Board was called to order at 8 :03 P.M. at the Danby School, 72 Gunderman Road, Town of Danby, County of Tompkins, and State of New York on June 14, 1982. Board members present: Councilperson Mary Oltz Councilperson Sylvia Hiney Councilperson Dorothy Roberts Councilman Ted Merritt Supervisor Mildred Miller Others present: Florence Starr, Ed Inman, Herb Engman, Ed • Slights, Roy Hornbrook, Pamela Clermont, Donald Graham, Carol and John Benjamin. The May 10 meeting minutes had three corrections. Supervisor Mildred Miller reported General Fund Warrant #4 total should read $1184.88. Sylvia Hiney stated the vehicle purchased by highway department is a four wheel drive truck, not pickup. Supervisor Miller stated Garry Huddle, custodian for Danby School (checking boiler /furnace) was paid $43.00 thru money received from pre -k program, by endorsing their check over to him, no town check was written. With above corrections, minutes of May 10 Town Board meeting were approved. Motion made by Councilman Ted Merritt, seconded by Councilperson Mary Oltz. In turn, New York should honor both registra- r disabled and handicapped parking permits from Commissioners Regulations (part 18) has been amended to delete reference to Salvage Certificate as only proof of ownership for an abandoned vehicle. The local authority could issue bill of sale which would act as proof of ownership in manner similar to salvage certificate. Pamela Clermont, Town Attorney, spoke with assistant school • administrator, Gary Lindenbaum about town purchasing the Danby School. Mr. Lindenbaum said suggested price for school would be $80,000 over an eight year period for ten ,years with no interest. He is not offering the school at this price, but felt the school district might accipt this offer. He also felt there is $150,000- 200,000 repair work that needs to be done on school (roof repair). If town wanted the school district to do this work, we make an offer to work out long range plan on payments with additional financing. Mr. Lindenbaum suggested the town figure out how and if we want to buy the building and write out the proposal for them, putting in all terms and con- ditions. Mrs. Clermont warned the town if the school accepts this written proposal, it is a binding offer. up Town Board Meeting Minutes - June 14, 1982 Page 2 A public referendum would be advisable if town board is definite in purchasing school. She also mentioned the Cornell Business Graduate program will offer free capital studies re; the pos- sibilities available to the town. They will come in and look over the town hall, the school building and the possibility of a new town building. They will do an assessment study of what our resources are, what our capital would be, what kind of financing is available. Ed Inman, who is insulating the town hall, reported he did not put in sequencor timer in town hall, as he felt this would not work to our advantage, properly during the coldest months. The town would be charged kilowat usage, or demand time during summer months, whichever is more; during winter months you are going to • be paying above your demand rate. Highway department: Roy Hornbrook reported mowing of area roads is being done. Work is being done on Station Road, Michigan Hollow Road, and Durfee Hill Road. Community Council: Mary Oltz reported the council met Cindy Merlaw a teacher at Candor Elementary School who will be in charge of the summer recreation program being held July 5 -30 at Danby School. Opening day program for Danby pond is progressing. A nature trail has been put in with help from the Alternate School in Ithaca. Twenty applicants were received for camp scholarships and parents will be getting fifty percent funding for the cost of the camp their child is attending. Senior Citizens: Dorothy Roberts reported two trips are being planned. An evening in June to Auburn to see "Fiddler on the Roof" and a matinee in July to the Corning Summer Theatre to see "South Pacific". • Dog Control: Ted Merritt reported receipt of one complaint with possibility of court action. Planning Board: Don Graham reported Tom Trand program (bus ser- vice to outlying areas) will begin this fall. There will be a census workship June 29 at Cooperative Extension Center. At last planning board meeting in May there was discussion about use of school (by Town board) versus Town Hall, regarding use of comm- unity needs. Planning Board voted to submit copies of planning board minutes to Danby Area News. Mildred Miller requested she whould like to see the minutes Fefore being put in newsletter. The planning board also are concerned about their effort on the Board is useless - that the things the board is doing and the response of the town board makes to the planning boards efforts are not satisfying to them. Town Board Meeting Minutes - June 14, 1982 Page 3 Mr. Graham feels if this continues it will be difficult to find people to serve on the planning board. Don is taking a sabbatical leave for one year, starting in August and a chairperson should be appointed to replace him. He will be going to University of Minnesota. April minutes of planning board were presented. Mildred Miller reported Code of Ethics Board which was appointed in 1979 needs to be revised. The board consisted of Dean L'Amoreaux, Ted Merritt, Don Graham, with Roy Casterline as alternate. As Mr. L'Amoreaus no longer lives in this area Mrs. Miller would like to put Roy Lasterline in his place and appoint Ed Roberts (Bald Hill Rd.) as alternate. Motion made by Councilman Ted Merritt and seconded by Councilperson Mary Oltz and approved by the en- ttire board. Bids were accepted by Supervisor Miller for town's timber through ® Forester Robert Moore. Bid was accepted for West Danby [relater Diwtrict timber for $4,000 to Thomas Irwin, United Timber, Oswego, N.Y. and $5570 for Deputron Hollow area to Double Aught Lumber Co. Owego, N.Y. RESOLUTION #17 TRANSFER MONIES FROM DS9040.8 to DS5142.4 IS OVERDRAWN BY $18000 Resolution moved by Councilperson Dorothy Roberts and seconded by Councilperson Mary Oltz and carried by the affirmative vote of the entire board. Roy Hornbrook reported motor needs to be repaired on highway machinery, caterpiller. Engine is heating up. Machine is 15 years old. In calling various repair places, it would cost appro- ximately $10,000 to do repair work. The Town Board felt an esti- mate in writing from the caterpiller dealer is needed for this repair work. Mildred Miller reported all tax monies are in from County. Water district balance is $17,315.67. Mildred will invest $10,000 in a C.D. to meet year end payment of $9970. to F.H.A. She will combine this with $10,000 from FRS for a total of $20,000. Warrants: General Fund Warrant #6 in the amount of $5,492.64 was approved to be paid. Motion made by Councilperson Mary Oltz and seconded by Councilman Ted Mettitt and carried by a vote of five ayes and no noes. West Danby Water District Warrant #6 in the amount of $338.40 was approved to be paid. Motion made by Councilperson Dorothy Roberts and seconded by Councilman 'Ted Merritt and carried by a vote of five ayes and no noes. ® Mildred Miller said Gary Leonhardt should be asked to replace Donald Graham during his sabbatical leave. • Councilperson Dorothy Roberts made the motion to accept the Supervisors reports as presented. Seconded by Councilperson Mary Oltz. A special meeting is tentatively planned regarding repair work on highway department's caterpiller for June 21. The Town Board will meet with Planning Board re: Zoning Ordin- ance on July 14.
