He stated that in conferences with various members of the Bryant Tract Civic Association that it seemed to be the consensus of opinion that they did. not *,ant a. trading center in that !-,res, art,'. nxeferred. to have the entire tract in the "A" Zone. The representatives of the- Association did state, ho?•,?ever, that, t :ey -1shed to place the matter before the entire group hefore final c_ectsion is made. It ,as explained that a change in Zoning may be made letter and the Commissioners Agreed that the entire area should be classified as "A" for the ?-)resent. Mr. Thorne explained the changes in fire Mn-:-o sad the Chairman reviewed the provisions of the ordinance; 1-ftar tv"zich a discussion of the districts was held and questions raised as follows; A - Residence - Mr. John Burns questioned the change in the district near the East Ithaca Station stating that a client has purchased and improved the property trhich is used for a dwelling and business and contemplates expansion of his business which will be prohibited. under the now regulations. Mr. Ralph Smith also questioned the change in the district near the paper mill. Prof. Leland Spencer suggested,that all the area south of Maple Ave.. , and east of Cornell Street be designated "B" residence instead of "A's as proposed under t-he new regulations. B - Residence - It was suggested that under Section 5, page 10, Parking Facilities, that the first sentence be amended to read, . .For every dwelling hereafter erected or altered in B - RcQid- ence . Mr. H. Brockway, Realtor objected to the fact that so much territory is designated as "B4 stating that many prospective buyers object to purchasing property other than in a: districts. BUSINE§S DISTRICT Mr. Smith suggested that the requirements for parking facilities in the business district might be too draetic ar.d Mr, Burns suggested that it might be well to discuss the matter the business men as to space required in the business area. The Chairman assured those present that all their suggestions will receive consideration at the next meeting of the Board. TRAFFIC COMMITTEE RECO14MENDATION Supt, Laverty stated that the Traffic Committee has been requested to make a study of bus transportation for the entire city and make reec-mmendations for its improvement and he suggested that the. efforta of the Committee be coordinated with that of the Planning Board. The following letter with recommendations was presented and read. February 13, 1950 Mr. H.S. Brown, Chairman Ithaca City Planning Commission. City Hall Ithaca, New York Dear Mr. Bravn: Upon direction from the Mayor4s Traffic Committee, we, Superintendent of Public Works Laverty and I. have accepted the kind Invitation issued by both you and Mr. Thorne to attend a meeting of your Commission. We understand that you have com- pleted one phase in your planning and are about to embark upon another. May we strongly recommend that you consider *A Major Street Plan" high on your priority list. We find tliat the lac,. of such a major street plan handicaps us in our traffic planni-:,.:,, for the City of Ithaca. We would like to list some of the items whichtrould be of interest to us In the formulation of a Major Street Plan. This k list Is fragumentary, 1. Coordination of the City Thru Street, plar.. t.rilth the State Arterial Plan. 2. Development of free movement from one city district to another; such as, from East Hill to South Hill an& from the districts north of State Street to the Elmira -Road area, 3* Development and improvement of the present street system so as to encourage use of traffic streets and discouragp traffic on residential streets, Among other items -vro,i1cft be found the consideration of extension of the plan to serve regional users. 4 Encouragement of a system of park-ways both for traffic movement and for aesthetic purposes. 5, Discovery of present use of street system and desire lines of purely intra city traffic. 6, Cooperation with university, town and county planning grouDs for the development of a Regional Major Street Plan not only to bring us up to date but for the future. The clerk was directed to inform the Bryant Tract Association that fnal decision on the classification of the area adjacent to Mape Avenue will be deferred to March 15 , 1950 to permit action by the Association, After discussion it was agreed to leave the area adjacent to the paper mill classified as shown on the new zone map.. Action on zone designation was as follows; By Commissioner Bradford, Sec. by Comm. Dickens RESOLVED, that the zones be designated as A1, A and B rather than A, B. and C. Carried. It was also agreed that the meaning of $alteration" as used in the ordinance should be more clearly defined, Agreement on the parking requirements as proposed in the new ordinance was not reached and Mr, Thorne agreed to give the matter further study. BRYANT PARK ASSOCIATION MUTING It was announced that the Bryant Park Association ?,till hod its annual meeting on March 9, 1950s and that Mr. Thorne and members of the Board are invited to attend,. ZOITZ MAP . It was agreed that certain areas, in Cornell Heights should be changed to "A" classification to provide for fraternities in that district. ZONING ORDINANCE Section 5 of Article VII as revised by Mr. Thorne eras presented for discussion. After minor changes it was approvee'. This being the final item in the ordinance to be considered by- the Board it was moved, By Commissioner Heidt, Sec. by Comm. BRYANT PARK ASSOCIATION LETTER A letter from the Bryant Park Civic Association was presented, stating that no specific objections were raised by that Association at its annual meeting and that the executive committee has been instructed to take action if serious ob.lections to the Map are voiced at the public hearing to bo held before the Gouncil, Zoning Officer Thorne reported that two conferences have eenhheld with the Director of the Boy Scouts and that full cooperation of that group will be forthcoming when the traffic study is started. RECREATION STUDY Commissioner Heidt submitted Q very comprehensive report of the progress made in study of recreation needs and facilities. He outlined the work being done by volunteers in gathering; data from school records. He stated that due to the immense volume : f records that it 1#111 be impossible to set a time for of the ?pork. Heidt RESOLVED, that the recommendations be rejected. Carried. e. Triangle bounded by Six Mile Creek, Clinton St. and Industrial District to west, to be changed from Business District in Residen- tial Neighborhood to Industrial District. Property owned by the Church of the Immaculate Conception at Southeast corner of Court and Plain Sts, acquired for the school playground, to be changed from A Residence to Special District After discussion it was agreed to change the description of Special Districts and it was moved By Commissioner Osborn, Sec. by Comm. Price RESOLVED, that Sec. 1 of Article IX be amended to read as follows; Sec. 1. TJbs. These districts shall include properties of the City of Ithaca,bounty of Tompkins, State of New York, and the United States; also properties of Universities, Colleges, schools; or other privately owned, operated and more-ror-less self-contained institu- tions covering a city block or more; also, airport and cemetery properties. Small corner area at Lake St. and Lake St. hill section to be changed from'h" Residence to Industrial. 4 After discussion it was agreed that no changes should be made on the Map for this area but it was the opinion of the Board that this area should be acquired by the City which would permit straight- ening and improving this hill street. Seo _ PLANNING BOARD PROCEEDINGS CITY OF ITHACA N.Y. 4 Regular Meeting 4 P.m,, May 15, 1950 PRESENT Chairman - Brown Commissioner - Osborn, Heidt, Dickens, Payne Zoning Officer - Thorne Engineer Cass LANPHAER DEVELOPMENT - SOUTH MEADO1.1 STRUT Chairman Brotwn read a letter from W.R. Lanohaer to John Burns in regard to changing the zoning in this area from "A" Residence to "B" Residence to permit construction of a proposed 60 room motel. The Board did not feel that enough information was availible to act on this matter at this time. Zoning Officer Thorne t•ras re- quested to gather additional information for further consideration. TERIAL PLAN Chairman Brown read the letter of submission to the Mayor from the State Department of Public `corks. A copy of the State Map of the Seneca and Green Street extensions was presented a and studied. A statement concerning the acceptance of the plans as prepared by the Chairman was read and discussed and some revisions made. By Commissioner Heidt, Sec. by Comm. Osborn RESOLVED, that the following statement, as revised, be and it her'sby is approved and recommended to the Common Council. Inasmuch as the Planning' Board has been asked to ta=re Official action regarding the Tuning Fork-Seneca-Green Street Arterial Route, we agree that: i 1. The need is immediate for improvement of congested traffic conditions in business district. 2. In finding a solution to Ithacats traffic congestion, we must depend to a great extent on the ability and experience of the State Engineering Department which has spent many months in preparing this plan for Ithaca. Therefore, the state plan seems to have the only , practical solution to date. 3. With a large . share of the costs borne by the state, it does not seem that the city can ever solve the same traffic problems unless we spend much larger amounts of money than required under the state ' s plan. Even the cost of a prelimin- ary plan done by experts under the supervision of this Board, would run into many thousands of dollars. Now that 1-re have this preliminary planning completed by the state at no additional cost to the city, this Board feels it is advisable to accept the plan at this time, 4. The Tuning Fork would not decrease store traffic in the business section; on the contrary, it would increase due to less through traffic congestion and better parking conditions. Availability of stores to local traffic is much more necessary than to through traffic. 5. While there would be gjme immediate loss of assess. went value from demolished property, the over-all-gain in improved facilities for traffic flow will tend to increase assessments and valuations in the same area. 6. The safety factor of turn-.o-ffs an a grade has to be considered but a properly .engineered turn-off will be much safer than the existing merger with heavy downtown traffic. The city administration is doing constructive t•Tork on a truck by-pass and it may be possible to improve the routing of this type of heavy traffic. In the meantime, t,re can not forget that ',Te still have to take care of that 85% (local traffic) that use these streets. 9. The amount of through truck traffic on this route is, according to state officials, not sufficient to r•rarrant a by-pass for this reason alone. However, accident danger in Ithaca may be the one factor that •�rould convince state authorities of the need of this by-pass.
