HomeMy WebLinkAbout1982-07-12L' • TOWN OF DANBY PUBLIC HEARING ON INCLUSION OF'PLANNED DEVELOPMENT OF CHARLES BRUCE JULY 12. 1982 A public hearing was held by the Town Board of the Town of Danby, County of Tompkins and State of New York at the Danby Elementary School, 72 Gunderman Road at 7;30 P.M. on July 12, 1982 as duly advertised in the Ithaca Journal in the July 5, 1982 issue. The purpose of the hearing was to review Mr. Bruce's request to add a motor vehicle and small engine repair service and construct a 30 x 60 foot steel building and give any person or persons de- siring to be heard an opportunity to be heard in favor of or against this inclusion. Board members present: Supervisor Mildred Miller Councilperson Mary Oltz Councilperson Sylvia Hiney Councilperson Dorothy Roberts Councilman Ted Merritt Others present: Doug Gillogily, John & Carol Benjamin, Ed Slights Ed Roberts (Bald Hill Rd.) Donald Graham, Carol & Walt Sczepanski, Paul Smith, Roland Manley, Chuck & Carol Bruce, Roy & Mary Caster - line, Florencs Starr, Frank Darrow, Fred Pampuch. The meeting was called to order at 7:45 P.M. and the notice of publication was read by the Town Clerk. General discussion followed and Donald Graham, Walt Sczepanski, Ed Roberts, Doug Gillogily, John & Carol Benjamin, Roland Manley all said they were in favor of this additon to Bruce's business. The Board will review his plans and Mildred Miller stated that Resolution #13 of January 11, 1980 will need to be amended. The wording on limitations #2 and #3 state Mr. Bruce is authorized to operate only a retail tractor and sales service operation, and where it states no other structures may be erected, no present building be expanded. hhe Town Attorney will draw up the new amendment to Planned Unit Development. As there was no further information to be brought before the board, the public hearing was declared adjourned at 7:55 P.M. by Supervisor Mildred Miller. R7Lfully submitted, • U Linda Fetherbay, Clerk • n s TOWN OF DANBY TOWN BOARD MEETING MINUTES July 12, 1982 The regular meeting of the Danby Town Board was called to order at 8:01 P.M. at the Danby School, 72 Gunderman Road, Town of Danby, County of Tompkins, and State of New York on July 12, 1982. Board Members present: Councilperson Sylvia Hiney Councilperson Mary Oltz Councilman Ted Merritt Councilperson Dorothy Roberts Supervisor Mildred Miller Others present: Doug Gillogily, John & Carol Benjamin, Ed ,Slights, Ed Roberts (Bald Hill Rd.) Don Graham, Carol go, Walt Sczepanski, Paul Smith, Roland Manley, Charles & Carol Bruce, Roy & Mary Casterline, Florence Starr, Frank Darrow, Fred Pampuch.. The minutes of June 14 were discussed and Mildred Miller reques- ted that General Fund should read #6 not #5 and total be corrected to read 95492.64. With above correction to be made, Councilper- son. Dorothy Roberts moved minutes be approved and seconded by Councilperson Mary Oltz. Communications; Announcement read from Rick Dobson. He is sponsoring a 1982 Danby Car Show to be held July 24 & 25 at Dobson Road Extension. V.I.P. passes were passed out for anyone interested in atten. ding this event. Priviledge of the Floor: Florence Starr reported for County There will be a 7% budget increase unity College. Mrs. Mikki Parsons presented a petition signed by area resi. dents opposing Mr. Henion's proposal to put an airstrip on his property. She would appreciate any future information regard- ing this proposal. Mrs. Parson also voiced concern to the fact she has a child attending school this year and her road is con- sidered out of limits by the school transportation department. The Town Board stated she will need to bring this concern be- fore the school transportation department. Mary Casterline reported ball park in West Danby is being used quite readily. Frank Darrow voiced concern over future use of Danby School for recreational functions, now that the town offices will no longer be housed at the school. The Town Board agreed Community Council should speak with Gary Lindenbaum about possible renting various rooms at school for these recreational functions. • Mr. Fred Pampuch voiced dissatisfaction over the condition of Comfort Road Extension; he was told in a letter by Town Clerk that the road would be graded and gravel applied this spring and nothing has been done yet. He also mentioned the road between Curtis and Michigan Hollow Road had been repaired but not his. Mildred Miller stated this read was repaired because of flood damage done in fall of 1981 and there was flood dam- age money for this project. He continued with the fact the school bus should travel on. Comfort Road Extension to pick up his school aged children. Old Business Mildred Miller talked with County Highway Superintendent Mobbs regarding speeding on South Danby Road. Suggested speed limits have already been put up. Rhonda Engman requested County to contract State about enforcing speed limits in the 500 block Town Board Meeting Minutes - July 12, 1982 Page 2 area. The state felt this wasn't a serious enough problem at this time. Mildred also reported Gary Leonhardt who was asked to be County Board Chairman will not be able to do so as he is leaving the Danby area. RESOLUTION 7-18 THANK YOU GARY LEONHARDT FOR YOUR MANY YEARS OF SERVICE ON THE PLANNING BOARD. Resolution. moved by Councilperson Dorothy Roberts and seconded by Councilperson Mary Oltz and carried by a vote of five ayes and no noes. • Mary Oltz mentioned Board of Zoning Appeals will be needing new members this year. ® Roy Casterline for West Danby Water District questioned if the Timber project contract had been signed. Mildred reported it had. Planning Board chairman, Don. Graham, reported fifteen concerned citizens appeared at last planning board meeting to show opposi- tion regarding Henion's proposed airstrip on his property on Layen Road. Planning Board has asked town attorney to get in touch with the transportation department on this matter. He also presented May 19 minutes for Planning Board. 0 • Dorothy Roberts mentioned Planning Board members are needed this upcoming year. General discussion followed as to possible can- idates such as Linn Cism, Marilyn Seeley and Roland Manley. Mildred Miller said a special meeting will need to be held July 25 for approval of the Democratic and Republican Election Inspectors for 1982 -83. Mildred Miller requested appointment of Walter Sczepanski as Town of Danby representative to the County Planning Board to replace Donald Graham. This appointment was approved by the entire board. The Town Board is requesting postponment of Planned Unit Develop- ment new requirements meeting with the Planning Board until Sep- tember. Paul Smith reported Senior Citizens would like to thank the Town Board for paying Swartout and Ferris for their trip in May. On June 28 they took a trip to Auburn to see "Fiddler on the Roof ", on July 15 they will be going to Corning to see the matinee "South Pacific" and have dinner. On August 7 a trip is planned on the Erie Barge Canal. Paul also asked permission to attend advanced training course given by Court Administrations at Ellenville, October 10 -13. Motion made by Councilman Ted Merritt and seconded by Councilperson Sylvia Hiney and carried by a vote of five ayes and no noes. Dog Control - Ted Merritt reported complaints have been received regarding a dog on Danby Road biting children. Summer Recreation: The program has 43 children in attendance. Warrants West Danby Water District Warrant #7 in the amount of $110.20 was approved to be paid. Motion made by Councilperson. Ted Merritt and seconded by Supervisor Miller and carried by a vote of five ayes and no noes. General Fund Warrant #7 in the amount of $1243.30 was approved to be paid. Motion made by Councilperson Dorothy Roberts and seconded by Councilperson Mary Oltz. XCP, Inc. total for $95.00 was approved to be paid. Motion made by Councilperson Mary Oltz and seconded by Councilman Ted Merritt and carried by a vote of five ayes and no noes. Motion made by Councilperson Sylvia Hiney and seconded by Councilperson Dorothy Roberts. Councilperson Dorothy Roberts made the motion to accept the Supervisor's reports as presented and seconded by Councilperson Mary Oltz and carried by a vote of five ayes and no noes. At 9:30 P.M.
