WATER SUPPLY: Comm. Yengo reported that Nussbaumer-Clarke, consulting engineers, presented a discussion of five possible methods of augmenting the City's present water supply to increase its reliability from 5.11 million gallons to ten million gallons per 1 day. They recommended that one of three methods be selected and studied to determine its, feasibility and costs. These three methods are wells in Inlet Valley, Cayuga Inlet, and'''" Six Mile Creek, The Water and Sewer Committee considered the discussionof the engineers, and selected Cayuga Inlet s the source most likely to provise a satisfactory interium. s upp ly • G 0 'By Comm. Putney .RESOLVED, that Nussbaumer & Clarke, consulting engineers, be authorized and directed to produce a study of the cost and feasibility of supplying raw water from Cayuga Inlet to .the City's filtration plant which shall be in sufficient detail to make a reasonably accurate cost estimate of this method of supplying 2.5 ragd and for supplying 10 mgd. Coram. Downing expressed his feeling about the matter in the following prepared statement: 1. "A determination of the manner in which the city's resources are developed should carefully consider long range as well as short range requirements. Not doing so could be immensely expensive to the city in the future. 2. In the case of water, it is obvious that this is a natural resource in which all ;,,' -. present and potential users of city water have an interest. The long range plan r ghLs; well consider, then, the interests of the greater Ithaca area and the present City tob.be .the same. For example, if the present dam is questionable or in dire need of repair and if an;.t alternate supply of a substantial nature will be needed in 15 years --as Mr. Hannan'suggests--, the time to select a dam and reservoir site is now - not after a subdivision has been 3 uilt' on the best reservoir site. Many other communities in New York have made this mistake'.;';.': Let's not follow in their footsteps. ri Building a long term alternate water supply is obviously in the interests of the Ci:t"yip,,the Town and the Village. I'm certain the residents of these municipalities will not shi''rkti; a proper and proportionate share of a well -conceived proposal to provide us all witi. Yae. quate water. let's consider the available facts. The City has a filtration plant capable of delivering 10 million gallons a,.,day'r,,'' The City has a water,source--Six Mile Creek --which is capable of supplyin .'hone than 10 million gallons a day NOW except during the Fall --or in the event of:a drought;:' Six Mile Creek has a dependable flow of 5.4 million gallons a day. - ::- '' :G'::`- We need now 6.5 MGD plus'a growth factor of about 2 MGD for the short term We need in the near future an alternate major water resource developed to provide least 10 MGD. ;Now what are the possibilities-: 11. We could tap the Lake at an appropriate place and either build a new filtration plant or pipe this water to our present filtration plant, '2. We could drill wells in the Inlet valley in the hopes and probability of finding an aquifer capable of supplying 10 MGD. 13. We could build a dam which could supply 10 MGD now and with further staged:cdn5truction late^ provide us with 20 MGD. Alderman Robinson Robinson called attention to a letter which he had received,from Edward'Abbott, Chairman of the Cayuga Lake Basin Board, expressing similar views to those of -CommDowning. !He suggested that Mr. Abbott.be invited to speak to the Board concerning the matter and also;: that the proposed study be referred to the County Water Agency for its approval and .possible funding. Comm. Downing offered an amendment to the resolution to provide that the Nussbaumer & Clarke! study shall explore the possibility of providing approximately 2 MGD supply of water from wells to take care of the immediate needs and the purchase of a reservoir site in the Burns Road•area and the construction of a first stage of a staged 20 MGD dam to provide a MGD as ,_soon as possible. His amendment failed for lack of a second. After some further discussion a vote on the original motion was taken which resulted as :follows: AYES: 5 NAYS: 1 - Downing WATER SUPPLY: Comm. Downing advised that tests made by Tompkins County Dept. of Health indicated that water in the Inlet, near the Golf .Course, was sometimes better than at Clinton Street, that water at Clinton Street appeared to be of minimum standard, and that water near the Cayuga Lumber yard showed some sewage. He felt it would be difficult to predict what it would be. like at low-level periods when in all likelihood the supply would have to be drawn back from the lake - a source that has not yet been determined to be free from mercury and/or other pollutions. He advised further that tests made in 4►a well at the "Old Hundred" and other wells owned by the City indicated the water to be excellent - needing only treatment for hardness and iron content. By•Comm. Downing: seconded by Comm. Golder .RESOLVED, that Tompkins County Health Department be requested to investigate the quality of water available from Cayuga Inlet and wells located in Inlet Valley and make recom- mendations to this Board on which would be superior to furnish the City with an interim source of water supply. Supt. Dingman felt the City should await a study of this problem being made by its con- sultingengineers and when received it could; be. submitted to the Health Department for review. Town's - k request for extension of water and sewer services to the Tompco-Kenilworth developments on the Ellis Hollow Road, outside the city limitsAs a result, the Town furnished_ engineering reports. of ,anticipated water needs for each of these projects .showing, a .. . Yengo acknowledged receipt of a request from the Town of Ithaca for extension of water 'and sewer service and a sprinkler connection to serve the Kenilworth project, and indicated these services would not require the extension of any existing mains. KLNILWORTH SUIT: Attorney Weinstein advised- that•Kenilworth and Groff Associates had filed' a suit against the City to compel it to furnish water and sewer services to a proposed ,development on Ellis Hollow Road, outsi the city limits. Hannan reviewed contents of a letter, dated October 12, 1970, received from N.Y. State Dept. of Environmental Conservation which was addressed to the Mayor and Common Council regarding state aid for operation and mainten- ance of the Sewage Treatment Plant for the fiscal year of 1969. It approved a grant in 411 the total net amount of $43,398.95 for this period which represented one-third of the direct cost for operation and maintenance of the plant during this period. It indicated that approval of the city's subsequent application for aid would be dependent on accept- able operation and maintenance of the plant and progress demonstrated on the following item: Initiate a study and corrective program for elimination of excessive infiltration and direct storm and ground water discharge to the sanitary sewer system. Assistant Supt. Hannan indicated that work was proceeding to meet all state requirements in this respect and could foresee no difficulty in meeting them. SEWAGE TREATMENT PLANT STATE AID: Comm. Yengo presented a letter, dated November 25. 1970, from Mr. Hannan, Assistant Supt., which was addressed to New York State Dept. of Environmental Conservation regarding the City's application for state aid for operation and maintenance of its Sewage Treatment Plant.
