Page 1 PUBLIC,HEARING:-"0NE-WAY STFEET: Mayor Johns opened a public hearing advertised: for, this.,. time to hear anyone interestedin a proposal to make Tioga Street a oneway streetor"" northbound traffic, from Green, to .Court S.tree•t,..and Cayuga, Street one -:way' for southbound, listraffic from Court to Green Street. Mr. Dingman, Superintendent of Public Works and Acting Traffic Engineer, advised thatithe proposal had been under study for sometime. at the request cf former Mayor Kiely. Assistant Traffic Engineer Combas presented and reviewed' the. proposal by citing 11 advantages and 16 disadvantages (list attached). Coln. Leary wondered about the traffic problems in the 300 block of N. Tioga adjacent to Tompkins Co. Court House and the 200 block of N. Cayuga, adjacent to DeWitt Jr. High.; Coma:, Golder asked for a cost estimate and Mr. Dingman stated it might run as high as. ;:60,000 over a period. of the next feta years. He felt that some improvement in the traffic "..ghts in this c:ea would have to be made whether or not the one-way proposal was put into effect. ////07,74,IMM. Wm. P. Walling, Vice -Principal at DeWitt Jr. High, stated hat more than one-half of the 1100 students at the school use buses and documented the problems a one-way street south- be=don Cayuga Street would cause from a safety standpoint. He suggested no changes be made until after the Junior High moved from its present location. A letter from the School District we.s read calling attention to the same problem. 4 Mr. H# kelt Davidson spoke for Browning King & Co. and Mr. G. J. Atsedes spoke for College Spa. 4o_h•felt it would hurt their businesses. Mr. Thomas Bennett spoke for First Natior11,.•Pank P: Trust Company. He felt the financial institutions should be consulted becaue •they generated a lot of the traffic and have many related problems. Mr. David Saper��, espoke for the Clinton Hotel and felt it would seriously hurt his business. Dr. L� '';Fisher, 306 N. Cayuga Street, felt that the proposal would hinder emergency vehicles reaching properties along Cayuga Street for several blocks north of Green. • Comm. .Lerr.y presented a protest on behalf of Louis Thaler, 309 N. Tioga Street. Alderm.aai •'lord..eimer felt the primary purpose of streets was to move vehicles by the most •efficient.and e.:^nemic means. He felt that many dangerous situations exist now with pedestrians. City Engineer Schlieder felt the one-way proposal which was intended to - increase Circulation of traffic would do this. //W70 'Fire Chief Weaver looked with favor on the proposal as far as it affected movement of fire trucks. Max Mattis'spoke for Alcor. He favored it if it would move traffic faster. After all present had an opportunity to be heard it was moved by Comm. McGee, seconded by Comm. ., `'engo and. -carried that the hearing be closed. `I Mr. Dingman presented his recommendation that the system be planned but not implemented at lithe present time and that it be referred back to the Acting Traffic Engineer for continued study as more becomes kno-,,m about the proposed developments in the Urban Renewal area. He claimed that the propos.alwould;-t. 111 a loss of .$125,000.00 per annum to the City taxpayers. - Comm. Downing reported that the Parking, Traffic & Transit CommE teeqiita studied all factors of the proposed ramp and felt it would provide a total net increase of apprbxi-- mately $94,255.90 per year fropl, all sources, that at 43% occupancy it could be operated on a break-eyWbAsis,and that in a few years would begin to show some profit. A dangerous conditi::... for pedestrians exists on this road. because of the parking and lack of sidewalks. .The Planning Board indicated -in some of its reports that it is studying and will recommend a sidewalk on Spencer Road.' • By Comm:. J(s t C -A -T • • Page 9 CITY CEMETERY VANDALISM: Alderman Nichols called .attention. to :.repeated acts of vandalism in the vicinity of the City Cemetery including the willful removal of street parking signs.: resulting in unmolested parking happening in the area. She requested replacement of the missing signs, better -lighting of the area and enforcement of the traffic regulations -h extravig or until all violators had been punished. 34.0 V SF 1The Superintendent indicated that new signs were being designed for this area w ich he hoped would correct.the problems. Comm. Downing reported that Ithaca College was making plans to have a_parade on Campus on Saturday morning April 18th. It requested perdission to reserve' the two street parking spaces immediately South of the Woolworth parking lot entrance on South Cayuga Street. This reservation is to enable them to run a shuttle bus between the Campus and this point to run every 5 minutes' between 8:30 a,m. and. 1:00 p..m. Anyone wishing to view the parade could park in :the City lot at normal rates ..and ride the bus, free, to Campus, :By Comm. Downing felt Ithaca's traffic problem did not war w. the services of a full-time traffic engineer at this time. Mayor Johns concurred with his :views. Page 21 SLAKE AVENUE AND SENECA STREET PARKING: Mayor Johns reported that the residents of Lake Avenue had requested 24-hour parking as it was creating a hardship on the residents. Commissioner Leary reported that the 1000 block of Seneca Street should also be looked 411 into as it was a dead-end street. By Comm. Yengo: seconded by Comm.
