INTRODUCTION
The City of Ithaca, Town of Ithaca, Town of Caroline, Town of Groton, Town of
Lansing, Town of Ulysses, Village of Lansing, Village of Trumansburg, Village of Dryden,
Village of Cayuga Heights, and the Village of Freeville, New York, (The Ithaca Area Cable
Consortium) as part of the cable television renewal process, is undertaking a comprehensive
community needs assessment. Rice, Williams Associates was retained by the Consortium to assist
in this assessment and the other components of the renewal process.
�- For this assessment process, a self-administered mail survey, which was developed for the
Consortium by Rice, Williams Associates, was sent to government agencies, educational
institutions, and community organizations. Institutions were asked to fill out a questionnaire on
their current usage and possible future usage of a variety of cable communications services.
This report summarizes the public, educational, and government access needs of
organizations, institutions, and government departments in the Consortium. The survey indicated
the level of resources needed -- beyond those resources provided by the organizations themselves
-- to initiate or expand their utilization of the Consortium's cable channels in the future. The
survey results show that additional programming is planned for the future by organizations in the
Consortium. The frequency and diversity of this proposed programming illustrates that public,
educational, and government access utilization is a goal among many institutions and organizations
in the Consortium. Following is a summary of the findings detailed in subsequent sections of this
report and a description of the survey methodology.

Summary of Results
Existing Video Activity.. The Consortium has many organizations that are experienced
in the production and exhibition of video programming of respondents in this survey:
■ Twenty organizations that participated in the survey currently show video
programming to residents of the Consortium area through a variety of means
including cable television and group meetings.
■ The programming currently produced is on a wide variety of topics, such as news,
professional education, children's education and information, and government
programming.
■ In addition to the twenty organizations currently providing video programming,
twenty-seven additional organizations reported a need to develop local video
programming.
Community Bulletin Board. Forty-six organizations have or are currently providing
low
community announcements on the "community bulletin board."
■ The announcements placed on the community bulletin board are on a wide range
of current events and topics, such as community services, and meeting schedules.
■ A host of organizations reported a need to use a cable bulletin board in the future.
■ Thirty-one respondents were interested in using an interactive bulletin board.
Access Channels. The use of access channels has assisted institutions and organizations
to better meet their goals. Interest was expressed in developing programming in the future to

�. continue and expand public, educational, and government programming in the Consortium
communities.
■ When queried about meeting organizational goals and outreach, forty-seven
low respondents reported their attainment of goals could be improved by obtaining,
producing, and distributing programming over the cable access channels.

Production Support. Access to production equipment and production assistance is needed
to support future access programming, as indicated by the survey results:
■ Thirty-five of the organizations indicated a need to have access to video production
equipment that could be used to produce access programming. These organizations
also indicated what categories of production equipment they required.
■ Thirty-seven organizations stated a need for video production assistance in editing,
program planning and other production tasks.
Respondents were queried as to convenient time to use a production studio and whether
they would use a small automated or minimally staffed studio.
■ A variety of time slots for using a production studio were put forward by
respondents.
■ Twenty-two respondents desired to use a small automated studio and several
reported space in their facility to have such a studio.
Institutional Network. Interest was expressed in an institutional network. An institutional
network plan to meet these needs could include: (1) the existing separate coaxial cable I-net; (2)
I-net scrambled closed-circuit channels on the subscriber network which will be programmed only

for institutions and descrambled at appropriate locations; (3) a new fiber optic I-net; (4) high-speed
Internet access; or (5) a combination of the above.
Plans of Major Institutions. Organizations and institutions indicated a high level of
interest in expanded use of public, educational, and government access channels to provide
community programming to the public. To support expanded programming, responding
organizations indicated needs for production equipment, production assistance, and related studio
requirements. Needs were expressed by respondents for a wide array of institutional network
services.
Summary of Needs. The level of interest in public, educational, and government access
expressed by community organizations, institutions, and government departments indicated the
following community needs:
■ The need for additional access channels, as production increases in the future.
■ The need for additional production assistance.
■ The need for additional studio, portable, post-production, playback equipment and
facilities for all three types of access.
■ The need for selected program origination points to be designated to facilitate
cablecasting from selected locations.
■ The need for a high-speed, high-capacity institutional network to selected
institutions for data transmission, in-service training, interactive video, and other
services.
These needs can be addressed by the Consortium in the Request for Proposal which will
be sent to sent to the cable operator as part of the renewal process.

Survey Methodology
Following is a description of the survey methodology that was employed. A total of
seventy-four institutional ascertainment survey forms were completed. These provided details on
�- the current and possible future usage of cable communications services in the Consortium.
The following five sections of this report describe in detail the findings of this survey. The
following sections are:

SECTION I - CURRENT USES OF VIDEO PROGRAMMING
All respondents were asked a series of questions concerning their current use of video
programming. Twenty organizations reported they currently provide video programming to the
public. These twenty organizations were then asked the frequency with which they provided video
tat programming. The organization, type of programming, form of presentation, and frequency of
video presentation by these twenty organizations appear in Table 1.
Organizational respondents were asked whether they would in the future provide
�► community announcements for the cable channel that provides text information, typically called
a community bulletin board. Forty-six organizations desire to continue and/or expand their use of
cable bulletin boards in the future and are listed along with the type of use and frequency in Table
2. Thirty-one organizations interested in an interactive bulletin board are listed in Table 3.

Possible Uses of the Consortium Access Channels
Interest was expressed by community organizations and institutions in using access
channels. Representatives of all organizations were asked whether they thought the attainment of
their organizations' goals could be improved by public access programming. Forty-seven
organizations reported that the attainment of their goals and outreach could be improved by
programming provided or produced for and carried over cable access channels. These
organizations are listed in Table 4.

SECTION III-DESCRIPTIVE NARRATIVE OF PUBLIC, EDUCATIONAL AND LOCAL
GOVERNMENT NEEDS FOR LOCAL PROGRAMMING AND INSTITUTIONAL
NETWORK USE
Descriptions of Consortium area institutional broadband communications plans are detailed
below.
Local Governments
Tompkins County
Tompkins County Information Technology Services Department. Tompkins
County Information Technology Services Department reports that the City of Ithaca
.. currently has video coverage of the County Board and other public board meetings on a
weekly basis. This video is carried over the local cable access channel. The Tompkins
County Information Technology Department has an interest in using an interactive bulletin
board. The Department reports that reaching their outreach goals would be facilitated with
programs cablecast to the community. These programs would include public information
wow
on data services and how to access the GIS mapping information. In addition, in-service
training through video conferences would be of benefit. The Information Technology
Department would use the County access studio located in the Courthouse to provide for
such programming.
The Information Technology Department currently leases a T-1 or similar transport
line providing service to the Department of Health utilizing Bay network routers. The
Department projects that over the next three years their need for telecommunications
capacity will increase. The Department indicates they would use capacity on a fiber optic

.. network to all county buildings, educational facilities, city and municipal agencies, and
other local public institutions. The Department would use such a network for local data
transmission to county agencies, interactive video transmission, as well as voice
transmission, and Internet access.
Tompkins County Public Works. The Tompkins County Public Works Department
indicates that they would use a local cable community bulletin board in the future to post
notices of public hearings,and road closings/bridge closings. In addition,airport information
of interest to the public could be posted on the bulletin board. Finally, recycling of
household waste, as well as other relevant displays could be put on the bulletin board as the
situation arises. The Department of Public Works believes that attaining their outreach goals
would be enhanced by programming to the community over a local government access
channel. This programming would include educational programming relating to the public
use of highways, as well as issues concerning solid waste and recycling. In addition, they
could cover highway public information meetings. The Department of Public Works
believes that coverage of particular special events such as "National Public Works Week,"
as well as snow and ice removal operations could be shown on a local access channel.
The Department requires all types of production assistance as previously indicated
in this report. The Department could use a small automated studio or one staffed by only one
or two persons, however the Department is unable to house such an operation.
Tompkins County Planning Department. The Tompkins County Planning
Department responded to the survey and indicated they currently provide taped presentations
of workshops, public hearings, and public meetings, on an occasional basis via the local

cable access channel. The Planning Department would post notices of meetings on the local
cable community bulletin board on an occasional basis. The Department is interested in both
providing local cable programming on an access channel, as well as use of an interactive
cable community bulletin board. The Department requires production assistance but is
uncertain as to the specific type. The Department is also unsure of the most convenient time
for it to use a video production studio.
The Department currently leases a T-1 or similar line for data transport.
Tompkins County Health Department. The Public Health Administrator and
Director of Health Promotion both responded on behalf of the Tompkins County Health
Department. The Health Department reports they provide video programming through the
local cable access channel on an occasional basis. This programming has included
Department staff being interviewed, and they have previously inquired as to the ability to do
video programming themselves.
The Department desires to post notices on a local cable community bulletin board to
list program activities,food clinics,immunization clinics,rabies clinics,as well as providing
for smoking cessation messages and other health related PSA's on a monthly basis. The
Department is interested in utilizing a local cable access channel in furtherance of fulfilling
the community's health-related needs. Such programming would be educational and
informational on a variety of public health issues including smoking cessation,as well as safe
water and other health topics. The Department would use a channel for in-service training
programs. The Department is currently using the existing access studio but requires
production equipment as previously indicated if they were to provide programming

themselves. In addition to the equipment, the Department states that were they to provide
programming themselves, they would require production assistance consisting of studio
equipment operators, editing assistance, on-site operators, as well as set design and
construction help. The Department believes it would use a small automated studio, but the
Department currently has no room to house such a facility.
Currently a Bay network router with a service connection to the downtown County
Complexes utilizing a T-1 or similar data line is used by the Department. The Department
reports a need to use a high-speed institutional network to provide connections to Human
Service Facilities and other public institutions including County buildings and educational
facilities. Such a network would be used for local data transmission to all County agencies,
as well as interactive video transmission for CDC training. In addition, the Department
would utilize a network for high-speed Internet access service.
Tompkins County Economic Opportunity Corporation. The Tompkins County
Economic Opportunity Corporation would use a cable community bulletin board in the future
to post notices of meetings, program services, classes, as well as to express the needs for
volunteers, on a weekly basis. The Corporation is also interested in the use of an interactive
community bulletin board. The Economic Opportunity Corporation believes that reaching
their objectives and outreach goals would be facilitated with programs cablecast to the
community over a government educational or public access channel. This programming
would include educational programming featuring a number of the Corporation's programs
about home safety, parenting skills, managing home work, as well as work life issues. In
addition, special events such as the "Dialog 2000," which is a national dialog on poverty

could be covered. In order to provide such programming, the Economic Corporation
requires access to a variety of video production equipment including stationary and portable
cameras, editing equipment, lighting and microphones, as well as non-portable playback
equipment. The Economic Opportunity Corporation also requires additional production
assistance of all types as previously indicated in this report.
The Economic Opportunity Corporation believes that the most opportune hours to
take advantage of the video production studio are between the hours of 8:00 a.m. and 5:00
p.m. In addition, the Corporation would use a small automated studio or one minimally
staffed. The Tompkins County Economic Opportunity Corporation responded to the survey
that they could house such a studio in their current facility on Dates Drive. The Corporation
currently maintains eleven facilities in the greater Ithaca area. The Economic Opportunity
Corporation notes that they would like to see public, educational, and government
information available to the entire County.
Tompkins County Criminal Justice Services. The Deputy County Administrator for
the Criminal Justice Services Department responded to the survey and indicated a need to
provide notifications of jobs, events, and agendas, on a daily basis. Currently, the
Tompkins County Criminal Justice Services provides video programming on a variety of
topics, including the broadcast of Board meetings on a daily basis. This organization is
interested in both use of interactive ability of a video bulletin board, as well as the use of
a cable access channel to provide for information to the public. This type of programming
would include both educational and informational programming, as well as coverage of
meetings, special events, and in-service training for employees. The Criminal Justice

Services is interested in obtaining access to production equipment, as well as production
assistance, but is uncertain as to the type of equipment or assistance required. This
organization indicates that representatives would use a small automated studio or one with
minimal staffing. The organization is not able to house such a facility at the current point
in time.
The Criminal Justice Services of Tompkins County currently leases a T-1 or similar
line for data transport, and projects over the course of the next few years, their need for
telecommunications capacity will increase. Furthermore, the Criminal Justice Services
Department would use capacity on a high-speed institutional network to provide for in-
service training to work sites, local data transmission, as well as interactive video
transmission between the Courtroom and the Detention Center. Finally, an institutional
network would be used by the Criminal Justice Services to provide for local area network
connections, as well as high-speed access to the Internet.
City of Ithaca
City of Ithaca, Planning and Development. The City of Ithaca Planning and
Development Department responded to the survey and indicated that the City currently
cablecasts a variety of City meetings,for example,the City Common Council, as well as the
City Planning and Economic Development Committee meeting over the local cable access
channel, and group meetings. Such programming is provided on a weekly basis. The
Planning and Development Department would continue and expand the posting of notices
regarding public hearings, Council Committee meetings and other meetings, on a monthly

basis over a local cable bulletin board. In addition, the Planning and Development
Department reports that reaching the Department's objectives and outreach goals would be
enhanced by programming cablecast to the community over a local government access
channel. In order to provide programming,the Department requires access to portable video
cameras in addition to on-site equipment operators, and assistance with program planning.
The most convenient time to utilize a video production studio would be between 5:00 p.m.
and 9:00 p.m. Currently, the City of Ithaca transmits an average of three to five hours per
week of video programming.
The City currently utilizes the coaxial I-net system, as well as T-1 capacity. There
are several additional sites that the City would like to have included on a high-speed fiber
-- optic institutional network. These sites include the Cherry Street Industrial Park, the State
Theater, as well as any new City facilities. The Department expects that over the course of
the next three years,the telecommunications capacity need will increase. In this regard, an
I-net would be used for local data transmission, as well as interactive video transmission,
video surveillance, and high-speed Internet access.
City of Ithaca,Department of Public Works, Streets, and Facilities. The City of
Ithaca Department of Public Works, Streets, and Facilities responded to the survey. The
Department of Public Works,Engineering Division indicates they would use the local cable
community bulletin board to post notices of public hearings for public improvement projects
on an occasional basis. The Department would use a local government access channel in the
future to provide for educational and informational programming to the public. These
programs would cover information related to snow removal operations, citizen

responsibilities, and Department responsibilities. In addition,programming on the updates
of new construction projects would also benefit the Ithaca community. In order to provide
such programming,the Department requires access to portable video cameras, video editing
equipment,as well as lighting and microphones. As previously indicated in the report, the
Department requires a variety of production assistance in order to provide this type of
programming. Currently,the Department indicates they are connected to other City facilities
via a computer link.
City of Ithaca, Building Department. The City of Ithaca, Building Department,
would use a local cable community bulletin board in the future to post notices of Zoning
Board meetings, urgent information, as well as a description of the services provided, and
other general information. These postings would be updated and provided on a weekly
basis. The Building Department would provide video programming to the Ithaca
community in the future. Programming provided by the Department would include
information on code compliance, as well as changes in land use regulation and rental
housing information. The Department indicates that Zoning Board hearings would be

covered and that in-service training for employees on such topics as computer training and
code-related training could also be provided. As indicated in the report, the Building
Department requires production assistance, and would use a small automated studio for
video programming.
City of Ithaca, Water & Sewer Division. The City of Ithaca, Water & Sewer
Division indicates that they would like to use a local cable community bulletin board to post
notices of emergency water shutdowns, water and sewer rate changes, as well as planned

work, detours, and shutdowns. In addition, emergency response plans for hazardous
chemical leaks could also be posted. The bulletin board would be utilized on a daily basis.
In addition, the Water& Sewer Division would like to provide programming to the public
to help reach the Departments objectives and outreach goals. Programming would include
a description of the proposed regional water merger and/or regional provisions of sewer
capacity. In addition, such programming would explain the physical plans and economic
advantages and any impact on rates. In addition, regional Water& Sewer Board meetings
could be covered. Special events such as ground breaking dedications could also be put on
a local cable access channel. In-service training for employees which would consist of
programs of the APWA and other professional organizations could be utilized. In order to
provide this programming,the Division would require access to video editing equipment, as
well as lighting and microphones. As previously indicated in the report,the Division would
require a variety of production assistance.
It would be most convenient for the Division to utilize a video production studio in
the morning hours between the hours of 8:00 a.m. and 12:00 p.m. The Division also

indicates that it would use a small automated studio or one minimally staffed. The Division
currently maintains three facilities. These are the Water& Sewer Headquarters on 510 First
Street,the Wastewater Plant on 525 Third Street, and the Water Plant on 202 Water Street.
Currently, the 510 First Street location is hooked up by cable on the institutional network.
The Division requires that the other two facilities also be included on an institutional
•- network. Over the next three years,the Division projects their telecommunications capacity
will increase as mapping and geographic information systems begin to be utilized. A high-

speed,high-capacity institutional network would provide for in-service training to work sites,
in particular, at the 525 Third Street location, local data transmission at all three locations,
as well as video surveillance at all three locations. Interactive video transmission would be
most useful to connect the 525 Third Street site and City Hall. Voice transmission and
Internet to all sites would be welcome. Finally, LAN connections between the 510 First
Street and 525 Third Street site would be useful. The Division stresses that mostly a fiber
optic cable and high-speed data transmission to mail maps or display some on-line would be
useful.
Village of Cayuga Heights
Village of Cayuga Heights, Office of the Mayor. The Mayor's Office for the Village
of Cayuga Heights responded to the survey. The Mayor's Office believes reaching the goals
of the local government and the Village of Cayuga Heights could be enhanced through
outreach efforts using video programming cablecast to the community over a local
government access channel. This programming would include educational and information
programming in cooperation with that provided by the Tompkins County Cable Commission.
Coverage of meetings and public hearings for the Village of Cayuga Heights, as well as the
School and the Fire Department would also be cablecast to the community. The Village
requires on-site equipment operators, as well as assistance with program planning to provide
for such a use of the system.
The four main sites in the Village of Cayuga Heights which could use institutional
network capacity and local origination points are the Village offices of Cayuga Heights

School, Kendall at Ithaca, as well as the Cayuga Heights Fire Department. Use of I-net
capacity at the above sites would be for interactive video transmission at the School.
The Village of Freeville
The Village of Freeville, Office of the Mayor. The Office of the Mayor for the
Village of Freeville indicates the Village would post a variety of notices concerning
hearings and services, as well as dates when taxes are due over a cable community bulletin
board, on an occasional basis. In addition, the Village could use capacity on an
institutional network as their need for telecommunications capacity will increase over the
next several years. The increases will come in needs for teleconferencing, as well as the
need for additional high-speed data transfer. The Office of the Mayor believes an I-net
would be useful to connect the local area networks of the Town of Dryden, the Village of
•. Dryden, Dryden Schools, and the Village of Freeville.
The Village of Lansing
` The Village of Lansing, Fire Department. The Village of Lansing Fire Department
located on Ridge Road responded to the survey. The Department would use a cable
` community bulletin board to post notices of meetings, votes, and training opportunities in
the future, on an occasional basis. The Department is interested in the possibility of using
an interactive community bulletin board. The Department could use a cable access channel
to provide a variety of programming including information meetings for new purchases and
expenditures through public hearings and meetings, as well as coverage of special events
such as their carnivals and other fund raisers. In addition, using the cable network for in-

service training is also of interest to the Department. The Department would need
additional production equipment but is uncertain as to the specific types of equipment
needed.
The Department finds that the evening hours between 5:00 p.m. and 9:00 p.m. are
most convenient for them to utilize a video production studio. The Department would use
a small automated studio and further indicates they could house such a facility in one of
their buildings.
The Department maintains four facilities in the area and currently utilizes a network
to transmit and receive video. The Department would use an institutional network for local
data transmission connecting the central station to the other three facilities. In addition,
video surveillance at all stations, and interactive video transmission and Internet access at
the central station are of great interest to the Fire Department.
The Office of Clerk/Treasurer, Village of Lansing. The Office of Clerk/Treasurer
in the Village of Lansing would post notices of upcoming events on a weekly basis on a
•.. community bulletin board. In addition, the Office believes providing video programming
in the community by the local government would be of benefit to the community as a
whole. The Office of Clerk/Treasurer reports the Village requires both production
equipment and video production assistance, but is uncertain as to the precise nature of such
equipment and assistance.
Chair, Planning Board, Village of Lansing. The Chair of the Planning Board for
the Village of Lansing responded to the survey and reported a need to provide for
government meeting notices, agendas, and special events over a community bulletin board

in the future on a weekly basis. In addition, the Chairman believes that video
programming to the community providing coverage of meetings and public hearings of the
Trustees and the Planning Board, as well as zoning, would be of great benefit to the
Village of Lansing. Recreational programs for youth and seniors could also be covered
on a cable access channel.
In order to provide such programming, the Village requires use of a variety of
production equipment as indicated previously in the report, as well as production
assistance.
Trustee, Village of Lansing. The Trustee of the Village of Lansing indicated that
the Village would use a cable community bulletin board to provide notification of Board
meetings, community events, as well as emergency information, on a weekly basis. The
Trustee also expresses interest in possible use of an interactive community bulletin board.
The Trustee of the Village of Lansing believes that the Village of Lansing would
., benefit from having local video programming continue to be produced in the future on a
wide variety of topics. Programming would include coverage of meetings and public
hearings, as well as other topics of information. The Trustee indicates a need for
stationary video cameras.
�- Village of Lansing, Codes Officer. The Codes Officer for the Village of Lansing
would use a local cable community bulletin board to post notices of meetings, legal
notices, items of public interest, as well as information on road work, brush pick-up, and
other topics. This information would be provided to the bulletin board on a weekly basis.

•— The Codes Officer is also interested in use of an interactive cable bulletin board whereby
viewers could request the information they needed.
The Codes Officer believes reaching the objectives and outreach goals would be
enhanced with programs cablecast to the community over PEG access channels. This
programming would include educational and informational programming to the public

consisting of explanations of issues such as comprehensive plans, zoning, proposed skating
rink, and other topics of interest to the Village of Lansing community. Additionally,
coverage of the Trustee's meetings, the Planning Board meetings, public hearings, and
zoning meetings would be covered. Other types of video programming would include a
history of the Village, living history, and other programming of interest to the community.
In order to provide such programming, the Village requires access to a variety of
production equipment including stationary and portable video cameras, video editing
equipment, non-portable video playback and recording equipment, as well as lighting and
microphones. The Village requires a variety of production assistance, including studio
equipment operators and editing assistance. The Officer believes that the Village as a
whole, would like access to a G.I.S. data from the County, as well as information from the
State and to be able to participate in teleconferencing for government training and
-- meetings. Village use of an institutional network would include in-service training to
Village work sites, as well as local data transmission between the Village Office and the
Highway Building. In addition, high-speed Internet access between the Village and other
municipalities in the area and the provision of interactive video transmission at the Village
Office is of great interest to the Village.

City of Ithaca
The Office of City Clerk, City of Ithaca. The Office of City Clerk reports that Time
Warner Cable/Pegasus tapes the Common Council meetings monthly and rotates the taping
of Council Standing Committees monthly. These are provided to the public over the cable
access channel and by a group meetings. The Office of the City Clerk believes that the City
of Ithaca would utilize a cable community bulletin board in the future on a weekly basis to
post notices of meetings and upcoming events such as public hearings. The Office of the
City Clerk also indicates their interest in an interactive community bulletin board.
The Office of City Clerk indicates that there are a variety of City activities that should
be carried over the government access channel. These include government informational
programs on the explanations for residential parking system, odd-even parking regulations,
as well as City tax payment dates, new legislation,job recruitment, etc. In addition, more
City meetings could be covered that are of interest to the public. Special events such as
"Happenings on the Commons,"the "Great Race," and the "Chili Cook-off'would also be
of benefit to be covered. The City Clerk believes the City requires access to a variety of
equipment since the City of Ithaca currently owns none. In addition, the City requires a
variety of production assistance,but is uncertain to the exact nature of the assistance which
would be required.
The Office of City Clerk believes that the City would use capacity on an institutional
network for a variety of services including in-service training to work sites,particularly at
City Hall,as well as local data transmission and video surveillance at City Hall. In addition,

such a network could connect a variety of local area networks as well as to provide high-
speed Internet access.
Town of Ithaca
Supervisor, Town of Ithaca. The Supervisor for the Town of Ithaca responded to the
survey. The Town would use a cable community bulletin board on a monthly basis to post
notices of Board and Committee meetings,as well as public hearings. In addition,the Town
of Ithaca would use a cable access channel to provide coverage of meetings and public
hearings held within the Town. The Town requires production equipment, as well as studio
equipment operators and on-site equipment operators. In order for the Town of Ithaca to use
a video production studio,the hours of operation most convenient would be between 12:00
p.m. and 5:00 p.m. The Town could use a small automated studio or a studio staffed by one
•• or two people. Currently, the Town leases a T-1 or similar transport line for data services
and the Town believes they could use capacity on an institutional network for a variety of
telecommunications services.
Town of Ulysses
Supervisor, Town of Ulysses. The Supervisor of the Town of Ulysses believes the
Town would post notices of their Board meetings as well as the Planning and Zoning and
other Committees for the Town of Ulysses on a weekly basis on a cable community bulletin
board. In addition, the Supervisor believes the Town of Ulysses would benefit from
programming provided over a local cable access channel. Such programming would include
educational and informational programming to the public concerned with information on new

•.. laws or ordinances as proposed for approval. In-service training to Town employees similar
to cooperative extension type training programs would also be of benefit. The Town requires
access to production equipment but is uncertain as to what specific equipment is needed. It
is most convenient for the Town of Ulysses to use a video production studio between the
hours of 5:00 p.m. and 9:00 p.m.
The Town of Ulysses believes that a high-speed institutional network would benefit
the Town since the need for telecommunications capacity is likely to increase in the next few
years. Such a network could be used for in-service training to work sites as well as Internet
high-speed access. In addition, the Supervisor expressed the opinion that Time Warner
might supply the Road Runner service to municipalities free of charge, similar to their
willingness to supply the schools with such a service.
i- Village of Dryden
Chairman, Planning Board, Village of Dryden. The Chairman of the Planning
Board reports that the Village of Dryden would post various announcements on a cable
community bulletin board on a monthly basis in the future. In addition, the Village of
Dryden would provide coverage of meetings,public hearings, as well as special events over
a local access channel. To provide such programming,the Village of Dryden requires access
to a variety of equipment and production assistance as previously indicated in this report.
The Village of Dryden would also use a small automated studio but is uncertain as to the
Village's ability to house such a facility in their two existing office buildings.

Supervisor, Village of Dryden. The Supervisor for the Village of Dryden reports
the Village could use capacity on a high-speed institutional network for video surveillance,
as well as interactive video transmission for the fire station and the CFR Building. In
addition,high-speed Internet access and a fiber LAN connection between the Village Hall,
the Department of Public Works, and the fire building would be of great use.
Town of Caroline
Supervisor, Town of Caroline. The Supervisor for the Town of Caroline reports
that one-quarter of their population currently receives cable and that while not a main
source of information to the residents, community events and fund raisers such as the
"Apple Festival," "Fish Fry," 'Barbecue Chicken," and "Pancake Breakfast" could be
supplied to the community over a local cable access channel on a monthly basis. The
Supervisor for the Village is uncertain as to the Village's need to provide programming to
Village residents since three-quarters of the residents do not receive or have access to cable
service.
Court System
Tompkins County Court. The Tompkins County Court indicated they would use a local
access channel to provide for educational and informational programming to the public regarding
a variety of Court issues, as well as coverage of public hearings. The County Court requires
production assistance to produce such programming, but is uncertain as to the exact nature of the
assistance required.

The County Court indicates they are currently upgrading to CourtNet in the next several
weeks during the winter,which would provide for 56k lines for data transfer between Ithaca City and
Tompkins Municipal Building. The Court believes they would use capacity on an institutional
�- network because their need for telecommunications capacity will increase over the course of the next
several years. An institutional network would be used by the Court for in-service training to work
sites in Ithaca as well as the Tompkins Municipal Building, and local data transmission and video
surveillance, again,both for the previous two mentioned buildings. Voice transmission, interactive
video transmission, high-speed Internet access and LAN connections would also be greatly
facilitated with a high-speed institutional network between the Ithaca City Building and the

Tompkins Municipal Building.
Libraries
Tompkins County Public Library. The Tompkins County Public Library located at 312
North Cayuga Street responded to the survey and indicated they would use a cable community
bulletin board in the future to post notices of Library programs, story time, volunteer positions
available, as well as hours and any new services the Library offers, on a monthly basis. The Library
is also interested in an interactive bulletin board. The Library believes reaching their outreach goals
would be greatly enhanced with video programming provided to the community over a local cable
access channel. Programming would include educational and informational programs to the public
on what is happening at the Library, as well as special events such as the annual "Read Aloud"

Library to the Danby Reading Center and the Caroline Reading Center. The Library anticipates their
transmission capacity for telecommunications will increase over the next three years as a new
Library will increase the need for telecommunications services. Of particular interest to the Library
is high-speed Internet access service.
Finger Lakes Library System. The Finger Lakes Library System responded to the survey.
The Library System needs, on an occasional basis, to post notices that advertise their Web site, as
well as upcoming events and meetings held at the Library. The Finger Lakes Library System is also
interested in using a local community interactive bulletin board, as well as a cable access channel
to help reach their outreach goals. The video programming anticipated by the Finger Lakes Library
System would be educational and informational programs to the public that offer training for using

a Web site to obtain information from the Library. To provide such programming to the public, the
Library requires access to stationary video cameras, editing equipment, lighting and microphones,
as well as non-portable video playback equipment. The Library requires a variety of production
assistance as previously indicated in this report. The most convenient hours to utilize the video
production studio for the Finger Lakes Library System are between the hours of 8:00 a.m. and 5:00
p.m. The Finger Lakes Library System is particularly interested in free Internet access for multiple
PC environments to facilitate their Web service which is currently run by a combination of NT,

�- HP/UNIX,as well as Sun/Solaris servers. The leased transmission capacity by the Library is a DSO,
768k, HSDL line .
Fire Departments
The Varna Volunteer Fire Company. The Varna Volunteer Fire Company located at Turkey
Hill Road responded to the survey and indicated the Fire Department would post PSA
announcements,course listings, and special events on an occasional basis on a local cable bulletin
board.
Cayuga Heights Fire Department. Cayuga Heights Fire Department located on Pleasant
Grove Road responded to the survey and reports a need to use the cable bulletin board channel in the
future to provide for PSA's as well as to announce times and meeting dates on a monthly basis.
Educational Organizations
The Learning Web. The Learning Web located in Ithaca, New York, would use a local
cable community bulletin board in the future to put on notices of events, fund raisers, as well as
opportunities for youths and mentors, on a weekly basis.
Community School of Music and Art. The Community School of Music and Art is located
on Prospect Street in Ithaca, New York, and has indicated a need to post notices on a local cable
community bulletin board scheduling events, their capital campaign update, as well as performance
notifications. Such notices would be posted on a monthly or occasional basis.
The Community School of Music and Art would provide local programming to the greater
Ithaca community over a local cable access channel. This programming would include workshops,
discussions, as well as interviews with School faculty and students. In addition, the Community

School of Music and Art could cover special events such as live performances and rehearsal. In
order to provide this programming, the School requires stationary and portable video cameras, as
well as editing equipment, non-portable video playback and recording equipment, and lighting and
microphones. In addition, the School requires a variety of production assistance as indicated
previously in this report. This School reports the most useful time to use a video production
studio is between the hours of 12:00 p.m. and 9:00 p.m. In addition, the School would use a
small automated studio or a studio with minimal staffing. It is possible that in the new School
space they could house such a facility. The new site is located at 330 East State Street.
Media and Technology Services, Cornell University. Media and Technology Services of

Cornell University responded to the survey. Media and Technology Services indicated they could
.. use cable programming cablecast to the Ithaca community to meet Department objectives and
outreach goals. Topics would include educational and informational programming to the public
on certification, student courses, and general information. Special events such as choral music
and other activities and lectures would also be featured. In-service training for local Cornell
students and others could be included.
The Cornell Media and Technology Services responded they currently have a satellite
uplink and fifty downlink sites across New York State. They transmit approximately two to four
hours of programming per week, and they receive approximately ten to twelve hours per week of
programming. They would like to link the Cornell Television Center to Time Warner and Ithaca
Colleges television studios. They would utilize capacity on an institutional network or a two-way
high-speed, high-capacity rebuild cable communications system to provide for interactive video
transmission, local data transmission, and high-speed Internet access. Furthermore, they indicate

groups may be interested in being connected to their uplink. The Media and Technology Service
is converting to digital technology within the next year.
Office of the Principal, Ithaca High School. The Office of the Ithaca High School
Principal responded to the survey. Ithaca High School currently provides a weekly television
program cablecast to the community over a local cable access channel. In addition, Ithaca High
School in the future would post notices concerning a variety of schedules for sports events, special
events, as well as homework assignments, and possibly a news bulletin. They indicate that should
video speed transmission rates increase, news programming would be more possible. Such
programming would occur on a daily basis. The Principal indicates they would continue and
expand their video production of PTA presentations, talent shows, concerts, art performances, in
addition to Board of Education meetings, as well as student programs and basketball games. In
order to provide such coverage, the Ithaca High School requires access to a variety of production
equipment, including stationary and portable cameras, video editing equipment, non-portable video
playback equipment, as well as lighting and microphones. The most convenient time to utilize a
video production studio is between 12:00 p.m. and 9:00 p.m. The High School is uncertain as
to their use of an automated studio, but they believe that it is possible that they could house such
a studio. Ithaca High School notes they currently have a video studio at the High School, and a
trained staff, which cablecasts over their origination connection.
Director of Information & Instructional Technologies, Ithaca City School District. The
Director of Information & Instructional Technologies for the Ithaca School District responded to
the survey. Currently, the Ithaca School District provides television programs created by students
on an occasional basis which are shown on a local cable access channel, as well as group meetings.

In addition, the District would post notices concerning a variety of school events and functions on
a local community bulletin board in the future. The Ithaca School District believes that attaining
outreach goals would be facilitated with a variety of programs cablecast to community over an
educational access channel. This programming includes informational sessions on new
assessments, as well as coverage of budget meetings, plays, and staff training. In addition, there
are a wide variety of programs that could be produced by students concerning the many activities
the students engage in. The Ithaca School District reports that while they currently have video
production equipment, they require more updated equipment in order to provide such
programming. This new updated equipment would include stationary and video cameras, as well
as video equipment, non-portable video playback equipment, and lighting and microphones. The
Ithaca School District needs a wide array of production assistance as previously indicated in this
report. There are nineteen facilities maintained by Ithaca School District. The School District
could use a small automated studio and one of their buildings could house such a studio.
Currently, the Ithaca School District leases a T-1 or similar transport line for their wide
area network for the Schools. In addition to the T-1 capacity, there are ISDN lines. The School
District could use a high-speed institutional network. The Office of Information & Instructional
Technologies reports that use of such network would be dependent upon both downstream and
upstream capacity being of a high speed, and capacity. The School Districts' need for
telecommunications capacity will increase over the course of the next three years. Uses for a
institutional network include in-service training to all nineteen facilities, as well as local data
transmission and interactive video transmission. In addition, it is important for the School District
to utilize such a network for local area network connections, as well as high-speed Internet access.

Boynton Middle School. Boynton Middle School in Ithaca, New York, currently provides
a variety of video programming on a daily basis through the local access channel and public
television. The School would like to provide notices on the School schedule and other School
activities on a local cable community bulletin board on a weekly basis. Boynton Middle School
believes that meeting objectives and outreach goals would be facilitated with programming
cablecast to the community over an educational access channel. Such programming would include
curriculum support, coverage of Board meetings, plays, sporting contests and other athletic events.
The Boynton Middle School requires non-portable video playback and recording
equipment, stationary cameras, video editing equipment, portable video cameras, and lighting and
microphones in order to continue to produce programming. In addition, the School needs a variety
of production assistance including studio equipment operators, editing assistance, program
planning and directors, as well as set design and construction. Boynton Middle School would use
a small automated studio. Currently, Boynton Middle School reports leasing a T-1 line for data
services.
Lansing High School. Lansing High School currently reports leasing a T-1 or similar
transport line. The District uses on-line referral sources over the Internet extensively in all three
Schools. They report that Internet access is ubiquitous. The High School reports they use a point-
of-presence they've built. They also have a need for symmetric bandwidth greater than 10 Mb per
second. The School could use capacity on an institutional network for two-way high-speed data
communications. Such a network could be used for in-service training at the High School, as well
as local data transmission. The network could utilize free interactive video transmission to other

schools, both these and the universities. In addition, the School reports a need to use the network
for voice transmission, and they would like to join a telephony consortium. They would also like

to be able to have a greater redundancy of Internet service.
Cornell Cooperative Extension of Tompkins County. Currently the Cornell Cooperative
Extension provides a variety of video programming to the public. Cooperative Extension has a
contract with Tompkins County to cablecast County government meetings. In addition, they use
Channel 53 on the government access for workshops for other local governments. They also provide
programming on community awareness issues. Such programming is provided on a weekly basis
through group meetings,a local cable access channel, and other means. The Extension would like
to post workshop notices and meetings, and educational information on a local cable bulletin board
in the future. Such information would be posted on a daily basis. The Extension believes that
reaching its outreach goals would be enhanced with community programming offered on a local
access channel.
.. Programming would include educational and information programming on distance learning
and workshop seminars, as well as coverage of a variety of additional meetings, not currently
covered. They would like to cover a wide variety of special events, as well as provide in-service
training to employees.
In order to provide such programming, the Extension requires use of non-portable video
playback and recording equipment, stationary video cameras, video editing equipment, as well as
portable video cameras, and lighting and microphones. The Extension, as previously indicated in
this report,could use all types of production assistance including studio equipment operators,editing
equipment,program planners and directors, as well as set design and construction. The Extension

reports they would utilize a small automated studio and they could house such a studio. Currently,
the Extension uses a network to transmit and receive video. They currently put out approximately
twenty-two hours of video programming, and they receive two hours of video programming. The
•— Extension could use capacity on an institutional network to provide for a variety of institutional
services. These services would include in-service training to work sites, local data transmission,
interactive video transmission between Tompkins and Village Hills, as well as voice transmission,
LAN connections, and high-speed Internet access.
Trumansburg Central School District. Currently, the Central School District has video
conferencing using the PictureTel system, of compressed video using a switched 56/ISDN phone
lines. The video teleconferencing occurs at a daily basis. Trumansburg Central School District
would like to utilize an interactive bulletin board whereby viewers could access the information that
they require. The School District believes that it could reach its objective and outreach goals with
programming cablecast to the community over an educational access channel in the future. The
School System would provide a variety of programming, in addition to our offering of SAT prep
classes,they could offer first aid courses, CPR certification, and a variety of community education
classes. In addition, the School District would provide for in-service training for employees, and
some sporting events. In order to produce such programming, the School District would require
access to a variety of production equipment, including non-portable video playback and recording
equipment, stationary video cameras, studio editing equipment,portable video cameras, as well as
lighting and microphones. The School District requires additional production assistance as
previously indicated in the report. The School System reports that any time before 8:00 p.m. until

.. after 9:00 p.m. would be used by the School System to be use of a video production studio. The
District reports the School System to have Internet capacity across the campus.
They transmit over ten hours of video a week,they receive three hours of video programming
a week. The School System could use capacity on an institutional network to provide for in-service
training to work sites, local data transmission, interactive video transmission, history classes,
advanced placement Spanish,psychology,and sociology classes. The School System would expand
their Internet access speed, as well as interconnect their LAN's. One of the goals of the
Trumansburg School System is to"provide a window to the world for area residents."
Trumansburg Elementary School. Trumansburg Elementary School located on 100 Whig
Street responded to the survey and indicates the Schools interest in utilizing a local cable community
bulletin board to list School-related announcements. The School indicates that they do not currently
produce any programming and that they have an outdated video camera as their equipment. The
School indicates that they would like to have use of capacity on a high-speed institutional network
'-� connecting the Ulysses System, the Philomanthic Library, and the Cayuga Nature Center, as well
as Cornell University, Ithaca College, and TC-3. Use of the network would serve primarily for
Internet LAN bridging and interactive video transmission.
Tompkins-Seneca-Tioga B.O.C.E.S School System. The Director of Instructional Support
Services responded to the survey. Currently, they provide a variety of video programming, which
is primarily satellite downlinks for teleconferences. Occasionally,school activities such as plays and

graduation are also covered. Such programming is made available to the public over the local cable
access channel. The School System is uncertain as to whether reaching their objectives and outreach
goals would be enhanced with programming provided to the community. Were such programming

to be provided,it would include educational and informational programs to the public on such issues
as Y-2-K, as well as providing Regent review classes and recreational programs such as the Color
Guard and cheerleading competitions. They have the necessary equipment to produce such video
programming and they require no production assistance. Currently,the School System leases ISDN
lines for compressed video and a DSL line for data transportation, and has a fiber link to cable for
video and data. The School System could use capacity on a fiber optic network to provide for a
variety of services such as local data transmission between the Schools, County, City, TC3, and
Cornell. In addition, a network could expand the interactive video transmission which currently
utilizes ISDN capacity. Finally, they would benefit a great deal from increased capacity on an
institutional network for video and data as such uses would include high-speed Internet access, as
well as interconnections between LANs such as the Alternative Community School to the B.O.C.E.S.
LAN.
CRESP, Cornell University. CRESP, Cornell University would use a local cable
community bulletin board to post notices of CRESP project events. This would be done on a
weekly basis. In addition, this organization would like to utilize an interactive bulletin board, as
well as to provide video programming to the public in order to help reach its outreach goals.
Video programming would cover educational and informational programming with a wide variety
of events and symposiums that would be of interest to a wide audience. In addition, CRESP
requires but is uncertain as to the particulars of video equipment and production needs.

Civic Organizations/Other
The Women's Community Building. The Women's Community Building would like to
use the cable community bulletin board to post notices of the Antique Show, Craft's Fair, as well
as club meetings and other functions in the Women's Building on a daily basis. The Women's
Building believes that attaining outreach goals would be enhanced by providing programming to the
community over a cable access channel. Programming would include educational and informational
programming, as well as coverage of meetings and special events, such as the "Women Making
History Month," and other topics. In addition, the Women's Building could offer coverage of a
variety of recreational programs including yoga and dance classes. The Women's Building reports
not having ownership of any video production equipment at the moment. They would require a
variety of production equipment, as well as production assistance. The Women's Building reports
they would use a small automated studio, and that the Building could house such a studio. The
Women's Building could utilize capacity on a high-speed institutional network for local data
transmission, video surveillance, interactive video transmission, voice transmission, and Internet
access.
Amnesty International USA, Group #73. Amnesty International USA, Group #73
` currently provides a program entitled "Amnesty International-Ithaca," which includes interviews,
documentaries, and talks in a magazine format program, approximately three times a week over
the local cable access channel. This organization reports a need to use a local cable community
bulletin board in the future to provide notices of meetings, and special events and talks, on a
monthly basis. The organization is interested in using an interactive video community bulletin

board. Amnesty International believes reaching their outreach goals could be enhanced with
programming provided over a local cable access channel.
Programming would include PSA's and short informational videos on human right's issues.
They would also cover special events such as talks, and poetry and song festivals with a human
right's angle. In order to provide such programming, the organization would require access to a
variety of video equipment including stationary video cameras, portable video cameras, lighting,
microphones, as well as video editing equipment and non-portable video playback equipment. In
addition, they would have to have editing assistance, program planning, and set design. The
Amnesty International group has made several recommendations concerning PEG program
operations. These include a desire for longer hours of operation on the weekends, more spare
parts, a high quality of repair services, and a better paid staff. Concerning the better paid staff,
Amnesty International wishes to stress that the current staff is highly qualified, but is not paid
fairly for their high qualifications.
The Tompkins County Chamber of Commerce. The Tompkins County Chamber of
•.. Commerce currently provides occasional video programming consisting of coverage of public
forums which is carried on the local cable access channel and/or group meetings. The Chamber
would like to utilize a local cable community bulletin board in the future to post notices of events,
forums, and workshops, on a weekly basis. The Chamber is also interested in an interactive
bulletin board whereby residents and visitors in the area could obtain the information they desired.
The Chamber would like to place programs on a cable access channel in the future to promote the
area and to improve the attainment of their outreach goals.

Programming would include educational and informational programs to the public which
would consist of rebroadcast of forums, as well as a series of public information workshops. In
addition, the Chamber could provide coverage of special events at the Convention and Visitor's
Center, as well as the recreational programs at those venues.
In order to provide coverage of these activities, the Chamber requires access to video
editing equipment, portable video cameras, as well as lighting and microphones. In addition, the
Chamber indicates a need for production assistance consisting of editing assistance, on-site
equipment operators, and program directors. The most convenient hours for utilizing a video
production studio for the Chamber are between 8:00 a.m. and 9:00 p.m. The Chamber indicates
they would utilize a two person or automated studio, but currently do not have room to house such
a facility. The Chamber could use capacity on a fiber optic network to provide for interactive
video transmission and local data transmission, and possible voice, Internet, and LAN
connections.
Challenge Industries of Ithaca, New York. Challenge Industries of Ithaca, New York,
responded to the survey and indicated a desire to utilize a local cable community bulletin board
to post notices of special events, such as the annual golf tournament and disability awareness
issues, on a monthly basis. As previously indicated, this group is interested in using a local cable
•— community access channel to provide for a wide variety of video programming. This
programming would include educational and informational programming to build awareness about
issues concerning people with disabilities. In addition, coverage of special events such as the golf
tournament and fund raising campaigns would be covered. In order to provide such programming,
Challenge Industries requires use of a variety of video production equipment including non-

portable video playback equipment, stationary video cameras, video editing equipment, as well
as lighting and microphones. Challenge Industries requires production assistance in the form of
studio equipment operators, editing assistance, and on-site equipment operators. The most
convenient times to use a video production studio for Challenge Industries are between the hours
of 8:00 a.m. and 5:00 p.m. Challenge Industry believes that it would utilize a small automated
studio or a minimally staffed studio, but is unable to house such a facility.
The ScienCenter of Ithaca, New York. The ScienCenter of Ithaca, New York, would like
to use a local cable access channel in the future to post notices of meetings, events, and
educational programming, on a daily basis. In addition, the ScienCenter is interested in an
interactive bulletin board. The ScienCenter believes that it could possible use a small automated
studio or one staffed by only one or two persons.
YMCA of Ithaca and Tompkins County. YMCA of Ithaca and Tompkins County would

like to post notices of programs and employment opportunities on a weekly basis on a local cable
community bulletin board. The YMCA would also use an interactive bulletin board and provide
video programming to the public. Video programming to the public would include a variety of
educational and informational programming on health and fitness, as well as membership
information, and coverage of special events and promotion programs. In addition, the YMCA
could provide instructional and demonstration programs featuring a variety of recreational topics,
as well as coverage of sports events. In order to provide programming, the YMCA needs a
variety of video equipment including non-portable video playback equipment, stationary cameras,
video editing equipment, as well as lighting and microphones. As previously indicated, the
YMCA would need production assistance in the form of studio equipment operators, as well as

editing equipment. The most convenient hours to use a studio for the YMCA are between 12:00
p.m. and 5:00 p.m. The YMCA could use a small automated studio in order to provide its
programming.
Paleontological Research Institute. The Paleontological Research Institute in Ithaca, as
previously noted, would use a local cable community bulletin board in the future to post notices
of programs, field trips, new exhibits, press releases, and information, on a weekly basis. This
organization believes that reaching its objectives and outreach goals could be enhanced with
programs cablecast to the community over the public access channel. Programming would include
educational and informational programs to the general public, as well as the school population.
Special events such as special exhibits would also be featured. In order to provide such
programming, this organization requires access to stationary cameras, video editing equipment,
lighting and microphones, as well as non-portable video playback equipment. In addition, the
Research Institution requires production assistance consisting of studio equipment operators,
editing equipment, editing assistance, as well as on-site equipment operators. The Paleontological
Research Institute would use a small automated studio or one minimally staffed.
Hospicare of Tompkins County. Hospicare of Tompkins County would use a cable
community bulletin board in the future to provide notices of bereavement group meetings, as well
as to post training recruitment announcements, fund raising events, and community education
events on an occasional basis. The Hospicare Group believes attaining their goals would be
enhanced with cable programming over a local cable access channel. Programming would include
educational programming about hospice, end of life issues, and dealing with grief. This
organization believes that in-service training programs for employees would be very useful.

Hospicare notes they would like to share certain "mandatory universal precautions" with their
health care agencies throughout the greater Ithaca area. In order to provide programming, this
organization requires access to portable video cameras, as well as lighting and microphones. In
addition, studio equipment operators, editing assistance, and on-site equipment operators would
be required. Hospicare would use a small automated studio.
Gadabout Transportation, Inc. This human services organization would like to cablecast
programming to the community. In addition, Gadabout Transportation would use a small
automated studio.
American Red Cross. This organization currently provides a panel discussion and a replay
of videos produced by their national organization on an occasional basis. In the future, they would
expand their programming cablecast to the community to provide for additional educational and
informational programming. They also have an interest in teleconferencing for in-service training.
To provide such programming, as indicated in the report, the American Red Cross requires access
to stationary and portable video cameras, as well as lighting, microphones, and a variety of
•• production assistance. This organization would find it most convenient to use a video production
studio between the hours of 8:00 a.m. and 12:00 p.m. Of note, the American Red Cross would
not only use a small automated studio, but has indicated the ability to house such a studio in one
of their three facilities. These facilities are located on West Clinton Street, South Geneva Street,
and West Court Street.
Family and Children's Service. This organization would like to provide video
programming to the greater Ithaca community on a variety of informational topics concerning
mental health services. This organization indicates a need for portable video cameras, as well as

a variety of production assistance, as previously cited in this report. Family and Children's
Services maintains two facilities in the Ithaca area, and would use a high-speed institutional
network to connect their two locations located on North Cayuga Street and West Seneca Street for
local data transmission and access to the Internet. Such a service would also bridge their local
area networks at these two locations.
The League of Women Voters-Tompkins County. The League of Women Voters currently
provides an annual show repeated two or three times for local candidates, State candidates, and
School Board candidates. This program is a forum or debate format and is presented over the
local cable access channel, as well as public television and group meetings. The League of
Women Voters, on an annual basis, would post notices on a local cable community bulletin board
to publicize meetings for candidates, as well as League functions. The League of Women Voters
would cablecast programming to the community in the future over a access channel.
Programming would include educational and information programming of interest to the
public, as well as coverage of public hearings at the State or federal agencies located in the greater
Ithaca area. The League requires access to portable video cameras, lighting, microphones, as well
as video editing equipment. Of particular note, the League requires a cable origination point at
the Women's Community Building so they can provide live transmission of pre-election
information. As indicated, the organization requires production assistance.
Day Care & Child Development Council of Tompkins County. The Day Care & Child
Development Council of Ithaca would post notices of recruitment of child care providers on a
weekly basis on a local cable community bulletin board. In addition, this organization would

cablecast programming to the greater Ithaca community concerning choosing child care, and what
to look for.
The Finger Lakes Independence Center. The Finger Lakes Independence Center is a human
service agency serving primarily people with various disabilities. They currently have a quarterly
one-half hour show on the PEG access system, and are the producers of"Roundabout." In addition,
staff members appear on other local cable access shows. The Finger Lakes Independence Center
wants to continue posting press releases on the bulletin board on various topics and events on a
weekly or monthly basis. The organization would like to continue and possibly expand their video
outreach on behalf of the community with informational and education programming, as well as
special events, and in-service training. The most convenient times to participate in using a video
production studio are between the hours of 8:00 p.m. and 9:00 p.m., and the Center would use a
small automated studio staff by one or two persons.
Tompkins County Area Development. Tompkins County Area Development is uncertain
as to the benefit of providing video coverage of their organization's activities over an access channel
to the community. However,were they to do it, it would include information and educational access
programming. Over the course of the next three years,this groups believes they will have increased
Internet communications requirements, but at a relatively low-level.
Better Housing for Tompkins County. Better Housing for Tompkins County reports that
they currently utilize a taped video of first-time home ownership workshop which is available to
potential clients. The group would like to utilize a local cable community bulletin board to post
notices of a first-time home buyer workshop, rental housing opportunities for families and seniors,
and upcoming opportunities for free home repair and rehabilitation for low income Tompkins

County residents, on a monthly basis. The organization believes that reaching their objectives and
outreach goals could be enhanced with programming provided to the community over the local

access channel. Such programming would include home buyer workshops, and interview or
programs describing the agency's services. In order to provide this programming, they require
access to portable video cameras and have an interest in exploring with others the production of
a video and program that highlights the agency's services and programs.

SECTION IV - COMMUNITY NEEDS
The survey results illustrate the programming that is planned for the future by public,

educational, and local government organizations. Organizations responding to this survey
indicated that equipment and production assistance would be necessary to produce the
VPW programming indicated. If expanded utilization of the local community programming is to be
achieved, the survey results indicate that these groups and agencies would need resources available
to them beyond those that they already possess.
The following lists the community needs that were expressed by the organizations,
institutions, and local government departments participating in this ascertainment:
■ The need for dedicated channels for public, educational, and government access.
■ The need for expanded production assistance.
■ The need for additional studio, portable, post-production, playback equipment and
facilities for all three types of access.
■ Flexible studio hours.
■ A small automated or minimally staffed studio.
■ The need for a high-speed, high-capacity institutional network for data
transmission, video surveillance, in-service training, interactive video, and other
services.
These needs and the needs expressed by current access channel operators in their proposal
for additional equipment, facilities, and resources can be addressed by the Consortium in its
Request for Proposal for cable television service. In the Request for Proposal the Consortium can
specify the requirements for cable service, such as the number of access channels to be provided,

and what offerings are encouraged. In this way, the Consortium can assure that community needs
will be addressed during the renewal process.
