MARCH 8, 1982 The regular meeting of the Danby Town Board was called to order at 8:10 PM at the Danby School, 72 Gunderman Road, Town of Danby, County of Tompkins, and State of New York on March 8, 1982. Board4 Members present: Councilperson Dorothy Roberts Councilman Ted Merritt • Supervisor Mildred Miller Board Members absent. Councilperson Sylvia Hiney • Councilperson Mary Oltz Others present: Florence Starr, Ed Slights, Milton Todd, Garry Huddle, Donald Graham, Paul and Mary Smith, Don Wright, Frank Haskins. Councilperson Dorothy Roberts made of the February 8, 1982 meeting of Seconded by Councilman Ted merritt ayes and no noes. the motion to approve the minutes the Rown Board as presented. and carried by a vote of three Communications: A letter was read fiz)m Tompkins Employees Federal Credit Union. Membership in this credit union has been expanded to Town employees, elected and appointed. Letter read from 4 -H leaders Barbara Wernham and Donna Smith thanking the Town Board for use of the Danby School to hold their area 4 -H demonstrations on February 20th. Priviledge of the Floor: Florence Starr (Board of Representatives) reported appointment of new Commissioner of Social Services will be announced soon. Mary Smith reported Senior Citizens will be taking a three day trip May 4,5 & 6 to Albany, Tour of South Mall, West Point, Hyde Park and Vanderbilt Mansion. The Council has had good meetings. The officers seem to be working hard at getting summer programs organized, Environmental Management Council: Monica Crispen will be here April 12, at 7:00 PM prior to regular Town Board meeting to discuss local problem and aids with Gypsy Moth Control. • Planning Board: Donald Graham presented minutes of last meeting, February 17. At this meeting, there was general discussion for Chuck Bruce amending his planned developments No decision was made pending a new proposal which Mr. Bruce would state more clearly all the things henplanst to d6d"tk "At:.t-he .County level... Ron Anderson was appointed new chairman for the Planning Board =to serve two terms. County has discussed the Solid Waste problem and are thinking about possibly having an entrepreneur assume responsibilities of handling the waste An terms of producing fuel from It. This would require re- moving of all metal from the waste first. Discussion of Tom Trand Program -had received government grant ($280,000) to upgrade the system. At present there is a transportation system from Newark Valley and Cornell University, there was talk of extending this to other areas. Town Board Meeting Minutes - March 8, 1982 Pag e 2 There was general discussion on the possibility of a group Home residing in Danby (Gund erman Rd.) In looking over the Town ordinance, there is nothing that would prohibit having a group home here. A report on 1980 census showed that between 1970 and 1980 Danby had a 14.3% increase in population. Councilman Ted Merritt requested a few Planning Board meetings be held to discuss-zoning of trailers in Danby. RESOLUTION #13 RENEW CONTRACT FOR STREET LIGHT- ING WITH NEW YORK STATE ELECTRIC & GAS CORPORATION EFFECTIVE OCT- • OBER 259 19810 Resolution moved by Councilperson Dorothy Roberts and seconded by • Councilman Ted Merritt and. carried by affirmative vote of the Board . RESOLUTION #14 MARRIAGE LICENSE FEE BE INCREAS- ED TO $8.00 Resolution moved by Councilman Ted Merritt and seconded by Council- person Dorothy. Roberts and carried by the affirmative vote of the board, West Danby Water District Warrant #3 in the amount of $97.80 was approved to be paid. The motion was made by Supervisor Mildred Miller and seconded by Councilperson Dorothy Roberts and carried by a vote of three ayes and no noes. General Fund Warrant #3 in the amount of $1882.51 was approved to be paid. The motion was made by Councilman Ted Merritt and sec. onded by Councilperson Dorothy Roberts and carried by a vote of j three ayes and no noes. Highway Fund Warrant #3 in the amount of $7,478.59 was approved to be paid. Motion made by Supervisor Mildred Miller and secon- ded by Councilperson Dorothy Roberts and carried by a vote of three ayes and no noes. Council Ted Merritt made the motion to approve the Supervisor's reports as presented. Motion seconded by CouAcilperson Dorothy Roberts and carried by a vote of three ayes and no noes. There will be several meetings coming up on Financial Management the most recent one coming up is March 24 in Binghamton. Discussion followed regarding the Fire and Building Codes, The town is still looking for someone to do the inspections. Be- ginning in March the State will appropriate funds so the Town can • enforce these codes. The State will be developing a minimum fee schedule. The State also requested that a volunteer fireman not be asked to do the inspections as they have enough to do as it.,: is . • At 8:55 PM Councilman Ted Merritt made the motion that the meet- ing be adjourned, The motion was seconded by Councilperson Dorothy Roberts and carried by ,a vote of three ayes and no noes.
