HomeMy WebLinkAbout2017-01-05-SteeringCommittee-FINAL (2)TOWN OF ULYSSES STEERING COMMITTEE FOR ZONING UPDATES MEETING MINUTES Thursday, 01/05/2017 Approved: February 2, 2017 Call to Order: 7:00 p.m. Present: Committee members Michael Boggs, Darby Kiley, Sue Ritter, Liz Thomas, and George Tselekis; CJ Randall and David West of Randall + West. Absent: Rod Hawkes Public in Attendance: none Agenda Review Ms. Thomas called the meeting to order at 7 p.m. and suggested the Committee discuss the timeline for the Ag zoning draft document. Ms. Ritter MADE the MOTION to approve the evening's agenda, and Ms. Kiley SECONDED the MOTION. The motion was carried unanimously, 5-0. Committee Chair selection After a brief discussion, Mr. Tselekis MADE the MOTION nominating Ms. Thomas chair of the Steering Committee, and Ms. Ritter SECONDED the MOTION. The motion was carried unanimously, 4-0, with Ms. Thomas abstaining from the vote. Minutes Review (12/19/2016) Mr. Tselekis MADE the MOTION to accept the December 19, 2016 meeting minutes, and Ms. Kiley SECONDED the MOTION. The motion was carried unanimously, 4-0, with Mr. Boggs abstaining from the vote. The Committee discussed its schedule for the next month. Town Attorney Mariette Geldenhuys had previously proposed to review the Ag zoning draft, but she will be unavailable from January 14 through the January 21. The Committee hopes to have Ms. Geldenhuys review the document before January 14, so that members could then discuss the draft at its January 23 meeting. If that timeline is feasible, the Committee could then review the draft and release it to participating stakeholders as early as January 24. If not then, the Committee will delay discussing the draft until its February 2 meeting. Members suggested including an additional cover letter to supplement the draft's release. Jacksonville: policy memo and next steps Steering Committee for Zoning Updates 2 Town of Ulysses Over the next hour, Committee members suggested and discussed various wording changings to Randall + West's memo for the hamlet zoning updates. Part of that discussion expanded to cover more general zoning concerns, like accessory units within houses, the need for more variety in housing options, walkability, and roadways. Conversation then turned to outreach. Mr. Boggs offered to canvas the hamlet and circulate copies of the memo and any additional materials. Members reached a consensus to hold an open house event with members of the Jacksonville community to discuss the memo and the expressed goals of the zoning efforts. The Committee would also circulate the memo via the Jacksonville listsery and on the Town's website. The Jacksonville church was considered the first choice for the open house, which would include as many Committee members as are available. Either January 18, 19 and 21 would be the open -house date depending on the church's availability, and it would be held from 7 to 8:30 p.m. The decision was made to release the hamlet zoning memo to the Jacksonville community on Monday, January 9. Zoning Map Mr. West walked through changes made to the two draft zoning maps of the hamlet. Among the changes: Committee members had previously asked to zone Jacksonville Park as a park, and additional land was incorporated into the inner hamlet zone. Ms. Thomas suggested redesignating three properties north of Cold Springs Road from "Hamlet Neighborhood" to "Rural Ag" due to lack of access to public water. Mr. West and Committee members briefly reviewed the second map, which illustrates a broader view of the Town. It was agreed that Ms. Kiley would review some of the parcels in in the R2 District to determine if their zoning designations should change. Mr. Boggs MADE the MOTION to adjourn the meeting, and Ms. Ritter SECONDED the MOTION. The motion was carried unanimously. Meeting adjourned at 8:56 p.m. Respectfully submitted by Louis A.
