions; ability to work with instructional technology tools and technological systems; ability to write legibly; ability to get along well with others; physical condition commensurate with the demands of the position. Jurisdiction: City of Ithaca Jurisdictional Class: Competitive Adopted: 10/13/81 Revised: 06/15/93, 05/19/97, 04/06/05, 09/15/10, 10/11/17 Titled as Chief Inspector of Plumbing from 04/06/05 to 10/11/17 PLUMBING INSPECTOR DISTINGUISHING FEATURES OF THE CLASS: This is a public officer position responsible for the inspection of all plumbing work within the City of Ithaca as authorized and defined in Section C-60 of the City of Ithaca Charter, Sections 146-4 and 146-24 of the City of Ithaca Administrative Code, and Sections 48 and 49 of the New York State General City Law, and the New York State Uniform Fire Prevention and Building Code. The Plumbing Inspector inspects private and public plumbing installations, and installations to municipal water distribution and wastewater collection systems, to ensure compliance with national, state and local codes. The incumbent also examines and approves plans and specifications for plumbing and drainage installations and alterations, issues permits, investigates complaints and is responsible for the daily administration of plumbing licenses. The Plumbing Inspector also serves on the municipal Board of Examining Plumbers and, in this capacity, drafts policies, procedures and legislation for review and adoption by the Board. The work is performed under the administrative direction of the Board of Examining Plumbers with extensive leeway allowed for the exercise of independent judgment in carrying out the details of the work. Administrative supervision is provided by the Assistant Superintendent of Public Works (Water and Sewer) Director of Code Enforcement. Does related work as required. TYPICAL WORK ACTIVITIES: Inspects all phases of plumbing installation in private and public buildings including underground and above ground inspections; Inspects grease trap installations, backflow prevention device installations, private manhole or sewage ejector installations and large water meter installations; Reviews and comments on architectural, mechanical and plumbing installation plans and designs and approves or disapproves the plans and designs; Reviews and comments on plans and designs of connections to the municipal water distribution system and/or the municipal wastewater collection system; Takes measurements, calculates water demands and wastewater flows, and determines proper pipe sizes and configurations relative to applications for connections to the water and wastewater systems; Approves or disapproves applications for water/wastewater connections; Maintains files for all applications and permits for all water and sewer connections and ensures compliance and accuracy in the reporting and dissemination of information relative to these permits; Enforces state and local codes relative to plumbing installations and water and wastewater connections including providing an explanation of the violation, prescribing a course of corrective action, arbitrating disputed interpretations, providing follow-up inspection to ensure violations have been corrected, and approving or disapproving the corrections; Reviews site plans and engineering reports relative to the installation of devices to prevent cross- contamination of the water supply, approves or disapproves plans, prepares reports and sends reports to the local health department for final approval; Inspects approved installations of cross-contamination prevention devices subsequent to their initial installation and annually thereafter; Reviews the design and implementation of grease removal systems, inspects installations, enforces violations to local sewer use ordinances and recommends and follows up on corrective action; Serves as a member of the Board of Examining Plumbers formulating plumbing rules, licensing and re- licensing plumbers, writing policy statements, drafting legislation and preparing and administering master plumber examinations; Coordinates work activities with City building code inspectors, outside inspectors and other public works employees. Plumbing Inspector Page 2 FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES, PERSONAL CHARACTERISTICS: Thorough knowledge of codes, rules, regulations and ordinances relative to the installation of plumbing and connections to water transmission/distribution systems and connections to a wastewater collection system including codes, rules, regulations and ordinances relative to cross- contamination prevention; thorough knowledge of modern practices, principles, materials and tools used in the plumbing trade; good knowledge of the principles and methods of field inspection; working knowledge of municipal geography; working knowledge of modern office terminology, procedures, equipment and business English; ability to read and interpret architectural and engineering drawings blueprints, surveys, maps, plans and specifications; ability to enforce, codes, ordinances and regulations with firmness and tact; ability to understand and interpret complex oral instructions and/or written directions; ability to organize and maintain accurate records and files; ability to analyze and organize data and prepare records and reports; ability to communicate effectively both orally and in writing; ability to perform close, detail work involving considerable visual effort and concentration; ability to successfully work with and serve a diverse local community; physical condition commensurate with the demands of the job. MINIMUM QUALIFICATIONS: Either: (a) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate’s degree in construction technology, engineering technology, or closely related field that included 3 semester credit hours in mechanical drawing or drafting and ten (10) eleven (11) years of full-time paid experience, or its part-time paid equivalent, as a journey or higher-level plumber, at least one (1) year of which shall have been as a master plumber; or (b) Graduation from high school or possession of a high school equivalency diploma including or supplemented by one (1) year of mechanical drawing or drafting and ten (10) eleven (11) years of experience as defined in (a), at least one (1) year of which shall have been as a master plumber; or (c) An equivalent combination of training and experience as defined by the limits of (a) and (b). SPECIAL REQUIREMENTS: (a) Applicants must obtain a Master Plumber's license and certification from the NYS Department of Health as a back flow prevention tester within one year of appointment. (b) Possession of a valid New York State Class D driver license or a valid driver license equivalent to a New York State Class D driver license at the time of appointment and maintenance of said license for the duration of employment. (c) Incumbents in this position must successfully complete the prescribed training programs established by the NYS Division of Building Standards and Codes Fire Administrator and the NYS Firefighting and Code Enforcement Personnel Standards and Education Commission and acquire certification as a Code Enforcement Official within eighteen months of permanent appointment. In addition, incumbents must attend and complete the continuing education course in the field on an annual basis. CIVIL SERVICE COMMISSION Regular Meeting July 12, 2017 Commissioners Present: Commissioner Richardson Commissioner Abrams Excused: Commissioner Thompson Staff Present: Valerie Saul (Deputy Director of Human Resources) Commissioner Richardson called the meeting to order at 11:55 am. APPROVAL OF MINUTES Commissioner Abrams made a motion to approve the minutes from the June 14, 2017 meeting. Seconded by Commissioner Richardson. Motion carried 2-0. NEW BUSINESS Revision of Minimum Qualifications: Supervisor of Water and Sewer Operations The Commission reviewed a proposed revision to the minimum qualifications for Supervisor of Water and Sewer Operations. The revision allows college degrees in relevant fields of study to be substituted for a portion of the required work experience. The revised minimum qualifications will read as follows: “MINIMUM QUALIFICATIONS: A. Graduation from a regionally accredited or New York State registered four year college or university with a Bachelor's degree in Construction Technology, Civil Engineering or a closely related field with similar course curriculum and two (2) years of full-time paid supervisory experience, or its part-time paid equivalent, in the installation, maintenance and repair of water mains, valves, hydrants and other components of a water distribution system, or in the construction, maintenance and repair of wastewater collection systems; or B. Graduation from a regionally accredited or New York State registered two year college with an Associate's degree in Construction Technology, Engineering Technology or a closely related field with similar course curriculum and four (4) years of full-time paid experience, or its part-time paid equivalent, in the installation, maintenance and repair of water mains, valves, hydrants and other components of a water distribution system, or in the construction, maintenance and repair of wastewater collection systems, at least two (2) years of which shall have been in a supervisory capacity; or C. Graduation from high school or possession of a high school equivalency diploma and six (6) years of full-time paid experience, or its part-time paid equivalent, in the installation, maintenance and repair of water mains, valves, hydrants and other components of a water distribution system, or in the construction, maintenance and repair of wastewater collection systems, at least two (2) years of which shall have been in a supervisory capacity.” Civil Service Commission July 12, 2017 Page 2 Commissioner Richardson made a motion to revise the minimum qualifications as proposed. Seconded by Commissioner Abrams. Motion carried 2-0. Update of Job Description: Environmental Engineer The Commission reviewed proposed updates to the Environmental Engineer job description. The updates reflect the position’s responsibilities as the City’s Stormwater Management Officer. The updates do not change the overall scope or nature of the position. Commissioner Richardson made a motion to update the Environmental Engineer job description as proposed. Seconded by Commissioner Abrams. Motion carried 2-0. Residency Requirements for Exams The Commission reviewed a proposal from the Human Resources Department to permanently expand the residency requirement for a number of specialized positions that have consistently required residency waivers over the past decade. The proposed changes are as follows: Expand to contiguous county residency requirement: Housing Inspector Laboratory Technician Expand to New York State residency requirement: The following code enforcement positions: Building Inspector, Chief Inspector of Plumbing, Code Inspector, Electrical Inspector, Housing and Land Use Supervisor, Housing Code Supervisor, Senior Code Inspector, Senior Plan Examiner All electrical positions All GIS positions Laboratory Director Watershed Coordinator No residency requirement: All positions represented by the City Executive Association After discussion, Commissioner Richardson made a motion to amend the Residency Requirements for Civil Service Examinations as noted above. Seconded by Commissioner Abrams. Motion carried 2-0. Revision of Special Requirement – Electrician The Commission reviewed and discussed a proposed amendment to the requirement that Electricians obtain their City Electrician license within one year. Due to the infrequency of the licensing exam, the Supervisor of Electrical Services has requested that Electricians be allowed up to two years to obtain their City Electrician licenses. Commissioner Abrams made a motion to amend the Electrician special requirements to read as follows: Civil Service Commission July 12, 2017 Page 3 “SPECIAL REQUIREMENTS: 1. Candidates must obtain certification from the City of Ithaca as a Licensed Electrician within twenty-four (24) months of appointment and must maintain said certification for the duration of employment. 2. Candidates must obtain a New York State Class B Commercial Driver License (CDL) or a valid Commercial Driver License equivalent to a New York State Class B Commercial Driver License within twelve (12) months of appointment and must maintain said license for the duration of employment.” Seconded by Commissioner Richardson. Motion carried 2-0. New Position Duties Statement: Youth Bureau – Recreation Program Assistant The Commission reviewed and discussed a New Position Duties Statement from the Youth Bureau. Commissioner Richardson made a motion to classify the position as Recreation Program Assistant. Seconded by Commissioner Abrams. Motion carried 2-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Abrams. Motion carried 2-0.
