CHAIMUN Chairman Brown stated that it is customary to elect a
Chairman at the first meeting each year and asked for nominations,
stating that he felt the Chairmanship should be rotated.
Commissioner OtConnor nominated fir. Brown, Seconded by
Commissioner Dickens.
There being no further nominations, they 1-rere declared closed
and the Secretary directed to cast one ballot for Mr. AroT•m, "rho
was declared duly elected Chairman for the ensuing year,

and referred to this Board was presented and read.
Attorney J. V. Buyoucos, representing the proposed Pine Tree
tfeter District was present and stated such annexation might
Imperil the chances of securing State approval since it Mould
reduce the assessed valuation in the proposed district.
The matter t•Tas discussed at length and Commissioner O'Connor
expressed the opinion of the Board vrhen he stated, "We don' t Vant
to see anyone hurt, but it -ould seem a compelling reason for
these other owners adjacent to the tract to come into the City,*
The Commissioners also agreed that the Barnes Tract shot-m on
the map should be included in annexation, as T,rell as the old
E.C.&N. right of t-*ay vrhich right of ?Tay �-ould provide a traffic
outlet to the Slaterville Road,

RESOLVED, that the petition be approved in principal
excepting the proposed roads, and provided the 'carnes tract and
the E. C. & N. right of way is included.

Chairman Broim explained the meeting was called on
short yiotiee in order to act upon the matter of an aerial survey of
the City especially the West Hill area,
Engineer Cass reported that a representative of Robinson Aviation
has quoted prices for the survey which are much less than estimates .
received from other concerns. FolloT,?ing are the quotations made by
Robinson Aviation:
For 1-feet Hill area survey and map$ including topography maps. .S1840,
,Aerial survey only of balance of ity 125.
Aerial survey adjacent areas 160,

Negatives of the survey of the City outside of the Weet Hill area
and adjacent areas to be bent in the Robinson files and available
at any time at the price of,w25.00 for prints 400x40" or $8.25 for
smaller prints.
Mr, Cass sated that the Robinson Co, agrees to furnish maps for
the entir�`City inoluding adjacent areas for the sum of $3009.00.
It was agreed that maps for the West Hill area are important at
this time *fhIle maps for the balance of the City could be secured
at a later slate and it ras moved,.

RESOLVED, that Robinson Aviation be employed to survey the entire
City including adjacent areas, and provide regular aerial and
topography maps for the West Hill area at the price of $2125,00,
and
BE IT FURTHER RESOLVED, that this Board recommend to the Board of
Public Works the funds be provided to procure new aerial maps for
the entire City.

L. SOB.-DIVISION- Mr. A. L. Hull of Hector St. presented
tentative plans for a proposed sub-.division on Nest Hill and
requested approval , of a short extension of Oakwood Lane on the
South side of Hector St., said extension to be at a different
r_�le than shown on the map of the area,

RESOLVED, that the proposol be approved, subject to approval by
Planning Engineer Thorne.

PLANTING Commissioner Osborn reported that the $,via Development
Committee of the Garden Club has been active in improving various
sections of the City *rith plantings and is interested in fi'rorking
frith the' Board in this work•
Mrs, Osborn was requested to invite the Chairman of the Committee
to attend the next meeting of this Board.
ZRAFFIC Traffic conditions irere discussed and it was agreed that
every effort should be made to reduce the accident toll,

MINUTES. Minutes of the preceding Meeting were duly approved,
GARDEN CLUB ACTIVITIES Mrs. Treman and Mrs„ Fernow of the Garden
Club were present and explained the T�►ork of the Club in the past
and plans for future projects.
They explained that the main object of the Club is Civic
improvement and maintenance of the natural beauties.
Mrs. ' Treman' called attention to several locations in the City
-here planting or application of black top T-rould improve appear-
ances.
Thanks of the Board was expressed by the Chairman and it was
moved,

RESOLVED, that this Board commend the Garden Club and pledge
cooperation in the work.

AERIAL SURVEY Engineer Cass reported that in two attempts, the
oHinson Aviation Co. were unsuccessful in obtaining aerial J
photogrephs suitable for use in preparing topographical maps
and due to growth of foliage it T,,ill be impossible to mare the
proposed survey until the late fall,
` It tress agreed that funds should not be used solely for a
land survey of the ?jest Hill area and it T•ras moved,

RESOLVED, that the aerial survey be deferred to Fall and
request Robinson Aviation to contact the City at that time.

The Chairman Treleomed Larry Gaurnier as the nwr member of the
Board and briefly outlined the work and dutys of the Planning
Board.
CIVIC CC 14TER The Chairman reported on a meeting held recently at
Camp Barton which was attended by representatives of the various
social agencies at rrhich the matter of coordinating the efforts of
these agencies wax discuss-ed.. He also reported receipt of letters
from three of these agencies suggesting that the Planning Board
act as Coordinator of efforts to explore the possibilities of
combining resources for such a project.
The matter of location of such a center and the number of
agencies interested should be the first consideration and Mr. Thorne
agreed to make a study of population center and make an estimate
of property valuations at suitable locations.
The Chairman agreed to check Frith the City Attorney in regard to
the legal questions involved.

WEST HILL,SURVEY Since it has been impossible to prepare a ground
survey of sections of ''Test Hill this summer, Engineer Cass suggested
that a survey be postponed until and aerial survey can be made this
fall.
By Commissioner Taber, Seconded by Commissioner Dickens
RESOLVED, that the ground survey be deferred and that Mr. Cass
be requested to contact the Robinson Aviation Co. immediately to
ascertain if the survey can be made by them this Fall at . the price
quoted last Spring.

TOPOGRAPHY MAPS Mr. Kermit Parsons, a grad student at Cornell
University presented a topographical map of the East Ithaca
quadrangle as prepared by the U. S.G.S. and suggested that the City
purchase a map from the U.S.G.S. for the West Ithaca quadrangle at
the approximate cost of $48.00.
Mr. Cass expressed the opinion that ,rhile such a map Trould be
useful it irould not be adequate for all requirements.

RESOLVED, that the -purchase of the map of the Nest Ithaca
quadrangle be and it hereby is authorized and 01rected, and
BE IT FURTHER RESOLV7D, that Cornell University be permitted to
make a copy of the map for their use provided they gill furnish
a copy of the East Ithaca quadrangle for use of this Board.

WEST HILL - AERIAL SURVEY The Chairman reported that it has been
determined that the Robinson Aviation Co. uill make the aerial
survey of the West Hill section this Fall for the same price as
quoted last Spring, namely $1840.00 and that the survey has been
ordered in accordance with telephone approval of the Commissioners.

RESOLVED, that the action of the Chairman be approved and that
the survey by the Robinson Aviation Co. including running strips
and topographical maps at the price of 41840.00 be and it hereby
is approved.

N. Y. STATE FEDERATION OF OFFICIAL PLLT11ING AND ZONING BOARDS The
Chairman announced that the annual meeting of the N. Y. S. Federation
of Official Planning and Zoning Boards is to be held at Cornell
University on November 12-13 and 14, 1952 and he urged that all

BUDGET - 19S3 The Chairman announced that the budget for 1953
should be prepared and submitted at an -early date and since it has
not been fully determined what activities are possible for next
year, he suggested that a meeting be called soon to consider and
adopt a budget for submission to the Council.

?LANN„ING CONFERENCE Chairman Brotm again called attention to the
conference for Planning and Zoning officials to be held at Cornell
on November 12, 13 and 14 and urged all to attend as many of the
meett ngs as possible.
SUB311112N Chairman Brown reported that he had conferred with
Mr,,- u regarding his proposed subdivision as presented at the
preceding meeting and stated that approval of Oak•,rood Lane at 'phis
time ?Mould be acceptable to Mr. Hull.

RESOLVED 3 that the Planning Board hereby approved the extension
of Oakwood Lane southerly to the edge of the lot line of property
oimed by A. L. & Melvin Hull and that that road only in this
subdivision be approved by the Planning Board subject hol-Tever, to
any changes at its intersection T•ri.th Hector Street that may be
deemed necessary by. the City Engineer; and provided that a strip of
land for the road 50 feet wide be deeded to the City immediately.

,CIVIg 2ENT&B The tatter of securing a site for a proposed civic
center was discussed at length. Mr. Thorne reported that the
average block suitable for such a purpose 1�ras assesSed at approx—
imately $300,000. Definite sites in two different sections Mere
discussed. Commissioner Gaurnier suggested that a financial
survey be undertaken by some responsible individual before any
decision could be arrived at by the Planning Board,
Mr. Fowler of the National Cash Register Co was suggested as
being an individual capable of giving some advice in this matter
and it was suggested that the Chairman be asked to contact Ur„
Fowler in this respect.
After further discussion it was suggested that Mr. Thorne might
use the services of his part-.time help tot-Tard this end.

RESOLVED, that Mr. Thorne be directed to undertake SO . is
financial data etc# with the assistance of his part..time help; the-
expenses thereof to be charged to the Plagning Board Budget in an-,t,N

reported that several members- of the Board attended the meeting held
at Corned in November,
ART&RIQ HlglMaThe Chairman reported that Engineer Robinson of
the state Dept, of Public Works has advised that work will be started
on the Route 13 out off shortly after January lst. and that comp-
leted plans for the (Tuning Fork' in the City will be Presented at
about the same time,
It Jas reported that the tentative plans for the Tuning Fork have
been approved by this Board as well as by the Board of Public Works
and Common Council and that final approval of the project and pro--
vision for financing the Citys} share of the cost must be made by
the Council,
Mr. Thorne expressed the opinion that the proposed location of
entry of Route 13 into the city is very bad since it will pass
through Park area. He suggested as an alternate, an overpass to
clear this area. He agreed to prepare a map shoring location of the
route to be covered by his proposal.
