The meeting was held at the Ulysses Town Hall at 10 Elm Street, Trumansburg. Notice of Town Board meetings are posted on the town’s website and clerk’s board. ATTENDANCE: TOWN OFFICIALS PRESENT: Supervisor- Liz Thomas 1st Deputy Supervisor/Board member- Nancy Zahler Board members- John Hertzler (4:15pm), Michael Boggs, Rich Goldman Town Clerk- Carissa Parlato OTHERS: Sarah Adams CALL TO ORDER: Ms. Thomas called the meeting to order 4pm. DISCUSSION OF HISTORIC PRESERVATION RESTRICTIONS ON THE OLD CHURCH Ms. Adams, historic preservationist, shared her thoughts. She felt that the two sets of curving stairs are an integral part of the building and should be included in the deed restriction. Mr. Goldman said that the board had never intended to include the internal features in the restriction, only the external. Ms. Thomas felt that including the stairs in the covenant would ensure that the building is historically preserved. Ms. Adams suggested including a drawing along with the sale listing that points out the key architectural and historical features. The board discussed Ms. Geldenhuys’ draft of restrictive covenants to be included on the deed. Ms. Thomas proposed the following resolution: RESOLUTION 2017-189: APPROVING RESTRICTIVE CONVENANT TERMS RESOLVED that restrictive covenant language provided by the Attorney for the Town and amended by the Town Board at the 10/18/17 meeting be included in a restrictive covenant for the town property at 5020 Jacksonville Road. Moved: Ms. Zahler Seconded: Mr. Hertzler DISCUSSION: Ms. Thomas stated for the record that she is very strongly opposed to keeping the stairs out of the restrictive covenant, based on her conversations with historic preservationists and others who are concerned about the church. 2 Ms. Zahler shared that she thinks they should handle the stairs issue by awarding bonus points via the criteria rating system. Mr. Goldman fears that too many restrictions will make it difficult to find a buyer. Ms. Thomas nay Ms. Zahler aye Mr. Hertzler aye Mr. Boggs aye Mr. Goldman aye Vote: 4-1 Date Adopted: 10/18/17 DISCUSSION OF CRITERIA FOR REVIEWING REAL ESTATE OFFERS The board discussed Ms. Zahler’s draft of criteria/rating system and made some changes. They agreed to have the Attorney for the Town review it before approving it. EXECUTIVE SESSION: Mr. Goldman made a motion to go into executive session at 5:02pm for the purpose of discussing the sale of real property. This was seconded by Mr. Boggs and passed unanimously. Mr. Goldman moved to end executive session at 5:12pm, seconded by Ms. Zahler and passed unanimously. ADJOURN: Ms. Zahler moved to adjourn the meeting at 5:12pm; seconded by Mr. Boggs.
