HomeMy WebLinkAbout1982-05-10TOWN OF DANBY TOWN BOARD MEETING MINUTES May 10, 198.2 The regular meeting of the Danby Town Board was called to order at 8 :10 PM at the Danby School, 72 Gunderman Road, Town of Danby, County of Tompkins, and State of New York on May 10, 1982. Board Members Present: Councilman Ted Merritt Councilperson Sylvia Hiney Councilperson Dorothy Roberts Councilperson Mary Oltz Supervisor Mildred Miller Others present: Ed Slights, Gay Huddle, Ed and Donna Inman, Jim Hovenac, Herb Engman, Donald Graham, Dave Benson, Pamela Clermont. *Prior to Town Board Meeting, Jim Hovanec spoke to the Town Board regarding the Board purchasing the school. It was felt by Mr. Hovanec that the Town Board should purchase the school. He also felt the public should be heard for their ideas on what could be done to the school. Councilperson Sylvia Hiney made the motion to approve the minutes of the April 12, 1982 Town Board Meeting as presented. Seconded by Councilperson Dorothy Roberts and carried by a vote of five ayes and no noes. Communications: Family Life Theatre (Ithaca Players) will be per- forming for the Ithaca community Saturday, May 15, 1982 at 8 :00 PPi at the Boynton Jr. High School Auditorium. Scenes of adolescent issues, including sexual responsibility, alcohol and drug abuse, and peer and parental pressure. Code Enforcement Workshops will be sponsored in surrounding munici- palities. Monday, June 7th, the Village of Montour Falls, F.L. Academy of Science will be sponsoring this workshop. The work- shops are to assist in setting up and administering fire and build- ing codes and code enforcement policies and procedures. The Dept. of State, Office of Fire Prevention and Control will be conducting this. The 33rd Annual Summer Conference for Supervisors and County Legis- lators will be held June 20 -23 at the Lake Placid Country Resort _Club. Program highlights are: Report from the Legislative Commission on State local relations, how will state aid to local government be distributed. Guest Speaker, Barbara Blum, Commissioner of N.Y.S. Department of Social Services. She will speak on Economic Develop- ment -Town Zoning Laws -do the two mix? Privilege of the Floor: Florence had another meeting tonight and asked to be excused from ours. She wanted everyone to know that there will be a public meeting held at the Library, Sherman Peer room, on May 13, 1982 at 7 :30 PM for discussion on the subject "Shall we move the County Offices to the old Hospital ?" Gay Huddle spoke regarding her concern about Student Services at ® Ithaca College renting rooms at the Danby �'chool for storage of student's belongings for the summer. There is a lot of valuable possissions being stored. Garry, as custodian, has a key that can unlock these rooms and doesn't want the responsibility of these items. The school is not secure for storage of these items. Gay also voiced concern to the fact residents on Gunderman Road were seeing U -Haul trucks in and out of the school and were not aware of the reason why these trucks were here. Town Attorney, Pam Clermont, presented copy of contract with Forester Robert Moore, who is in charge of clearing woodland in West Danby area. On May 28, there will be a second bidding on logging on West Danby property. U C. • 1 Town Board Meeting Minutes - May 10, 1982 Page 2 Dave Benson requested permission to use Danby School's baseball field for practice for little league team he is coaching this year. Mr. Benson also raised question that if Town Offices are moving out of the school, who will maintain the lawns during the summer. He alwo voiced concern over the fact that there are people wandering in and out of the school all hours of the evening. General dis- cussion followed on the pro and cons of the town purchasing the school. Pamela Clermont suggested town could possibly write to the State Comptroller for his opinion on this. Councilperson Mary Oltz felt the town was too small to purchase the school, we have too small a tax base. Gay Huddle voiced disapproval to the fact that over 30 baseball team was supposed to have kept the lawns mowed last year and it was not done. Committee Reports: Environmental Management Council - Herb engman reported there is resource for anybody that is approached by someone wanting to lease his land for oil /gas drilling. Monica Crispin has a great deal of information on these oil and gas leases. You should also get in touch with a lawyer to look over the materials on the leas. ing of oil /gas. There was new legislation in August of 1981 that controls a lot of the oil and gas exploration. About 10% of land in Tompkins County is leased for oil & gas. Some pitfalls are you may be responsible for some of the costs and capping the wells. A certified letter should be received by owner that drilling for oil is being done. They have not followed through with re- seeding of ditches and unnecessary ditching is being done. The primary cause of ero- sion in this county are road crews. Community Council - a letter was received by supervisor Mildred = er from Finger bakes State Park Region stating contract with our Town includes furnishing of 20 picnic tables, 14 fireplaces, and 12 garbage cans. Mr. Richard Wilbur, Park Manager at Butter- milk Falls State Park will get in touch with the town and provide us with the items. The concern over vandalism at the Pond will be taken care of by occasional patrols by the Park Police. Applications have been received from various teachers who would be willing to do the Summer Recreation. Program for Danby. George Parks has indicated he would like to do Fire & Building codes for Danby. He will be attending the meeting in. Montour Falls on fire and building codes. Dog Control Officer -one dog was picked up and received five com- plaints. Senior Citizens - about 30 people went on recent trip to West Point, Hyde Park, Vandebilt Mansion and ate at Treadway Inn in Owego on their way back home. RESOLUTION #16 FIRST MONEY RECEIVED FROM STATE AID PROGRAM (CHIPS) BE USED FOR OPERAT- IONS AND MAINTENANCE Resolution moved by Councilperson Sylvia Hiney and seconded by Councilman Ted Merritt, and carried by the affirmative vote of the entire board. The water at the Danby Town will need to be turned on before the offices move back in August. Ed Slights will see that this is done. Don Graham has requested the Town do something to the creek banks behind the first three homes on West Miller Road. Roy Hornbrook mentioned that this bridge is County's but will help with County to improve this problem. Superintendent of Highways, Roy Hornbrook requested permission by town board to attend highway superintendent conference school at Cornell University in June. Motion moved by Councilperson Dorothy Roberts and seconded by Councilperson Plary Oltz and carried by a vote of five ayes and no noes. In looking over town hall, Ed Inman mentioned flashing in back of building allows water to run down back side. Insulation in crawl space will be put back up. The large windows in main meeting room will cost about $200 each for installation of storm window. They will be installed on outside. The heat controls to run electric heaters will be controlled by time and heat sensor. This will allow another two heaters to turn on at different intervals. In doing this, will reduce the sudden surge of all heaters coming on at once. Mr. Inman also suggests maintaining constant heat at 45 -50 and then turn heat up during meetings. A special meeting was held on April 26 with some of members of SPCA board - Judy Willis, kynn Shreeve, Don Lowe. We discussed dog control programs. There will be better cooperation in advert- ising of lost and found dogs. We also met with Vicki Romanoff, a person who worked on the Town Hall Renovation in 1974 -75. She supplied us with needed infor- mation about the insulation done then and suggested several ways in which we might be able to reduce our electric bills. More insulation is necessary in the ceiling and the insulation under • the floor has fallen down. She also suggested a double glazing of the windows since they are of very old thin glass. Monitoring our heating units would cut down on the "demand" for which we are billed. Warrants West Danby Warrant #4 in the amount of $235.97 was approved to be paid. Motion made by Councilperson lorothy Roberts and sec - onded by Supervisor Mildred Miller and carried by a vote of five ayes and no noes. Highway Fund Warrant #4 in the amount of $14,059.76 was approved to be paid. Motion made by Councilperson Mary Oltz and seconded by Councilperson Dorothy Roberts and carried by a vote of five ayes and no noes. General Fund Warrant �4 in the amount of $1,184.88 was approved to be paid. Motion made by Councilperson Dorothy Roberts and seconded by Councilman Ted Merritt and carried by a vote of five ayes and no noes. Supervisor, Mildred Miller requested permission to attend Lake Placid conference for Supervisors June 20 -23. Motion made by Councilperson Dorothy Roberts and seconded by Councilperson Mary Oltz and carried by a vote of five ayes and no noes. Town Board Meeting Minutes - May 10, 1982 Page 4 There will be an informal meeting Monday, May 17 regarding plans of construction or addition to highway barns at 7930 p.m. A bill was presented by Garry Huddle for checking boiler /furnace at school ($43.00). Mr. Huddle was paid thru money received from the Pre -K program by endorsing their check over to him. No check from General Fund was written. Councilperson Mary Oltz made the motion to approve the Supervisor's reports as presented. Motion seconded by Councilperson Dorothy Roberts and carried by a vote of five ayes and no noes. • At 10;05 p.m. Councilperson Dorothy Roberts made the motion that the meeting be adjourned.
