TOWN BOARD MEETING MINUTES
July 13, 1981
The regular meeting of the Danby Town Board was called to
8 :15 P.M. at the Danby Elementary School, Gunderman Road,
Danby, Tompkins County, New York on' July 13, 19816

Councilman Ted Merritt made the motion that the minutes of the June 8th
regular meeting of the town board be approved as presented. The motion
was seconded by Councilperson Dorothy Roberts and carried by a vote of 41.1 1
five ayes and no noes. I

A letter from the Tompkins County Youth. Bureau concerning rd.�
the Town of Danby's allocation of funds from the state for
youth recreation and the deadline for applying for these
funds. a

Town Clerk of Candor sent a notice to the Town of Danby
concerning their intention of issuing a cable television CD p
franchise to American Community Cablevision.
A notice from the New York State Department of Health advising
of the increase in fees for marriage, death and birth records.
4. A letter from the Board of Elections notifing the town that
they must pay for the school that the elections inspectors
attended and also mileage.
PRIVILEGE OF THE FLOOR.
Roy Casterline stated that the roads in West Danby are very rough. No
grading or:ot.her work is being done to correct this. The grass along
the roads is not being cut.
Nancy Zahler,;Director of the Tompkins County Youth Bureau, attended
the meeting to answer questions about funding for the youth recreation
and youth service programs. People having questions moved to the
supervisor's office to discuss the matter.
Florence Starr told the board of the Tompkins County Board of Represent-
atives meeting concerned with reaportionment of the voting population
in the towns of Tompkins County in connection with the seats on the
board of representatives. Possibly this will be done by population,
possibly by weighted voting and possibly by changing some of the
boundary lines of some of the present districts. There is the possibility
that Danby may have one -half vote and Caroline may have one -half vote.
The Town Board.was asked what their opinion was on this matter. Mrs.
Starr also mentioned that the Town of Caroline has not signed a contract
with the SPCA but will take care of the dog matter themselves.

COMMITTEE REPORTS:
Highway - Councilperson Sylvia Hiney stated that Roy Hornbrook is
working on the Gunderman Road Bridge and that it is almost completed.
West Danby Water District - Roy Casterline stated that a check was
received from the Fire District for the hydrant rental. The yearly
mowing around the water tank has been done.
It was noted that the senior citizens have taken two trips in the
past month.
EMC report - Herb Ingman said that the recycling of oil program is
working. Possibly this is something that can be done in the towns
of places are made available for turning in the oil. The gypsy
moth problem has been discussed by the board. At large members are
needed on the EMC board.

Planning Board report - Donald Graham reported that the board had met
in June but transacted no business. There will be no meetings in July
or in August unless some business comes up that needs to be taken care of.
Illes Planned Unit Development - Pam Clermont stated that there is a
problem with Mr. Illes' application for a PUD. It seems that he does
not own the required acerage in the Town of Danby for a PUD. The town
maps were checked and it was found that he does not own enough property.
Pam will write Mr. Illes a letter telling him of the problem. Other
zoning problems were discussed at length. It was decided that a
survey shall be requested and". submitted to the board along with any
proposed PUD. Pam questioned whether a building permit or zoning
permit is the proper title to be used for the authorization to build
issued by the zoning officer. Which term should be used in the
zoning ordinance? Also should the term certificate of occupancy or
certificate of compliance be used. Which ever term is decided on
should be used consistently throughout the ordinance.
NEW BUSINESS:
After discussion Councilperson Dorothy Roberts made the motion that
the Town of Danby no longer belong to the Tompkins County Cable TV
Commission as it is not pertinent. The motion was seconded by
Councilman Robert Snedden and carried by a vote of five ayes and no
noes.
Supervisor Mildred Miller stated that a letter offintent to use the
addition funds available to the town for youth activities in addition
to the amount already applied for must be sent to the county. It is
necessary to have the approval of the board before doing this, This
must be mailed before September lst which is the deadline. After
discussion by the board, Councilperson Dorothy Roberts moved a
resolution to authorize the supervisor to sign the application of
the Danby Community Council for state aid for the Danby Youth
Recreation Program for 1982 in the amount of $1600 and for Youth
Services in the amount of $1400 for 1982.

After discussion Councilperson Dorothy Roberts moved a resolution to
authorize the Town of Danby to make application to the Division for
Youth for matching funds to operate the Pre- kindergarten program
for 1982. The motion was seconded by Councilman Ted Merritt.
RESOLUTION #24 � AUTHORIZE THE TOWN OF DANBY TO MAKE APPLICATION
TO THE DIVISION FOR YOUTH FOR MATCHING FUNDS
TO OPERATE THE PRE- KINDERGARTEN PROGRAM FOR
1982.

The possibility of operating a youth recreation winter - spring program
was discussed at length.
The State mandate increasing the fees for marriage licenses, marriage
license certificates and transcripts of marriage records was discussed
by the town board. Councilman Robert Snedden moved a resolution to
increase the fee for marriage licenses in the Town of Danby as
mandated by the State, to $5. with the marriage license certificates
and a transcript of marriage records to remain at $2. each. The
motion was seconded by Councilperson Dorothy Roberts.

After discussion by the board, Supervisor Mildred Miller moved a
resolution to appoint Judy Willis dog enumerator for the Town of
Danby and also moved that she be paid $800. for her services plus
18� per mile for mileage. Councilperson Dorothy Roberts seconded
the motion.

TOWN OF DANBY. SET THE SALARY FOR HER SERVICES
AT $800. PLUS MILEAGE OF 184� PER MILE.

Carried by a vote of four ayes and one no.
Supervisor Mildred Miller made the motion to appoint Mearl Greene
to serve as a member of the Town Planning Board. The motion was
seconded by Councilperson Sylvia Hiney. Discussion followed and
it was decided to table this appointment for one month.
Councilman Ted Merritt made the motion to reappoint Frank Muzzy for
another term of office as a member of the Danby Board of Zoning
Appeals. This term to expire June 30, 1986. The motion was seconded
by Councilperson Dorothy Roberts and carried by a vote of five ayes
and no noes.

The board discussed the matter of the Clerk's moving her office from
one room to the other. The Clerk was asked to show the plans of the
counter to be built for the office to the Supervisor when they are
drawn up.

It was noted that the highway CSEA contract is due to be renewed
this year. The matter of grading some of the dirt roads was discussed.
Work has been slow due to the fact that there was an accident with
the grader and it is out of working order at the present time

motion was seconded by Councilperson Dorothy Roberts and carried by
a vote of five ayes and no noes. The time was 11:00 P.M.
