Approval of Personnel Transactions CIVIL SERVICE COMMISSION Regular Meeting June 14, 2017 Commissioners Present: Commissioner Richardson Commissioner Thompson Excused: Commissioner Abrams Staff Present: Valerie Saul (Deputy Director of Human Resources) Commissioner Richardson called the meeting to order at 12:10 pm. APPROVAL OF MINUTES Commissioner Richardson made a motion to approve the minutes from the May 3, 2017 meeting. Seconded by Commissioner Thompson. Motion carried 2-0. NEW BUSINESS Reclassification and Adoption of Job Description: Ithaca Commons Maintenance Supervisor The Commission reviewed and discussed a job classification questionnaire from a Department of Public Works employee and the proposed job description for Ithaca Commons Maintenance Supervisor. Commissioner Thompson made a motion to reclassify the position of Working Supervisor – Parking, Building and Grounds to Ithaca Commons Maintenance Supervisor and adopt the job description as proposed. Seconded by Commissioner Richardson. Motion carried 2-0. Revision of Minimum Qualifications: Assistant Property Manager The Commission reviewed a proposed revision to the minimum qualifications for Assistant Property Manager. The revision allows a Bachelor’s degree in relevant fields of study to be qualifying in lieu of prior work experience. The revised minimum qualifications will read as follows: “MINIMUM QUALIFICATIONS: A. Graduation from a regionally accredited or NYS registered college or university with a Bachelor’s degree in Human Services, Psychology, Sociology, Education, Business Administration, or a closely related field with similar course curriculum; or B. Graduation from a regionally accredited or NYS registered two-year college with an Associate’s degree in Human Services, Psychology, Sociology, Education, Business Administration, or a closely related field with similar course curriculum and two (2) years of full-time paid experience, or its part-time and/or volunteer equivalent, working in a human service or community agency in a capacity involving the provision of direct program services to clientele; or Civil Service Commission June 14, 2017 Page 2 C. Graduation from a regionally accredited or NYS registered two-year college with an Associate’s degree in Human Services, Psychology, Sociology, Education, Business Administration, or a closely related field with similar course curriculum and two (2) years of full-time paid experience, or its part-time and/or volunteer equivalent, working in rental property management or housing placement in a capacity which involves the approval, evaluation or coordination of rental agreements, leases, assessments of habitability or similar work; or D. Graduation from high school or possession of a high school equivalency diploma and four (4) years of full-time paid experience, or its part-time and/or volunteer equivalent, working in a human service or community agency in a capacity involving the provision of direct program services to clientele; or E. Graduation from high school or possession of a high school equivalency diploma and four (4) years of full-time paid experience, or its part-time or volunteer equivalent, working in rental property management or housing placement in a capacity which involves the approval, evaluation or coordination of rental agreements, leases, assessments of habitability or similar work; or F. An equivalent combination of training and experience as defined by the limits of (A) through (E) above.” Commissioner Richardson made a motion to revise the minimum qualifications as proposed. Seconded by Commissioner Thompson. Motion carried 2-0. Revision of Special Requirements – Lifeguard The Commission reviewed and discussed a proposed reduction in the minimum age requirement for Lifeguard to age sixteen (16). The New York State Department of Health permits the employment of sixteen-year-olds as lifeguards, as long as no more than 50% of the employed lifeguards are sixteen years of age. Commissioner Thompson made a motion to amend the Lifeguard special requirements to read as follows: “SPECIAL REQUIREMENTS: 1. Possession of appropriate lifeguard training and cardiopulmonary resuscitation certifications as required by the New York State Sanitary Code at the time of appointment and maintenance of said certifications for the duration of employment. 2. Must be at least sixteen (16) years of age to be eligible for appointment.” Seconded by Commissioner Richardson. Motion carried 2-0. New Position Duties Statement: Ithaca City School District – Senior Typist The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District. Commissioner Thompson made a motion to classify the position as Senior Typist. Seconded by Commissioner Richardson. Motion carried 2-0. Civil Service Commission June 14, 2017 Page 3 EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Thompson. Motion carried 2-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Thompson made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Richardson. Motion carried 2-0. Seconded by Commissioner Thompson. Motion carried 2-0. Deputy Police Chief #74-083 (2 years) Entry Level Water and Wastewater Treatment Plant Operations #2017-6 (1 year) Firefighter #66-656 (1 year) Police Chief #69-269 (1 year) Addition of Candidates to Continuous Recruitment Eligible Lists Commissioner Thompson made a motion to add candidates to the continuous recruitment eligible lists. Seconded by Commissioner Richardson. Motion carried 2-0. Approval of Personnel Transactions Commissioner Richardson made a motion to approve the Personnel Transactions. Seconded by Commissioner Thompson. Motion carried 2-0. The next Civil Service Commission meeting will be held Wednesday, July 12, 2017 at 11:30 am. With no further business, the meeting was adjourned at 12:54 pm.
