HomeMy WebLinkAboutBudget Meeting Minutes 2017-10-25 BUDGET COMMITTEE OF THE WHOLE CITY OF ITHACA, NEW YORK Budget Meeting #4 6:00 p.m. 10/25/2017 PRESENT: Alderperson Mohlenhoff – Chair Alderpersons (8): Brock, Fleming, Gearhart, Kerslick, McGonigal, Murtagh, Nguyen, Smith Mayor Myrick EXCUSED: Alderperson Decatur OTHERS PRESENT: Chief of Staff – Cogan Controller – Thayer Deputy Controller – Andrew City Attorney – Lavine City Clerk – Holcomb Director of Human Resources – Michell-Nunn Deputy Director of Human Resources – Saul Manager of Organizational Development – Moskowitz Superintendent of Public Works – Thorne Public Hearing A motion to open the public hearing was made by Alderperson Kerslick, Seconded by Alderperson Smith. The motion passed 9-0. Fay Gougakis spoke about a number of issues Greg Bostwick spoke in support Hangar Theatre funding A motion to close the public hearing was made by Alderperson Brock, Seconded by Alderperson Kerslick. The motion passed 9-0. Discussion of the Mayor’s Budget Alderperson Mohlenhoff called for a motion to take from the table the motion to approve the Mayor’s budget. Budget Committee of the Whole Page 2 10/25/17 A motion to take from the table the motion to approve Mayor’s budget was made by Alderperson Brock, Seconded by Alderperson Kerslick. The motion passed 9-0. There was a discussion with the Attorney’s Office. There was a discussion with the City Clerk about the Department of Public Information and Technology and some recommended changes to the proposed budget to increase fees and begin to accept credit cards. There were brief discussions about the Finance Department and the Mayor’s Office. There was a discussion with the Department of Human Resources, including questions about the proposed request above the Mayor’s budget to make the Health and Safety Coordinator a fulltime position. There was a discussion about capital projects. Council made some additions to the list of potential changes to the budget. Meeting Wrap-up A motion to lay on the table the motion to approve the budget was made by Alderperson Kerslick, Seconded by Alderperson Smith. A vote on the motion resulted as follows: Passed unanimously (9-0). Next Meeting Date October 26, 2016 Adjournment With no further business, the meeting was adjourned at 8:55 p.m.
