HomeMy WebLinkAbout1981-12-14i- 40 • l TOWN OF DANBY TOWN BOARD MEETING MINUTES December 14, 1981 The regular meeting of the Danby Town Board was called to order at 8 :05 P.M. at the Danby Elementary School, 72 Gunderman Road, Town of Danby, County of Tompkins and State of New York., on December 14, 1981. Board members present: Councilperson Sylvia Hiney Councilman Ted Merritt Councilperson Dorothy Roberts Councilman Robert Snedden Supervisor Mildred Miller Others present: Florence Starr, Frank Haskins, Edward Slights, Roy and Mary Casterline, Gary Huddle, Paul Smith, Milton Todd, Donald Graham. Councilman Robert Snedden noted that there was a typographical error at the botom of page 2 of the November meeting minutes. Building was spelled incorrectly. Councilman Ted Merritt- -made the motion to accept the minutes of the November 9, 1981 meeting of the Town Board as presented with the typographical error corrected. The motion was seconded by Councilman Robert Snedden and carried by a vote of five ayes and no noes. COMMUNICATIONS: 1. A letter from the Tompkins County Department of Planning concerning the meeting to be held Tuesday, December 15th at 7 :30 P.M. The purpose of this meeting to be discusion of the State Building Code and Fire Code Legislation. 2. Minutes of the West Danby Water Commissioners meeting held December 9th, 19810 PRIVILEGE OF THE FLOOR: Councilman Robert Snedden whose term of office as councilman expires December 31, 1981, stated that he felt that everybody in the community should try for public office sometime. It would be very educational. Those who haven't tried it don't know what they are missing. We need more competition. Councilman Ted Merritt said that a number of roads in the Town of Danby are in very poor condition. (Station Road, Michigan Hollow Road, Bruce Hill Road and Durfee Hill Road) He feels that the town has the equipment and the roads should be kept in better condition for the money that is spent. The matter was discussed. It was noted that there isn't enough money to keep the roads up as they should be. This is a problem not only in the Town of Danby but throughout the county. Small towns seem to be hit the hardest NEW BUSINESS. It was noted that a representative from Danby to serve as a member of the Environmental Management Council needs to be appointed as Herbert Engman term ends December 31, 1981. This is a two year appointment. Herbert Engman has served the town well and has consented to serve another term. Councilman Ted Merritt made the motion to appoint Herbert Engman as Danby's representative on the Environmental Management Council. The motikn was seconded by Councilperson Dorothy Roberts and carried by a vote of five ayes and no noes. Town Board Meeting Minutes - December 14, 1981 Page 2 New Business continued: Donald Graham has consented to serve as the Town's representative on the County Planning Board. As there were no other nominations Councilperson Dorothy Roberts made the motion that Donald Graham be appointed as the Town's representative to the County Planning Board for a 2 year term beginning January 1, 1981. The motion was seconded by Coincilman Robert Snedden and carried by a vote of five ayes and no noes. Carl Seamon, Jr. has agreed to serve as a member of the West Danby Board of Water Commissioners. His appointment has been approved by the Board of Water Commissioners. After discussion, Council- man Robert Snedden made the motion that Carl Seamon be appointed for a five year term beginning January 1, 1982. The motion was seconded by Councilperson- Dorothy Roberts and carried by a vote of five ayes and no noes. This is a new appointment. Mr. Seamon will be replacing Marshall Martin whose term will expire December 31, 1981. The annual inspection of the West Danby wate October 14, 1981. John reported to Supervisor ed satisfactorily. Supervisor Mildred Miller reported that the electricay has been turned on at the town hall. The Danby Builders-swill have a contract ready for repairs to the town hall which will include the plumbing and electrical charges by the January meeting of the board. OLD BUSINESS . Committee Reports: Highway - Councilperson Sylvia Hiney reported that it is not likely that there will be any federal funding for flood damage caused by the recent flood. Community Council - The Xmas party was a success. Very well attended. There will be a meeting of the council December 15, 19810 West Danby Water District - A possible problem in the future is the fact that there is only one well supporting all West Danby water users. What happens if this well goes dry? There is another well there but land would have to be purchased before it could be made available to the district. Drilling a new well and installing a pump would probably cost approximatley $40,000. The matter was discussed. It was noted that Frank Haskins new house is the only new installation to the water system this year. The district has 24 hour service in case of a problem with the system. Zoning - A written report was submitted. Frank Haskins reported that 36 permits have been issued this year so far. Last year only 27 permits were issued all year. Planning - Chairman Donald Graham reported that there will be no December meeting of the planning board. He also reported that four members of the baord attended a meeting concerned with the new law governing town fire and building codes. The purpose of this meeting, held by State officials, was to talk about and explain the aspects of the law. It was infor- mative. He noted that we must begin to inforce the.new building and fire code and an inspector must be hired. The code was discussed. The meeting to be held by the County Planning Department on December _ 15th concerning the code will be attended by Gary Leonhardt and Supervisor Mildred Miller. Supervisor Mildred Miller stated that the Town Board would like to meet with the Town Planning Board at their January meeting to be held on the 20th at 8 :00 P.M, to finalize changes in PUD zoning rules and changes in the fees. A resolution is needed to authorize the supervisor to use $7,000, of unallocated money in FRS to pay highway year end bills. A payroll is due on January 1, 1982 which will require use of this year's money. Councilperson Sylvia Hiney made the motion that the supervisor be so authorized. The motion was seconded by Councilperson Dorothy Roberts. RESOLUTION 35� AUTHORIZE THE SUPERVISOR TO USE $710000 OF UNALLOCATED MONEY IN FRS TO PAY HIGHWAY YEAR END BILLS, Roll Call Vote: Hiney - aye Merritt - aye Roberts - aye Snedden - aye Miller - aye Carried by a vote of five ayes and no noes. General Fund Warrant #12 in the amount of $1927.78 was approved to be paid. The motion was made by Councilperson Dorothy Roberts and seconded by Councilman Ted Merritt and carried by a vote of five ayes and no noes. Highway Fund Warrant #12 in the to be paid. The motion was made seconded by Councilperson Sylvia ayes and no noes, amount of $42,669.44 was approved by Councilman Ted Merritt and Hiney and carried by a vote of five ® West Danby Water District Warrant #12 in the amount of $105.30 was approved to be paid. The motion was made by Councilman Ted Merritt and seconded by Councilman Robert Snedden and carried by a vote of five ayes and no noes. 0 1 Councilperson Dorothy Roberts made the motion to accept the Supervisor's reports as presented. The motion was seconded by Councilman Ted Merritt and carried by a vote of four ayes and no noes. Councilman Ted Merritt made the motion to adjourn the meeting. Councilman Robert Snedden seconded -the motion which was carried by a vote of five ayes and no noes. The time was 9:15 P.M.
