HomeMy WebLinkAbout1981-11-09r, C 1 TOWN OF DANBY PUBLIC HEARING ON PRELIMINARY BUDGET November 9, 1981 The Town Board of the Town of Danby held.a public hearing November 91 1981 at 8 :05 P.M. at the Danby Elementary School, 72 Gunderman Road, Town of Danby, Tompkins County and State of New York. The purpose of the hearing was to review the preliminary budget and give any person or persons desiring to be heard an opportunity to be heard in favor of, or against the preliminary budget as compiled or, for or against any item therein contained. Board members present: Councilman Ted Merritt Councilperson Dorothy Roaberts Councilman Robert Snedden Supervisor Mildred Miller. Board member absent: Councilperson Sylvia Hiney Others present: Edward Slights, Herbert Ingman, Linda Featherbay, Frank Haskins, Gary Huddle, Donald Graham, Florence Starr, Pam Clermont, Bill Shippos, Roy Hornbrook. The meeting was called to order and the Clerk presented the board with proof of posting and advertising. Several copies of the proposed budget were available for inspection. Supervisor P-Zildred Miller stated that the general fund appropriations are considerably more this year than they were last year. This is due in part to the 22% increase in Gas & Electric fees, increase of 180 for street lighting and an increase of 33% in our insurance compen- sation costs. Even with these increases, the amount to be raised by tax for general fund is less than it was last .year. This is due to interest earnings. The increase in the highway appropriations are due to payroll raises granted by a new union contract, increase in cost of road repair, increase in the cost of road oils, increase in the cost of fuel. The compensation for the highway employees increased 5.9 %. There were considerable increases in the fire district budget as well as the water district budget. The budget was discussed. All persons wishing to be heard having been heard, the public hearing was declared adjourned. The time was 8:20 P.M* Respectfully submitted, Nary 0 , • • C7 TOWN OF DANBY SPECIAL BOARD P'IEETING MINUTES November 9, 1081 A special meeting of the Danby Town Board was called to order at 8:20 P.M. at the Danby Elementary School, 72 Gunderman Road, Town of Danby, County of Tompkins and State of New York on November 9, 1981. The purpose of the meeting was to open bids for the sale of used highway equipment owned by the Town of Danby. The equipment to be sold is a 1973 Ford Pick -up truck 4X4 and a Eucyrus Erie Model 15 Shovel. Board members present: Councilperson Sylvia Hiney Councilman Ted Merritt Councilperson Dorothy Roberts Councilman Robert Snedden Supervisor Mildred Miller Others present: Edward Slights, Herbert Ingman, Linda Featherbay, Frank Haskins, Gary Huddle, Donald Graham, Florence Starr, Pam Clermont, Bill Shippos, Roy Hornbrook. It was noted that the bid for the sale of this equipment was duly advertised. Supervisor Mildred Miller then instructed the Clerk to open the bids received. Following are the bids received: Schooley Enterprises, Inc. for the Bucyrus Erie iiodel 15 Shovel Autosalvage of Ithaca, Inc. bid for the 73 Ford rick -up Truck 4X4 (salvage bid) Meeting adjourned at 8:25 P.ii. Respectfully submitted, Mary Z, cle $1,500.00 $285.63 TOWN OF DANBY TOWN BOARD MEETING MINUTES November 9, 1981 The regular meeting of the Danby Town Board was called to order at 8:25 P.M. at the Danby Elementary School, 72 Gunderman Road, Town of Danby, County of Tompkins and State of New York, on November 9, 1981. Board members present: Councilperson Sylvia Hiney Councilman Ted Merritt Councilperson Dorothy Roberts Councilman Robert Snedden ® Supervisor Mildred Miller Others present: Edward Slights, Herbert Ingman, Linda Featherbay, Frank Haskins, Gary Huddle, Donald Graham, Florence Starr, Pam ® Clermont, Bill Shippos, Roy Hornbrook. Councilperson Dorothy Roberts made the motion that the minutes of the October 12, 1981 meeting of the board be approved as presented. The motion was seconded by Councilman Ted Merritt and carried by a vote of five a�Tes and no noes. PRIVILEGE OF THE FLOOR: Bill Shippos stated that for T.V. in West Danbv, in and install cable if the Town of Danby isn't Trailers being allowed of houses that burn and condition to be used. OLD BUSINESS Committee Reports; nothing; is being donw about installing cable He asked why some other company con;t come the cable company that has the franchise with going to do anything. Discussed at length, in the town was discussed and also the problem are left without being town down or in no Highway Report - Flood damage in the town has been repaired. 15 culverts were replaced. There i.s a possibility, if the damage is over ;10,000.00, the town will be reimbursed with Federal Funds, Environmental Management Council - Herbert Ingman reported that he attended the meeting in Syracuse which was concerned with the State Environmental Quality Review Act. A film has been made to be used by the towns which explains the SErQRA process at the local town level. He stated that the Environmental Management Council seat must be voted on in January. Community Council - Sylvia Hiney reported that the Council supported a very good Halloween party. It was well attended and well organized. ® Senior Citizens - Have taken at least two trips this Fall. Planning Board - Mr. Graham reported that their last meeting was held jointly with the Town Board. The fee schedule and planned development changes have been completed. The State Building Code and the State Fire Code have been reviewed. This matter was discussed at length, Zoning - A written report was submitted. Three permits have been issued this month. The problem of numbering the houses on Gilbert Road will be handled by Frank Haskins with the approval of the Town Board, Councilman Robert Snedden made the motion to rescind Resolution #24 of July 1981 due to the fact that the resolution stated that a marriage license transcript would remain at the X2.00 fee being currently charged. Since the resolution was passed Albany was called and has informed the town that a transcript fee is mandated at $5.00. Therefore the town must charge $5.00 and not ?2.00 for these trans- cripts. Councilman Robert Snedden than moved a resolution to increase the fee for a marriaEe license issued in the Town of Denby to $5, as mandated by the state. Marriage license certificates will be $2. and a transcript of a marriage record will be as mandated by the state or $5. Councilperson Dorothy Roberts seconded the motion, RESOLUTION #29 INCREASE THE FEE FOR MARRIAGE LICENSES ISSUED IN THE TOWN TO 5. NEW BUSTNESS: Councilperson Dorothy Roberts made the motion to adopt the prelimin_ ary budget as the 1982 budget for the Town of Danby as presented. CD The motion was seconded by Councilman Ted Merritt and carried by a n vote of five ayes and no noes. Supervisor Mildred Miller moved a resolution re payment of election inspectors in the future. They will be paid $40.00 per day for primaries and election day and X25.00 per day for registration, Councilman Ted Merritt seconded the motion.. There will be a meeting held by the New York State Department of Audit and Control November 16, 1981 at the Treadway Inn in Owego. This meeting will be concerned with State Revenue Sharing funds. The State Department is looking for imput from the towns and villages who receive these monies and plan for them in their budgets. Supervisor Mildred Miller and Tom Clerk Mary Oltz will attend. Councilperson Dorothy Roberts moved a resolution to add the unpaid water bills in the amount of $2,368.21 to the tax roll. Councilman Robert Snedden seconded the motion. Highway Fund Warrant #11 in the amount of $30,038.92 was approved to be paid. The motion was made by Councilperson Dorothy Roberts and seconded by Councilman Robert Snedden and carried by a vote of five ayes and no noes. West Danby ,crater District Warrant #11 in the amount of $559.95 was approved to be paid. The motion was made by Supervisor Mildred Miller and seconded by Councilman Robert Snedden and carried by a vote of five ayes and no noes. Covsicilperson Dorothy Roberts made a motion to accept the Super- visor's reports as submitted. The motion was seconded by Councilman Ted Merritt and carried by a vote of four ayes and no noes. The highway department of the Town of Danby will advertise for bids for diesel fuel by the gallon for the period starting November 1981 through January 1, 1082. A special meeting of the Town Board will be held at the school on November 23 at 7 :30 P.M. The purpose of this meeting will be to discuss making the town hall more energy efficient. The motion to adjourn the meeting was made by Councilman Robert Snedden and seconded by Councilman Ted Merritt and carried by a vote of five ayes and no noes.
