Carried._ Page 4 BASEBALL PLAYING FIELDS: Alderman Slattery recommended that the Board take' . prompt action to provide as many babeball playing fields as, possible at the old airport site. Leary 3/2.-4 ESOLVED, that the Board approVeS.Alderman Slattery's request and authorizes the Superintendent to prepare the area as soon as possible for the stated. - - _ BALLFIELDS: Alderman Slattery read a petition received by the Counci,atAts-last meeting . signed by about 207 concerned citizens asking for additional ball fields. He called attention to the Board's promise to make an area at the old municipal airport available for such purposes and pleaded for'iMmediate action. Supt. Dingman promised attention to this request as abon as possible. ;7'40P., • _ _ SOUTHWEST PARK BALL FIELDS: By Comm. Leary: seconded by Comm. Yengo RESOLVED, that the Superintendent be authorized to pro-Ceed-with the construction of a grassed area for four slowball playing fields in SouthWa Park as requested by Common Council on October 7th. Attorney Weinstein called attention to Sec. 2-27 of theCharter, as codified, giving_ the. Board power to adopt and execute plans for the laying out, improvement and mainten-, ance of parks in the'City. Alderman Robinson entered at this point in the proceedings. He called:attention to the continued shortage of ball fields at Inlet Park pending future development of the area and felt that the proposed fields at Southwest Park would help immenaly during this development period. Motion carried. • Page 5 CITY SCHOOL DISTRICT REQUEST: The Controller reported. that .Ithaca City:School District,_ had requested permission to move equipment over the city -owned land. at -the corner of'. • N. Cayuga Street and E. Shore Drive. He explained that this land was in the process of being conveyed to the District but that approval of the permission sought would be very ilk helpful to the District. a �° 111. By Comm. Carried report of the building as its information and consid- Carried ELM STREET HOUSING PROJECT: The Superintendent reported that at its May 6th meeting Common Council appropriated $154,000 to accomplish the construction of the following items in connection with the Urban Development Corporation's Scattered Housing project off Elm Street: 1. The base course, sub -base, paving, and curbing for a street tentatively called Water Tank Road and another which is a southerly extension of the existing right-of-way for Chestnut Street. 2. Storm sewers and catch basins as required for the above streets. 3. The relocation of an existing water line which serves the Elm Street tank and which crosses the property in a manner which would prohibit construction of the proposed project. Also the extension of public water lines in the proposed streets to provide water service to the proposed project. 4. The installation of four fire hydrants within the streets to serve the project area. 5. The extension of the sanitary sewer on a right-of-way across land of Weiner and land acquired by the Urban Development Corporation to a man -hole in the Chestnut Street extension. This sewer to serve the proposed project. 6. The extension of the public rights-of-way for streets. Water Tank Road would be on an entirely new right-of-way across lands acquired by the Urban Development Corporation from Weiner and the City of Ithaca. Chestnut Street would be on a new right-of-way acquired by UDC from Weiner and from private owners northerly of the pro- osed project and extend to the existing southerly end of Chestnut Street. At its meeting on August 5, 1970, Common Council appropriated money for the above purposes, as follows: a. For the construction of the sub -base, base, pavement, curbs and drainage facil- ities of the proposed streets and for acquiring the right-of-way for the proposed streets over land other than the Urban Development Corporation - $95,000. b. For the relocation and extension of the water mains including the installation of fire hydrants and appurtenances - $36,800. c. For the construction of the sanitary sewer - $16,400. �j' -2- December 23, 1970 He advised that the City Engineer had reviewed the most recent plans presented by the Urban Development Corporation for this housing project and now estimates that all of the street construction required by the project can be accomplished within the appro- priation. This would not include the land purchase or construction of that portion of the extension of Chestnut Street which lies northerly of the Cudlin land and extends from that point approximately 650 feet northerly to the intersection of Chestnut Street and Elm Street. A separate capital project has been requested for this work and is presently estimated at $64,000. The City Engineer also conferred with the Water and Sewer Division and estimates that the remaining extension of the water main and the installation of the fire hydrant required by the project as now shown on the lands, can be done within the appropriation. (It should be noted that the Urban Development Corporation elected to install the re- located water main rather than have this done by City forces. It is possible that Urban Development Corporation will request a back charge of their cost in connection with this relocation, however, since it was originally intended that this should be done by City forces and since City forces were available to do the work, the Department will recommend that the back charge be denied). The City Engineer has reviewed plans for the sanitary sewer and concluded that the construction work required can be done within the appropriation provided that excessive rock excavation is not encountered. The Superintendent proposed that Common Council be requested to direct the City Attorney to acquire the right-of-way for the extension of Elm Street from the north line of the Urban Development Corporation property (formerly Weiner) northerly across Cudlin and other owners to the southerly end of the existing right-of-way for Chestnut Street. UDC has prepared a description of the portion of this street which lies on the Cudlin land. The City Engineer is preparing a map of the street across remaining lands to the north. By Comm. McGee RESOLVED, that the Superintendent be authorized to proceed with the construction of a sanitary sewer running westerly from Floral Avenue across lands now or formerly of Weiner and lands of the Urban Development Corporation, to a manhole in a proposed ex- tension of Chestnut Street when the Urban Development Corporation shall have: 1) Conveyed to the City a right-of-way for the construction of the sewer and a permanent right-of-way for the maintenance of the sewer. 2) Provided a final location plan with complete detail of location and grade. 3) Applied for and received approval of the County Health officer for the instal- lation of the sewer.
