Mr. Kenneth Wood, Groton 's representative to the Fall Creek River Management Project attended the latest Fall Creek Management meeting and came to up -date the Board on the future plans regarding this project. One, to elect four council members, for two year terms as representatives from Groton, Dryden, Freeville and McLean. Two, to inform the board of a meeting being held at the Tompkins County Planning Board office on April 149 1977 at 8:00 P.M. The Managements aim is to keep Fall Creek the way it is with no new growth. Discussed briefly action to pass a local law for S.E.Q.R. as it is State Law. Mr. Dow read letters he wrote to Gary Lee and Bill Smith, dated April 2, 1977, regarding the town's decision not to take action to pass a local law. Mr. Sovocool moved to adjourn meeting, seconded by Mr. Walpole, at 9:40 P.M. Deputy Town C1 k MINUTES OF THE TOWN BOARD MEETING HELD MONDAY, MAY 20 1977 at 7:30 P. M. Those present were: Hicks B. Dow, Supervisor Verl Rankin Jr., Councilman Ellard L. Sovocool, Councilman Robert Walpole, Town Justice Arland Heffron, Town Justice Benjamin Bucko, Town Attorney Leland Cornelius, Town Highway Superintendent Also present were: Claude Holden, Teresa Robinson, Ken Wood, Mary Evelyn Dempsey Mr. Walpole moved to accept the minutes of the Town Board Meeting held April 4, 1977, as mailed. Seconded by Mr. Heffron. Vote taken: Ayes - Walpole, Rankin, Heffron, Dow. Claims #96 - #127 of the Highway Fund and #92 - #116 of the General Fund were presented for audit. Mr. Walpole moved that the bills be paid and the Clerk instructed to draw the warrant form them. Seconded by Mr. Heffron. Vote taken: Ayes - Walpole, Rankin, Heffron, Dow. State Environmental Quality Review Procedures (S.E.Q.R.) must be in to Albany by June 1. Mr. Rankin moved to hold Public Hearing on SEQR on May 23, 1977 -at 8:00 P.M. Seconded by Mr. Heffron. Vote taken: Ayes - Walpole, Rankin, Heffron, Dow. Clerk read Public Notice of New Local Liability Law - Local Law No. 1, section 65A of Town Law. Mr. Rankin moved to table until next meeting, seconded by Mr. Walpole. Vote taken: Ayes - Walpole, Rankin, Heffron, Dow. Clerk opened and read bid for bridge materials on Old Stage Road at 8:00 P.M. Chumung Supply was the only bidder with a bid of $6577.60. Mr. Walpole moved to accept bid if it meets Highway Specifications. Seconded by Mr. Rankin. Vote taken: Ayes - Walpole, Rankin, Heffron, Dow. Town must have - public hearing on proposed uses of Federal Revenue Funds. Mr. Rankin moved to hold hearing on May 23, 1977 at 8 :15 P.M. Seconded by Mr. Heffron. Vote taken: Ayes - Walpole, Rankin, Heffron, Dow. Discussed replacement of Enforcement officer. Neil O'Brien and Bill O'Conner not interested. Ken Wood & Bob Brown are interested. Committee will have more information by May 23. Moved by Mr. Heffron, seconded by Mr. Walpole to hold public hearing for James W. Lockwood's Junk Yard Application on May 23, 1977 at 8:30 P. M. Vote taken: Ayes - Walpole, Sovocool, Rankin, Heffron, Draw. Discussed other matters from Dana regarding Zoning Enforcement: 1) Alton Metcalf - Letter and 20 days to clean up. 2 John Anderson - Junk in front of fence. Notice given to clean up in 20 days. 3) Edward Miller - Junk not cleaned up - Already has court order. Ben will take care of. 4) Rodney Phillips - Has applied for building permit. Dana issued one a year or two ago. He's in violation of ordinance. Ben will take care of, 1J Clerk read notice of public hearing to consider transfer of Cable TV Franchise from Cerrache to American TV and Communications Corp. Attorney Wiggins and Air. Collins, VP of AT & C, Triere present. Discussed the one per cent commision on gross revenue in Groton Township. Was assured that Cerrache would pay. Hicks will write letter to Cerrache. AT & C will not be bought out or merge - they will be our parent company. They plan to maintain service manager in Groton to handle customer service. They are strictly Cable TV people - a corporation in no other business. After due deliberations, the following resolution was made: RESOLUTION N0. 9 - TRANSFER OF CABLE TV FRANCHISE Moved by Mr. Heffron, Seconded, by Mr. Rankin. Ayes - Walpole, Sovocool, Rankin, Heffron, Dow BE IT RESOLVED that the transfer of the Cable TV Franchise dated April 22, 1974 between the Town of Groton and Cerrache Television Corporation be hereby transferred and assumed by American Television and Communications Corporation subject to any further approval as necessary by the Commission on Cable Television, State of New York. Discussed all totems acting as a County Commission on Cable TV. The fee is $50 for each town to affiliate. If it's going to provide better service, we are interested. Resolution to register in County Clerk's Office required to be part of County Commission, RESOLUTION N0. 10 - AFFILIATION WITH TOMPKINS COUNTY CABLE `1'V COMMISSION Moved by Air, Walpole, Seconded by Mr. Heffron. Ayes - Walpole, Sovocool, Rankin, Heffron, Dow RESOLVED, that the Town of Groton will affiliate with the Tompkins County Cable TV Commission in conjunction with other Towns and Villages of Tompkins County. Discussed public hearing held on April 11, 1977 regarding application for a Junk Yard License by Sherry H. O':Brien and after due deliberations, the following resolution was made: RESOLUTION NO. 11 - REJECTION OF SHERRY H. 0 "13RIEKS JUNK YARD APPLICATION Moved by Mr. Walpole, Seconded by Air. Heffron. Ayes - Walpole, Sovocool, Rankin, Heffron, Dow BE IT RESOLVED, that Sherry H. 0'B riens Application for a Junk Yard License be rejected. Planning Board and Town Board met on April 27, 1977 to discuss three main points of recommended changes in the ordinance. These will be typed up and mailed to Board Members for discussion at next meeting. Discussed the following: 1) Prices on desk for Town Clerk - Mullens $373.15; Standard Office Supply $295.00 for desk and. $121.00 fox chair delivered. Board indicated Town Clerk must have desk and for her to look at used desks at Munson's with Bob Walpole. 2} Agreed for the time being to add an additional. $500, possibly from Title II, for Deputy. Town Clerk. Can make changes as needed. 3 Signs indicating entering Town of Groton, Zoning Enforced are up. 4� Bob Walpole given permission to attend advanced Justice Training School on May 5, 6 &7. 5 Town Justice Seminar to be held June 6. 6 F10 4 -wheel drive snowplow, 12 yeaxs old, 39,000 miles - Town of Erwin is interested in purchasing at a price in the vicinity of $16- 17,0000 A new truck will cost between $65 - 67,000. Board will look into, Clerk read Hicks .Dow's letter of resignation indicating family obligations and other commitments making it necessary that he relinquish his duties as Town Supervisor to become effective July 1, 1977. Motion by Mr. Walpole that we act on letter as so stated with deep regret and. news releases correspond as super- visor so stated. it. Seconded, reluctantly, by Mr.. Heffron.
