HomeMy WebLinkAbout1977-10-0321 method wherein the municipality would be required to reimburse the Labor Department for its actual benefits paid to former employees and charged to the Municipality Account would be the best for the Town of Groton. To elect this option, the Town must advise the Department of Labor before April 30, 1978 that it elected the Benefit Reimbursement option. Mr. Walpole moved that we set aside $2500 for unemployment insurance reserve only, based on the opinion of Hugh Hurlbut. Seconded by Mr. Sovocool. Ayes - Walpole, Sovocool, Heffron Rankin Moved by Mr. Walpole, seconded by Mr. Sovocool, not to put in sidewalk for West Groton Polling Place since it was only a recommendation by the Commissioners of Elections. Ayes - Walpole, Sovocool, Heffron, Rankin Bob Walpole reported on County Planning Board Meeting regarding $750 million Bond Issue with 1 (one) million earmarked for Tompkins County. Five projects were submitted: 1) Bathing area at Buttermilk, 2) Bridge at Treman, 3) Industrial Park on Warren Road, 4) Reynolds Game Farm, and 5) Village of Groton Tennis Court. It was the consensus of opinion that money should be applied to something that would benefit everyone in the county. There being no further business, Mr. Rankin moved for adjournment, seconded by Mr. Sovocool. n Colleen D. Pierson Town Clerk OCTOBER 3, 1977 - MINUTES OF THE TOWN BOARD MEETING HELD AT 7:30 P.M. Those present were: Verl Rankin, Jr., Deputy Supervisor Robert F. Walpole, Town Justice Ellard L. Sovocool, Councilman Arland L. Heffron, Town Justice Benjamin Bucko, Town Attorney Leland Cornelius, Highway Superintendent Also present were: Teresa Robinson, Robert Houston, Claude Holden, Kenneth Wood, Mary,Evelyn Dempsey Mr. Walpole moved to accept minutes after correction to rescind Resolution No. 19 which was superceded by Resolutions No. 24 and 25. Seconded by Mr. Sovocool. Ayes.—Walpole, Sovocool, Heffron, Rankin Claims #242 - 264 of the Highway Department and #225 - 246 of the General Fund were presented for audit. Mr. Walpole moved that the bills be paid and the Clerk instructed to draw the warrant for them. Seconded by Mr. Heffron. Ayes - Walpole, Sovocool, Heffron, Rankin Mr. Rankin appointed Mr. Heffron to see if any schools wanted McLean's voting machine. He will report at the next meeting. Resolution No. 23 - Federal -Aid Rail- Highway Crossing Program Project - will remain as proposed by the Department of Transportation. Appointment of a custodian was tabled until Mr. Walpole & Mr. Sovocool have more information. Appointment of a constable was tabled until next meeting. Moved by Mr. Heffron, seconded by Mr. Walpole to table appointing an interim supervisor until after elections. Ayes - Walpole, Sovocool, Heffron, Rankin Mr. Walpole moved that Teresa Robinsons' resignation as Election Inspector be accepted, with a letter of appreciation for all her years of faithful service. Seconded by Mr. Heffron. Ayes - Walpole, Sovocool, Heffron, Rankin Mr. Sovocool moved to appoint Norma Neville as Election Inspector. Seconded by Mr. Walpole. Rankin It was the consensus of the Board that Chairmans' of the Planning Board and Appeals Board and the Zoning Officer should give the Town Board a summary of happenings each month either in writing or in person at our Town Board Meetings. 22 Town Clerk was authorized to purchase dust mop and two extra heads from Dave Bacon in the amount of $8.00. RESOLUTION NO. 26 TRANSFER ANTI - RECESSION MONEY TO GENERAL FUND Moved by Mr. Walpole, Seconded by Mr. Sovocool Ayes - Walpole, Sovocool, Heffron, Rankin RESOLVED, to allocate $900.00 from Anti- Recession Title II Funds to General Fund for the Deputy Town Clerk. RESOLUTION NO. _ 7 TRANSFER FEDERAL FUNDS TO GENERAL FUND Moved by Mr. Walpole, Seconded by Mr. Heffron Ayes - Walpole, Sovocool, Heffron, Rankin RESOLVED, to transfer $4400.00 from Federal Revenue Sharing Fund to General Fund to pay Town Clerk and Town Attorney salaries. RESOLUTION N0, 28 PAYMENT OF BUDGET NOTE Moved by Mr. Walpole, Seconded by Mr. Sovocool Ayes - Walpole, Sovocool, Heffron, Rankin RESOLVED, to pay First National Bank of Groton for Budget Note in the Amount of $3,723.53 plus 521 per cent interest. RESOLUTION N0, 29 PAY RICHARD DEANGELO FROM BASSOS'UNEXPENDED CONTRACT IN BRIDGE FUND Moved by Mr. Heffron, Seconded by Mr. Walpole Ayes as Walpole, Sovocool, Heffron, Rankin RESOLVED, to pay Richard DeAngelo for Bridge work from Bassos' unexpended contract totalling $900.00 originally allotted to Basso with Basso using $750.00 and leaving $150.00 payable to Mr. DeAngelo. Tentative Budget was filed with the Town Clerk on September 30, 1977. Town Clerk submitted tentative budget to Town Board on October 3, 1977. Moved by Mr. Heffron, seconded by Mr. Rankin, to hold .Public Hearing on Ambulance and Fire Contract on October 26, 1977, at 8:00 and 8015, respectively. Ayes -- Walpole, Sovocool, Heffron, Rankin Moved by Mr. Rankin, seconded by Mr. Walpole to hold Preliminary Budget Hearing on November 9, 1977► at 8 :15 P.M. Ayes - Walpole, Sovocool, Heffron, Rankin Moved by Mr. Rankin, seconded by Mr. Walpole to hold Town Board Meeting on November 9, October 17 1977, at 7:30 P.M. with Tom Payne Ayes - Walpole, Sovocool, Heffron, Rankin Town Board will have a work session on October 10 at 7:30 P.M. and a work session on October 17 at 7:30 P.M. with Tom Payne of the Assessment Division, Mr. Walpole and committee intend to update telephone stickers, check fire extinguishers, chimneys and update Town Directory in one operation as soon as they get a good weekend. Mr. Holden reported briefly on Fall Creek Project. The consensus was that it is creating another agency to control land and take it away from local residents. Ben Bucko will look into and report at next meeting. There being no further business, Mr. Walpole moved for adjournment, seconded by Mr. Sovocool, at 9:00 P.M. Colleen D.
